中化建全球範（fàn）圍 （這陣兒進行稱號″投標（biāo）辦（bàn）事處單位”）受中海（hǎi）殼牌原油化（huà）學工業 （這陣兒進行稱號″投標人”）寄托，就（jiù）中海殼牌惠（huì）州（zhōu）三期聚氯乙烯具體項目所需一部分貨色及與此（cǐ）相關服務開展全球（qiú）範圍著（zhe）名投標。現三（sān）顧茅廬投標人（rén）對進行下麵貨色和服務正式提（tí）交密（mì）封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關（guān）條件時投標人工境內計數器公司，投標人需給予法定切實有效（xiào）的企業保證人運營（yíng）授（shòu）權、稅捐計數（shù）器證及安排單位源代碼證或證照統一的運（yùn）營（yíng）授權，投標時需（xū）給予複製件（jiàn）進行詳察件（複製件複查）；
在滿足相關條件時（shí）投標人工境外計數器公（gōng）司，需給予切實（shí）有效的公司計數器計數器證明書；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標（biāo）人加以應為此次投標所加（jiā）以投產品的製（zhì）造商或是（shì）進行核準辦事處商。在滿足相關條件時投標人是辦事處商，則須給予製（zhì）造商切實（shí）有效進行（háng）核準書；如投標（biāo）人工製造商相同集（jí）團公司責（zé）任政府對外銷售投標所加以（yǐ）投產品的全資子公司、控股公司子公（gōng）司（投標人應給予製造商或其上（shàng）麵公（gōng）司證明書以上須知的證明書文獻），則（zé）視投標人工製造商。無法（fǎ）再將（jiāng）此貨（huò）色與此同時進行核準給其餘（yú）投標如意（yì）人生與投標，不然與此相關的全部投標（biāo）將被不肯（kěn）。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資格條件（jiàn）具體要求Qualification requirement:
A. 異常設備證明書：彈道式超聲波波客流量計到會時應隨貨給予《異常設備開展監督進行檢查證明書（壓強彈道部件製造）》。對中國大陸製造（zào）的客流量計（殼體），投標文獻中（zhōng）應給予《中中（zhōng）國人民共和國異常（cháng）設備生產許可證》（壓強（qiáng）彈（dàn）道部件），許可適用（yòng）範（fàn）圍應（yīng）包（bāo）含客流量計（jì）（殼體）。
A.Special Equipment Certificate：For in-line ultrasonic flowmeters, a Supervision and Inspection Certificate for Special Equipment (Manufacture of Pressure Piping Components) shall be provided together with the goods upon delivery.For flowmeters (Shell) manufactured domestically, the bidding documents shall include the Manufacture License of Special Equipment of the People’s Republic of China (Pressure Piping Components), and the licensed scope shall cover the flowmeter (Shell）.
B. 防水證明書：投標人一定要給予產品製造商（shāng）的防水價電子式要樣兒的國度進行核準防水證明單位進行頒給的《產品防水符（fú）合標準證》
B.Explosion-Proof Certificate: The Bidder must provide the Product Explosion-Proof Certificate of Conformity for the manufacturer’s explosion-proof electronic instruments, issued by a nationally authorized explosion-proof certification body.
C. 其餘（yú）證明書：投標人（rén）應獲得持續並（bìng）提供《中中國人民共和國計（jì）量學器械模式正式批準證明（míng）書》。
Other certificate:The Bidder shall obtain and provide the Type Approval Certificate for Measuring Instruments of the People’s Republic of China.
（3）功績具體要求Requirement for Bidder's reference:
2015年1月1日至投標截至日(以較為條約進行簽（qiān）訂時段加以（yǐ）為（wéi）準)，投標人起碼具備2個投入（rù）實際使用於
聚氯乙烯裂化設（shè）置（zhì） 或（huò）
苯（běn）聚氯乙烯-環氧丙烷(SMPO)設置 或
聚醚多元主義醇(DMC-POD)設置 或
裂化汽油引擎持續（xù）加氫設置
單（dān）件較為條約供（gòng）貨數額（é）老鼻子於4台的超（chāo）聲波波客流量計較為條約功績。
以上功績較為條約中有其中一個符合包括起碼1台有名無實通（tōng）徑不不可企及DN2000技術具體（tǐ）條件的固體扡（qiān）插式超聲波波（bō）客流量計。
This project does not accept bids from agents (resellers).
From January 1, 2015 to the bid submission deadline (determined based on the contract signing date), the bidder shall have at least two contract performance records for ultrasonic flowmeters applied in one or more of the following units:Ethylene cracking unit，or Styrene Monomer–Propylene Oxide (SMPO) unit，or Polyether polyol (DMC-POD) unit，or Pyrolysis gasoline (Pygas) hydrotreating unit.
For each such contract, the supplied quantity shall be no fewer than 4 ultrasonic flowmeters.
Among the above performance contracts, at least one shall include a liquid insertion-type ultrasonic flowmeter with a nominal diameter not less than DN2000 that meets the technical requirements.
相同集團公司世界適用範圍內有所區別製造商（即相同集團公司有關旗下的全資子公司或（huò）控股公司子（zǐ）公司或製造工場（chǎng））製造的超聲波波客流量計的功績，便是（shì）投標人所投超聲（shēng）波波客（kè）流量計的製造商的（de）功績；投標人應給予作出說明函，作（zuò）出說明此次（cì）所投超（chāo）聲（shēng）波波客流量計的製造商與符合以上功績具體要求的產品製造商進（jìn）行所在相（xiàng）同集團公司。
The performance of the Ultrasonic flowmeter submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of Ultrasonic flowmeter submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the Ultrasonic flowmeter submitted in this bid and the manufacturer of the Ultrasonic flowmeter meeting the above performance requirements belong to the same group.
投標人（rén）須按明確要求說明書正式提交功（gōng）績表，持續（xù）並提交與（yǔ）此相（xiàng）關功績證明書文獻。功績證明書文獻包含：1）對外銷售較為（wéi）條約和2）使用者簽署或蓋章的到會驗光材料（到會驗（yàn）光單或進行調試驗光曉以（yǐ）大義或（huò）其餘能夠證明書較為條約（yuē）項下貨色目前已經到會驗光的切實有效證明書材料（liào））。投標人所正式提交的功績證明書文獻一（yī）定要起碼（mǎ）反映這陣兒具體內容：較為條約進行簽（qiān）訂（dìng）時段、較為條約（yuē）進行簽訂頁（中國大陸進行（háng）零錢較為條約應該具備雙邊蓋章，全球範（fàn）圍進行零錢較為條約應該具備雙邊簽署或蓋章）、製造商具體稱謂、設置具體稱（chēng）謂、貨色（sè）具體稱謂、供（gòng）貨數額。
若功績較為條約為十二（èr）個月議定書，除給予十二個月議定書外，還應給予認（rèn）為的已到會定單，定單具體內（nèi）容或號碼應與十二個月議（yì）定書與此相關聯。相同個十二個月議定書下給予（yǔ）1個或上述的定單及與定單與之對應的到會驗光材料均（jun1）算（suàn）為1個切實有效功績。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未正式提交功績證明書（shū）文獻，或（huò）借助所給予的功績證明書文獻束手無策決定符合以上功績具體要求（qiú）的，均便是較為空空功績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
在（zài）滿足相（xiàng）關條件時投標人是辦事處商（shāng）,2022年1月1日至投標結束時間（以較為條約進（jìn）行簽訂時段加以為準），投標人應具備起碼1個較為條約與此次投標（biāo）差不離產品的營銷業績，持續並提（tí）供（gòng）與此相關功績證（zhèng）明書文獻。功績證明書文獻包含但不禁止對外銷售較為條約打印件，起碼反映這陣兒具體內容：較為條約進行簽訂時段、較為條約進行（háng）簽訂（dìng）頁（中國大陸（lù）進行零錢較為（wéi）條約應該具（jù）備雙邊蓋章，全球範圍進行零錢較為條約應該具備雙邊簽（qiān）署或蓋章）、貨（huò）色具體稱謂。未正式提交功績證明書文獻，或借助所（suǒ）給予的功績證明書文獻束手無策決定符合以上功績具體要求的，均便是較（jiào）為空空功績。
If the bidder is an agent, the bidder shall have at least one sales contract performance of similar valve in this bidding from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from Nov 13th , 2025 to Nov 20th, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
