中（zhōng）化建全球範圍 （這陣兒進行稱號“投標辦（bàn）事處單位”）受中（zhōng）海殼牌原油化學工業 （這陣兒進行（háng）稱號“投標人”）寄托，就中海殼（ké）牌惠州三期聚（jù）氯乙烯具體項（xiàng）目60關於萬噸/年（茂非金屬）線性關係低骨密度聚（jù）聚氯乙烯設置（zhì）1套鎮壓造粒醫衛組（zǔ）開展（zhǎn）全球範圍著名投標。現三顧茅廬投標人對進行（háng）下麵貨色和服務正式提交（jiāo）密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase One (1) Set of Extrusion and Pelletizing Unit of 600 Kta mLLDPE Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：中海殼牌原油化學工業 （這陣兒進行縮寫“中海殼牌”）擬在廣東惠州大亞灣石油化工行（háng）業領域工業園區新持續建中海殼牌惠（huì）州三期聚氯乙烯具體項目，以達成其建設全球級、較高程度緊密化的石油（yóu）化工生產基地（dì）的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關條件時投標人工境內計數器公司，投標人需給予法定切實有效的企業保證人運營授（shòu）權、稅捐計數（shù）器證（zhèng）及安排單位源代碼證或（huò）證照（zhào）統一的運營授權；
在滿足相關條件（jiàn）時投標人工境外計數器公司，需給予切實有（yǒu）效的公司計（jì）數器計數器證明書；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人所加以投產品的製造商須具有切實有效（xiào）的GB/T19001（ISO9001）質量體係（xì）證明證明書。在滿（mǎn）足（zú）相關條件時有國度與此相關單（dān）位公布的新式體（tǐ）係規（guī）範標準，以新式體係規範（fàn）標準（zhǔn）加以為準，投標（biāo）時須給予證明書打（dǎ）印件。
B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.
C．投標人加以應為所投貨色的製造商。此次投標不進行接管辦事處商投標。

（2）功績具體（tǐ）要求Requirement for Bidder's reference:
2013年1月1日（rì）至投標截至日（以較為條約進行簽訂時段加（jiā）以為準），投標人所加以投產品的製（zhì）造商應具備起碼2套聚聚氯乙烯（xī）鎮壓造粒醫衛組的較為條（tiáo）約功績，且符合鎮壓機（jī）進行加工實際能力更加不（bú）小於600KTA的技術具體要求。
From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 sets of contract references of polyethylene extrusion and pelletizing units, and all meet the technical requirements that the processing capacity of extruder is not less than 600KTA.
投標（biāo）人須按明確要求說明書正式提交功績表，持續並（bìng）提交與此相關功績證明書文獻。功（gōng）績證明書文獻包（bāo）含但不禁止：對外銷售較為條約（yuē）打印件（含與此相關技術備件和使用性（xìng）能確保（bǎo）相（xiàng）關數值表等）。投標人所正（zhèng）式提交的功績證明（míng）書（shū）文（wén）獻一定要（yào）起碼反映這陣（zhèn）兒具體內容：較為（wéi）條約進行簽訂時段、製造商具體稱謂、貨色具體稱謂、具體項目具體稱謂、鎮壓機進（jìn）行加工實際能力等技術具體要（yào）求（qiú）。
未正式提交功績證（zhèng）明書文獻，或所給予的功績證明書文獻束手無策反映較為條約進行（háng）簽訂時段、製造商具體稱謂、貨色具體（tǐ）稱謂、具體項目具體稱謂和進行加工（gōng）實際能力的技（jì）術具體要求，均便是較為空空功績。給予的功績證明書文獻中在滿足（zú）相關條件時較（jiào）為條約在落實完（wán）整過程中停止,則該功績便是較為（wéi）空空功績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix and performance guarantee data sheet). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project and extruder processing capacity technical requirements.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of extruder processing capacity, the relevant reference will be deemed invalid. In the documentary evidence documents provided, if the contract is terminated in the course of execution, the relevant reference will be deemed invalid.
4. 有勺口兒（ér）的投標人可借助這陣兒方法（fǎ）得到投標文獻（xiàn）：從2024年1月24日進行首先至2024年1月（yuè）31日止，請計數器中國海（hǎi）油購買業務範圍進（jìn）行管理與貿易係統（tǒng）(）的投標通知書頁麵開展選購。頭一（yī）回（huí）計數器一定要較為先進行計數器（免費（fèi）教育），計數器（qì）取（qǔ）得成功後，可以 投標人須在線（xiàn）填空 投標文獻有關每套（tào）零售（shòu）價為200元普（pǔ）通人幣或（huò）30美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from January 24, 2024 to January 31, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
