中化建全球範圍 （這陣兒（ér）進行稱號“投標辦事處單位”）受（shòu）中海（hǎi）原油寧波大榭石油化工 （這陣兒進行稱（chēng）號“投標人”）寄托，就大榭石油化工（gōng）首尾油五期具體項目25關於萬噸/年烯烴進行區別設置19台低氣壓降（jiàng）止回閥開展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務（wù）正（zhèng）式提交密封投標。
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., LTD. (hereinafter referred to as the "Tenderer"), China Chemical Construction International Tendering Co., LTD. (hereinafter referred to as the "Tenderer") conducts an international public tender for 19 sets of 250,000 tons/year olefin separation units for the distillate Phase 5 project of Daxie Petrochemical. Bidders are invited to submit sealed bids for the following goods and services.
1. 投標具體條件

具體項目大（dà）概：中海原油寧波（bō）大（dà）榭石油化工（gōng） 撤銷緊密化具體項目，擬在（zài）擴展企業整（zhěng）體規模的與此同時，進一個步驟使（shǐ）內容更加完整（zhěng）進行顧贍配套設施，達成產品整體結構（gòu）作出調整和調整得更加合理更新升級，以使（shǐ）原有水平得到（dào）提高企業的從整體上看市場競爭實（shí）際能力。項目執行後，大榭石油化工石油關於一次進行加工實際能力為1400關於萬噸/年，整體提供（gòng）配套（tào）支持實際能力為1200關於萬噸（dūn）/年。 關於該項目總進（jìn）行（háng）股本約（yuē）1626109關於萬元，在這當中開展（zhǎn）建（jiàn）設進行股本約（yuē）1484420關於（yú）萬元，新購買四麵八方土（tǔ）地資源可用資源表麵積約149.43平方（fāng）米，本具體項目新建600關於萬噸/常減肥進行靜物、60關於萬噸/年航煤持續加氫、150關於（yú）萬（wàn）噸/年（nián）持續加氫裂解、220關於萬噸/年蠟油持續加（jiā）氫采用相應辦法解決、320關於萬噸/年化學變化裂化（含產品精細和煙（yān）霧脫氧）、70關於萬噸/年裂化油渣持續加氫（qīng）、100關於（yú）萬噸/年裂化石腦油持續加氫、80關於（yú）萬噸/年芳烴抽提、150關（guān）於萬噸（dūn）/年接連不斷收拾設置、100關於萬噸/年抽提、15萬標立/時PSA重氫冶煉、15關於萬噸（dūn）/年（nián）亞硫酸、45關於萬噸/年（nián）聚丙烯等13套生產工（gōng）藝設置，還有配合套的泛泛、轉運、合同工程及（jí）進行顧贍生（shēng）產（chǎn）配套設施套使內容更加完整等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

A. 在滿足相關條件時投標人工境內計數器（qì）公司，投標人具備法定切實（shí）有效的企業保證人運營授權、稅捐計數器證及安排單位（wèi）源代碼證或證照統一的運營授權，投標時需給予複製件進行詳察件（複製件複查（chá））;在（zài）滿足相關（guān）條件時投標（biāo）人工（gōng）境外計數器公司，需給予切（qiē）實有效的公司計數器計數器證明書。
A. If the Bidder is domestic registered company,The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B居中中國人民共和國（guó）關境內給予的貨色：投標人隻得為投標設備的（de）製造商。
For goods offered from within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
居中中國人民共和國關境外給予的貨色:投標人可為投（tóu）標設備的製造商或進行核準辦事處商。
For goods offered from outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
C. 辦事（shì）處商具體要求：在滿足相關條件時投標人所（suǒ）投的貨色（sè）並非投標人自身製造（zào）的，投標人應取得貨色製造商（shāng）的可以還有證明書其在此次投（tóu）標中左不過給（gěi）予該貨色的較為郎中進行核準書，此次投目的物產品須為相同品牌名稱。
C. If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

投標人應（yīng）給予這陣兒資格條（tiáo）件證（zhèng）明書材料，複製件或打印件進行詳察件：
The bidder shall provide the following qualification certification materials, original or scanned copies:
投標人給予模式進行試驗曉以大義，模式進行試驗曉以大義應能包（bāo）含在相應範圍之內此次產品。
The bidder shall provide a type test report, which should cover this product.
（3）功績具體要求
Requirement for Bidder's reference:
投標人應在2013年1月1日至投標截至日，在中邊（biān）界內具備起碼兩台低氣壓降止回閥供貨功績，且符合這陣兒具體條件：DN≥750mm且（qiě）更加最大壓差≯1KPa的軸流式低氣（qì）壓降止回閥；
The bidder shall, from January 1, 2013 to the bid deadline, at least hA/Ve a supply record of 2 sets low pressure drop check valves in China, and meet the following conditions: axial flow low pressure drop check valves with DN≥750mm and maximum pressure difference ≯1KPa;
投標人須按明確要求說明（míng）書正式提交（jiāo）功績表，持續並提交與此相關功績證明書文獻。功績證明書文獻包含但不（bú）禁止：金不換對外銷售較為條（tiáo）約打印件（含與此相關技（jì）術備件）還有其餘證明書材料。投標（biāo）人所正式提交的功績（jì）證明書（shū）文獻一定要起碼反映這陣兒具體內容：具體項目具體稱謂、較為條約進行簽訂時段、貨色具體稱謂（低氣壓降止回閥，軸流式）、相關數值表（包括有名無實有關直徑、壓簞食瓢飲相關信息）。未正式提交功績證（zhèng）明書文獻，或所給予的功績（jì）證明書文獻束手無策核驗以上相關信息的，均便是較為空（kōng）空功績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance supporting documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical attachments) and other supporting materials. The performance certificate submitted by the bidder must at least reflect the following contents: project name, contract signing time, goods name (low pressure drop check valve, axial flow), data sheet (including nominal diameter, pressure difference and other information). Failure to submit performance documentation, or the performance documentation provided cannot verify the above information, shall be regarded as invalid performance.
4. 有勺口兒的投標人可借助這陣兒方法得到投標文獻（xiàn）：從2023年09月21日（rì）進行首（shǒu）先至2023年09月28日止（zhǐ），請計數器中國海油購買（mǎi）業務範圍（wéi）進行管理（lǐ）與貿易係統（tǒng）(https://buy.cnooc.com.cn）的投標通知書頁（yè）麵開展選（xuǎn）購。頭一回計數器一定要較為（wéi）先進行（háng）計數器（免費教育（yù）），計數器（qì）取得成功後，可以 投標人須在線填空 投標文獻有關每套零售價為200元普通人幣，售後不退。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from September 21, 2023 to September 28,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200, and it is non refundable after sales.
