中化建全球範圍投標著名具體責任公司（這（zhè）陣兒進行稱號“投標辦事處單位”）受中海原油（yóu）寧波大榭石油化工著名公司（這陣兒進行稱號“投標人（rén）”）寄托，就大榭石油（yóu）化工首尾（wěi）油五期具體項目25關於萬噸/年烯（xī）烴進行區別設置19台低氣壓降止回閥開展全球範圍著名投標。現三顧茅廬投標人對進行下（xià）麵貨色和服（fú）務正式（shì）提交密封投標。
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., LTD. (hereinafter referred to as the "Tenderer"), China Chemical Construction International Tendering Co., LTD. (hereinafter referred to as the "Tenderer") conducts an international public tender for 19 sets of 250,000 tons/year olefin separation units for the distillate Phase 5 project of Daxie Petrochemical. Bidders are invited to submit sealed bids for the following goods and services.
1. 投標具體（tǐ）條件

具體項目大概：中海（hǎi）原油寧波大榭石油化工著名公司撤銷緊密化（huà）具體項目，擬在擴展企（qǐ）業整體規模（mó）的與此同時，進一個步驟使內容更加完整進行顧贍配套設施（shī），達成產品整體結構作出調整和調整得更（gèng）加合理（lǐ）更新升級，以使原有水（shuǐ）平得（dé）到提高企業的從整體上看市（shì）場競爭實際能力。項目執行後，大榭石油化工（gōng）石油關於一次進行加工（gōng）實（shí）際能力為1400關於萬噸/年，整體提供配套支持（chí）實際能力為（wéi）1200關於（yú）萬噸/年。 關於該項目總進行股本約1626109關於萬（wàn）元，在這當中開展建設進行股本約1484420關（guān）於萬元，新購買四麵八方（fāng）土地資源可用資源表麵積約149.43平方米，本具體（tǐ）項目新建600關於萬噸/常減肥進行靜物、60關於萬噸/年航煤持續加氫、150關於萬（wàn）噸/年持續加氫裂解、220關於萬噸（dūn）/年蠟油持續加氫采用相應辦法解（jiě）決、320關於萬（wàn）噸（dūn）/年化學變化裂化（含產（chǎn）品精細和煙霧脫氧）、70關於（yú）萬噸/年裂化油渣（zhā）持續（xù）加氫、100關（guān）於萬噸/年裂化石腦油持續加氫、80關（guān）於萬噸/年芳烴抽提、150關於萬噸/年接連不斷收拾設置、100關於萬噸/年抽提、15萬標立/時PSA重氫冶（yě）煉（liàn）、15關於萬噸/年亞硫酸、45關於萬（wàn）噸/年聚（jù）丙（bǐng）烯（xī）等13套生產工藝設置，還（hái）有配合套的泛（fàn）泛、轉運、合同工程（chéng）及進行顧贍生產（chǎn）配套設（shè）施套使內（nèi）容更加完整等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

3. 對投標人的輩數兒（ér）和功（gōng）績（jì）具體（tǐ）要（yào）求：

A. 在滿足相（xiàng）關條件時（shí）投標人工境內計數器公司，投標人具備法定切實有效的企業保證人運營授權、稅捐計數器證及安排單位源代碼證或證照統一的運營授權，投標時需給予複製件進（jìn）行詳察件（複製件複查）;在滿足相關條件時投標人工境外計數器（qì）公司，需給予切實有效的公司計數器（qì）計（jì）數器證明書。
A. If the Bidder is domestic registered company,The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B居中中國人民共（gòng）和國（guó）關境內給予（yǔ）的貨色：投標人隻（zhī）得為投標設備的製造商。
For goods offered from within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
居中中國人民共和國關境外給予的貨色:投標人可為投標設備的製造商或（huò）進行核準辦事處商（shāng）。
For goods offered from outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
C. 辦事處商具體要求：在滿足相關條件時投標人所投的貨色並非投標人自身（shēn）製造的，投標人應取得貨色製造商的可以（yǐ）還有證明書其在此次投標中左不過給予該貨色的較為郎中進行核準書，此（cǐ）次（cì）投目的物產品須為相同（tóng）品牌名稱。
C. If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

投標人應給予這（zhè）陣兒資格條件（jiàn）證明書材料，複製件或打印件進行詳察件：

投標人（rén）給予模式進行試驗曉以大義，模式進行試驗（yàn）曉（xiǎo）以大義應能包含在相應（yīng）範圍之內此次產品。
The bidder shall provide a type test report, which should cover this product.
（3）功績（jì）具體要求
Requirement for Bidder's reference:
投標人應（yīng）在2013年1月1日至投標截至日，在中邊界內具備起碼兩台低氣壓降止回閥供貨功績，且符合這陣兒具體條件：DN≥750mm且更加最大壓差≯1KPa的軸流式低（dī）氣壓降止回閥；
The bidder shall, from January 1, 2013 to the bid deadline, at least hA/Ve a supply record of 2 sets low pressure drop check valves in China, and meet the following conditions: axial flow low pressure drop check valves with DN≥750mm and maximum pressure difference ≯1KPa;
投標人須按（àn）明確要求說（shuō）明書正式提交功績表，持續並提交（jiāo）與此相關功績證明書文獻。功績（jì）證明（míng）書文獻包含但不禁止：金不換對外銷（xiāo）售較為條約打印件（含與此相關技術備（bèi）件）還（hái）有其餘證明書材料（liào）。投標人所正式提交的功績證明（míng）書文獻一定要（yào）起（qǐ）碼反（fǎn）映這陣兒具體內容：具體項目具體稱謂、較（jiào）為條約進行（háng）簽訂時段、貨色（sè）具體稱謂（wèi）（低氣壓降止回閥，軸（zhóu）流式）、相關（guān）數值表（包括有名（míng）無實有關直徑、壓簞食瓢飲相關信息）。未正式提交功績證明書文獻，或所給予的功績證明書文獻束手無策核驗（yàn）以上相關信息（xī）的，均便是較為（wéi）空空功績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance supporting documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical attachments) and other supporting materials. The performance certificate submitted by the bidder must at least reflect the following contents: project name, contract signing time, goods name (low pressure drop check valve, axial flow), data sheet (including nominal diameter, pressure difference and other information). Failure to submit performance documentation, or the performance documentation provided cannot verify the above information, shall be regarded as invalid performance.
4. 有勺口兒的投標人可借助這陣兒方法得到投標（biāo）文獻：從2023年09月21日進行首（shǒu）先至2023年09月28日止，請計數器中國海（hǎi）油（yóu）購買業（yè）務範圍進行管理與（yǔ）貿易係統(https://buy.cnooc.com.cn）的投標通知書頁麵開展選購。頭一回計數（shù）器一定要較為先進行計數器（qì）（免費教育），計數器取得成功後，可以選購投（tóu）標文獻（xiàn）。投標人（rén）須在線填空選購投標文獻計數器（qì）表，並在線進行繳納標書款，進行繳納取得成功後，投標人可自動載入投標文獻。投標文（wén）獻有關每套零售（shòu）價為200元普通人幣，售後不退。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from September 21, 2023 to September 28,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200, and it is non refundable after sales.
5. 投標文獻（xiàn）的遞給 Submission of bid
投標結束時間（jiān）（開標（biāo）時段）：2023年10月13日 10：00（北京時段）。

7. 投標人在投標前應在必聯網（https://www.ebnew.com）或有關機電產品投（tóu）標投標價電子貿易服務平台（https://www.chinabidding.com）順利完成計數器及（jí）相關信息（xī）核驗。評標最終結果將在有關機電產品投標（biāo）投標價電（diàn）子貿易服務平台（http://www.chinabidding.com）和中海油購買業務範圍進行管理（lǐ）與貿易（yì）係統（https://buy.cnooc.com.cn）上公布。
