中化建全球範圍 （這陣兒進行稱號″投標辦事處單位”）受中海（hǎi）殼牌原油化（huà）學工業 （這陣兒進行稱號″投標人”）寄（jì）托，就中海殼牌惠州聚碳酸酯具體項目（mù）所需一部分貨色及（jí）與此相關服務開展（zhǎn）全球範圍（wéi）著名投（tóu）標。現三顧茅廬投標人對進（jìn）行下麵貨色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project . Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

具體（tǐ）項目大概：中海殼牌原油化學工業 （這陣兒進行縮寫″中海（hǎi）殼牌”）擬在廣東（dōng）惠州大亞灣（wān）石油化工行業（yè）領（lǐng）域工業園區新（xīn）持續建中（zhōng）海殼牌惠州聚碳酸酯具體項目，以達成其建設全球級、較高程度緊密化的石油化工生產基地的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

重點具（jù）體功能：自動化化進行測試係統使用（yòng）嶄新研發IA自動化化進行控（kòng）製應（yīng）用軟件（jiàn），達成（chéng）全（quán）部自動化化的內定酚（fēn）醛塑料材（cái）料等的度量衡、極限抗拉強度、模量（liàng）和進行增（zēng）長率等材料材料使用性能。
Main Functions: The automated testing system utilizes newly developed IA automated control software to automatically measure material properties of plastics and other materials, such as dimensions, strength, modulus, and elongation.

3. 對投標人的輩數兒和（hé）功績具體要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）輩數兒具體要求（qiú）Requirements for Qualifications of the Bidder ★
A. ★在滿足相關條件時投標人工中邊界內計數器公（gōng）司，投標人需具備法定切實有效的企業保證人運營授權、稅捐計數器證及（jí）安排單位源代碼證或證照統一（yī）的運營授權，投標時（shí）需給予複（fù）製件進（jìn）行詳察件（複製件複查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★在滿足相關條件時投標人工中邊界外計數器公司，需給予切實有效的公司計數器計數（shù）器證（zhèng）明書；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人工 的，需（xū）具（jù）備法定切實有效的（de）運營授權（境內計數器）/公司計數器計數器證明書（境外計數器）和上麵保證人機構進（jìn）行核準書（進行核準該 投標和訂約較（jiào）為條約），投標時（shí）需給予複製件進行詳察件（複製件複查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★投標人認同該 和（hé）上麵保證人機構的資格條（tiáo）件、輩數兒和功績，不認同相同上麵保證人機構的其他 的（de）資格條件、輩數兒和功績。 與上麵保證人機構隻可集團積極（jí）參與投標，與此同時積極參與（yǔ）投目（mù）的物，投標均較為（wéi）空空。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★投標人加以應為所投貨色的製造商或辦事處商。
The Bidder shall be the manufacturer or the Agent of the Goods being offered.
★在滿足相關條件時投標人所投貨色非投標人自身製造，投標人應（yīng）取得所投貨色製造商可以其在此次投標中給予該貨色的較為郎中進行核準書。投標時給予製造商進行核準書複製件的進行詳察件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投（tóu）標人以自身製造的貨色積極參與投目（mù）的物，無法再（zài）將此貨色與此（cǐ）同時進行核準給其餘投標如意人生與投標，不然與（yǔ）此相關的全部投標（biāo）將被不肯。投標（biāo）人將被進行（háng）核準的貨色再進行核準（zhǔn）給其（qí）餘投標人與此同時積極（jí）參與投目的物，與此相關的全部投（tóu）標將被不肯。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. 有沒有進（jìn）行（háng）接管統一體投標：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未（wèi）領購投標文獻有沒有能夠參與投標:使（shǐ）不得以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
F.其他:如投標人工製造商相同（tóng）集團公司責（zé）任政府（fǔ）對外銷售投標所加以投產品的全資子公司、控股公司子公司（投標人應（yīng）給予製造（zào）商或其上麵公司證明書（shū）以上須知的證明書文獻），則視投（tóu）標人工製造（zào）商。投標產品由（yóu）製造商有所區別工場生產且采用雷同品牌名稱時，給予（yǔ）進行（háng）接管。
others: If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
相同集團公司世界適用範圍內有所區別製造商（即相同集（jí）團公司有關旗下的全（quán）資子公司或控（kòng）股公（gōng）司子（zǐ）公司或製（zhì）造工場）製造的所（suǒ）加以投產品的功績（jì），便是投標人所（suǒ）加以投產（chǎn）品的製造商的功績；投標人應給予作出說明函，作出說明此次所加（jiā）以投產（chǎn）品的製造商與符合以上功績（jì）具體要求的產品製造商進行所（suǒ）在相同集團公司。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

（3）功績具（jù）體要求Requirement for Bidder's Past Performance:
2020年1月1日至投標截至日（以較為條約進行簽訂時段加以為準），投標人所加以投產品的製造商具備（bèi）2個較為條約均老鼻子於1台機器人進行測試係統（tǒng）的供貨功績。
From January 1st, 2020 to the bid deadline (subject to contract signing date), the manufacturer of the products offered by the bidder must have delivered at least 2 contracts each containing no less than 1 robot testing system.
投標人須按明確要求說明書正式提（tí）交功績表，持續並提交與此相關（guān）功績證明書（shū）文獻。功績證明書文獻包含：1）對外銷售較為條（tiáo）約；2）使用者簽署或蓋章的到會驗（yàn）光材料（進行領略稅特地發單或到會驗光單或進行調試驗光曉以（yǐ）大義或其他能夠證明書（shū）較為條（tiáo）約項下貨色目前已（yǐ）經到會驗光的切實有效證明書材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. VAT invoice, Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投標人所正式提交的功績證明書文獻一定要起碼反映這陣兒具體內容：較為條約（yuē）進行（háng）簽訂時段、較為條（tiáo）約進行簽（qiān）訂頁（中國大陸進行零錢較為條約應該（gāi）具備雙邊蓋章，全球範圍（wéi）進行零錢較為條約應該具備雙邊簽署或蓋章）、貨色（sè）具體稱謂、使用者簽署或蓋章的（de）到（dào）會驗光材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.
若功（gōng）績較為條約為十二個月議定書，除給予十（shí）二個月議定書（shū）外（wài），還應給予認為的已到會（huì）定單，定單具體內容或號碼應與十二（èr）個月議定書（shū）與此相關聯。相同（tóng）個十二個月議定書下，給予（yǔ）1個或上述的定單及與定單與之對（duì）應的到會驗光材料，均便是1個切實有效功績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未正式提交功績（jì）證明書文獻，或借（jiè）助所（suǒ）給予的功績證明書文獻束手無（wú）策決定符合以上功績具體要求的，均被便（biàn）是較為空空功績。
Failure to submit the past performance certification documents, or inability to make sure that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有勺口兒的投標人可借助這陣兒方法得到投標文獻
Interested bidders may obtain the solicitation documents through the following method:
從（cóng）2025年11月13日進行首先至2025年11月20日止，請計數器″中國海（hǎi）油購買業務範（fàn）圍進行管理與貿易係統(）的″投標通知書”頁麵開展選購。
Bidders are requested to log in to the "投標通知書" (Notice of Procurement ) page of the CNOOC Procurement Operation System () to purchase the Solicitation Documents from Nov. 13rd 2025 to Nov.20th, 2025.
頭一回計（jì）數器一定要較為（wéi）先進行計數（shù）器（免費教育），計（jì）數器方法（fǎ）挑選″自行計數器著名投標”。挑選其餘計數器方法將進行引起計數器進行損失。計數器取（qǔ）得成功後（hòu），可以（yǐ）
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自行計數器著名投標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投（tóu）標人（rén）須在線填（tián）空″ 進行繳納取得成功後，投標人可自動載入投標文獻。投標文獻有關每套零售價好自為之（zhī）民幣200元或25美金，售後不退（tuì）。文獻出售花消可用於進行打印和作為投標文獻/輩（bèi）數兒原審（shěn）文獻。有作為（wéi）實際需要的請在進行繳納時備考收件人與此相關相（xiàng）關信息。
The bidder is requested to fill in the "選購（gòu）投標文獻計數器表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
