中化建全球範圍 （這陣兒（ér）進行稱號“投標辦事處單位”）受中（zhōng）海殼牌原油化（huà）學工業 （這陣兒進行稱號“投標人”）寄（jì）托，就中海殼牌（pái）惠州三期聚氯乙烯具體項目60關（guān）於萬（wàn）噸（dūn）/年（茂（mào）非金屬）線性（xìng）關係低（dī）骨密度聚聚氯（lǜ）乙（yǐ）烯設置1套鎮壓造粒醫衛組（zǔ）開展全球範圍著名投標（biāo）。現三顧茅廬投標人對進行下麵貨色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase One (1) Set of Extrusion and Pelletizing Unit of 600 Kta mLLDPE Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關條件時投標人工境內計數器公司，投標人需給予法（fǎ）定（dìng）切實（shí）有效的企業（yè）保證人運（yùn）營授權、稅捐計（jì）數器證及安排（pái）單位源代碼證或證照（zhào）統（tǒng）一的（de）運營授權；
在滿足相關條件（jiàn）時投標人工境外計數器公司，需給予切實有效的公（gōng）司計數器（qì）計數器證明書；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人所加以投產品的製造商須具有切實有效的GB/T19001（ISO9001）質量體係（xì）證明證明書。在滿足相關條件時有國度與此相關單位公布的新式體（tǐ）係規範標準，以新式體（tǐ）係規範（fàn）標準（zhǔn）加以（yǐ）為準，投標時須給予證明（míng）書打印件。
B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.
C．投標人加以應為所投貨色的製造商。此次投標不進行接管辦事處商投標（biāo）。

（2）功績具體要求Requirement for Bidder's reference:
2013年1月1日（rì）至（zhì）投標截至日（以較為條約進行簽訂時段（duàn）加以（yǐ）為準），投標人所加以投產品的製造商應具備起碼2套聚聚氯乙烯鎮壓造粒（lì）醫衛（wèi）組的（de）較為條約功績，且符合鎮壓機進行加工實際能力更加不小於600KTA的技（jì）術具體要求。
From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 sets of contract references of polyethylene extrusion and pelletizing units, and all meet the technical requirements that the processing capacity of extruder is not less than 600KTA.
投標人須（xū）按明確要求說明書正式提交功績表，持續並提交與（yǔ）此相關功績證明書文獻。功績證明書文獻包含但不禁止：對外銷售較為條約打印件（jiàn）（含與此相關技術備件和使用性能確保相關數值表等（děng））。投標人（rén）所正式提（tí）交的（de）功績證明書文獻一定要（yào）起碼反映這陣兒具體內容：較為條約進行簽訂時段、製造商具體稱謂、貨色（sè）具體稱謂、具體項目（mù）具體稱謂、鎮壓機進行加工實際能（néng）力等技術具體要求。
未正式提交功績證明書文獻，或所給予的功績證明書文獻（xiàn）束（shù）手無策（cè）反映較為條約進行簽訂時段、製造（zào）商具體稱謂、貨（huò）色具體稱謂、具體項目具體稱謂和進（jìn）行加工實際能力的技術具體要求，均便是較為空空功績。給（gěi）予的功績證明書文獻中在滿足相關條件時較為條約在落實完整過程中停止,則該功績便是較為空空功績（jì）。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix and performance guarantee data sheet). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project and extruder processing capacity technical requirements.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of extruder processing capacity, the relevant reference will be deemed invalid. In the documentary evidence documents provided, if the contract is terminated in the course of execution, the relevant reference will be deemed invalid.
4. 有（yǒu）勺口兒的投標人可借助這陣兒方（fāng）法得到投標文（wén）獻：從2024年1月24日進（jìn）行首先至2024年1月31日止，請計數器中國海油購買（mǎi）業（yè）務範（fàn）圍進行管（guǎn）理與貿易係統(）的投標（biāo）通（tōng）知書頁麵開展選購。頭一回計數器一定要較（jiào）為先（xiān）進行計數（shù）器（免費教育），計數器取得成功後，可以（yǐ） 投（tóu）標人（rén）須在線填空 投標文（wén）獻有關每套零售（shòu）價為200元普通人幣或30美金，售後不退（tuì）。針對采用（yòng）美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from January 24, 2024 to January 31, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
