CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. A.在滿足相關條件時投標人工境內計（jì）數（shù）器公（gōng）司，投標人需（xū）給予法定切實有效的企業保證人運營授權（quán）、稅捐計數器證及安（ān）排單位源代碼證或證照統一的（de）運營授權；
在滿足（zú）相關條件時投標人工境外計數器（qì）公司，需給予切實有效的公司計（jì）數器計數器證明書；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.在滿足相關條件時投標人工辦（bàn）事處（chù）商，投（tóu）標（biāo）人應取得所（suǒ）投貨色製造商可以其為此次投（tóu）標給（gěi）予該貨色（sè）的法定較為郎中進行核準書。

（2）功（gōng）績具體要求Requirement for Bidder's reference:
2013年1月1日起至投標截至日（以較為條約進（jìn）行簽訂時段加以為（wéi）準），投標人所加以投產品的製造商應具備起碼關於兩個較為條約板式換熱器的供貨（huò）功績，且均符合換熱權力不不可企及30000KW的（de）技術具（jù）體（tǐ）要求。投標人須正式提交與此相關功績證明書文獻（xiàn）。
From January 1, 2013 to the bidding deadline (based on the date of contract signing), the manufacturer of the products tendered by the bidder shall have supply performance for at least two contract plate heat exchangers, and both shall meet the technical requirements of heat exchange power not less than 30000KW. Bidders are required to submit relevant performance certification documents.
投標人須按（àn）明確要求說明書正式提交功績表，持續並提交與此相關（guān）功績證明書文獻。功績證明書文獻包含但不禁止：1）對外銷（xiāo）售較為條約打印件（jiàn）（含與（yǔ）此相關技術備件）和2）到會驗光（guāng）材料。投標人所正式提交的功（gōng）績證明書文獻一定要（yào）起碼反映這陣兒具體內容：較為條約進行簽訂時（shí）段、較為條約進行簽訂頁（應該具備雙邊蓋章（zhāng））、製造商具體稱謂、貨色具體稱謂、換熱權力及到會驗光材料。未正式（shì）提交（jiāo）功績證明書文獻，或所給予的（de）功績證明書文獻（xiàn）束手無策反映較為條約進（jìn）行簽訂（dìng）時段（duàn）、製造商具體稱謂、貨色具體稱謂、換熱權力及到會驗光材料的，均便是較為空空功績。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (should be stamped by both parties),manufacturer name, goods name, heat exchange power, and arrival acceptance materials. Failure to submit performance certification documents, or failure to reflect the contract signing time, manufacturer name, goods name, heat exchange power, and arrival acceptance materials provided, shall be deemed as invalid performance.
