Basic information of the project
具體項目進行（háng）要略：越南平順 90MW 電力火力發電廠具體項目坐落（luò）在平順省綏豐縣。具體項目總（zǒng）裝機參量為 89.1MW，裝（zhuāng）機 27 台，單（dān）機參量為 3300kW。工程分 3＊30MW 分當前階段開展建設。
Project overview: The 90MW Binh Thuan Vietnan Wind Power Plant is located at Tuy Phong, Tinh Binh Thuan. The installed gross capacity for this wind farm is 89.1MW with 27 wind turbines of individual turbine capacity at 3300KW.
Engineering work will be phased into three 30MW stages
具體項目規劃實施進度原定：老大當前（qián）階段 30MW 預測 2021 年 2 月底上班，其次、三（sān）當前階段 2×30MW 視具（jù）體項目（mù）指示狀況擇時上班；老大當前階段 30MW 預測 2021 年10 月（yuè）並（bìng）網火力發電較為郎中開展運營，其次當前（qián）階段預（yù）測 2022 年 6 月全參量並網。
Project schedule(temporarily): Stage one of 30MW of work is set for operation at the end of February, 2021 while stages 2 & 3 of 30MW each shall start subject to project approval; 30MW of stage one is designed for grid-connection and formal operation in October 2021 and stage two is expected to connect to the grid at full capacity in June 2022.

1 The bidder shall be an independent corporate legal person registered in the People’s Republic of China, or the country where the project is located, or a country or region that has normal trade relations with the People’s Republic of China and the country where the project is located, and has not been included in the sanctions list by the People’s Republic of China or the country where the project is located. 1 投標人須為中中國人民（mín）共和國、具體項目地方國如果與中中國人民共和國及（jí）具體項目地（dì）方公有正常化進行零錢來去的國度或區域計數器的進行相信企業保證人，同時未被中中國人民共和國（guó）、具體（tǐ）項目地方國進行參（cān）加經濟製（zhì）裁名冊（cè）。 2 Where potential bidders have the same person incharge (legal representative) or where bidders arerelated by shareholding or management, they cannot bid in the same bidding section. And bidders who shall not have a conflict of interest cannot bid in the same bidding section; 2 機構責任政府人（合（hé）法表示（shì）人）為相同人或是仍（réng）然存在控股公司、進行管（guǎn）理聯係的有所區別機構不可在相同標段投標，還有仍然存在受（shòu）益匪淺聯係的投標人不可在相同標段投標； 3 The bidder shall have the capability and qualification to fulfill the same or similar service items as listed in the bidding and it shall have the professional technology, equipment and facilities, personnel, management ability and experience required to complete the service project. 3 應具備執行與投標雷同或好像（xiàng）服務具體項目的能 力和認為資格條件具體要求（qiú）；具（jù）備順利（lì）完成服務具（jù）體項目需具有的更為（wéi）專業技（jì）術、設備配套設施、相（xiàng）關人（rén）員安（ān）排、進行管理實際（jì）能力、功績實（shí）際（jì）經驗等。 |

4 投標人在近（jìn） 3 年內不（bú）仍然存（cún）在（zài）持續（xù）騙取中標、重要進行食言等因自己的原所以使（shǐ）任意一種相關情況（kuàng）較為條約被消除的情況。在（zài）到處置期內的提供（gòng）商重要無所作為工作進行記錄。 5 The bidder shall be in good operational condition, have good bank credit, and shall not be in the state of bankruptcy or having been ordered to suspend business; its assets shall not have been taken over or frozen; and its bidding qualifications shall not have been suspended or cancelled. 5 投標人（rén）開展經營（yíng）景象（xiàng）較好，具備較好的銀行家資信， 並未正處在被（bèi）責成進行關閉（bì）、財產權被共管、進行結冰（bīng）、失敗情況；投標輩數兒未被中斷或撤銷。 6 投標人應具備使內容更加完整的HSE 進行管理體係，有 3 年及上（shàng）述較好的更為安全功績；投標人（rén）與世長辭公司關於進行聘書（shū）商更為安全進行管理的黑名冊內（nèi）；在近 18 個月內未在越南及中中國人民共和邊界內出現過更加較大及上述生產更為安全具體（tǐ）責任事（shì），且近12 個月外在係統未出現身體沒意思意外事故。 7 The bidder shall have a complete quality management system; must hold ISO9001 quality management system certification or equivalents and the annual inspection records issued by a Chinese or internationally recognized qualification accreditation agency; and shall have good pre-sales and after-sales service. 7 具備使內容更加完整的（de）品質管理體係，一定要具有（yǒu）中國國度或全球範圍認同的資（zī）格條件單位進行頒給的ISO9001 品質管理體係證（zhèng）明或溝（gōu）通的品質管理體係證明證明書及年檢進（jìn）行記錄，具備較好的售前、售後服（fú）務（wù）。 8 Non-performance of a contract did not occur as a result of contractor default ；All pending litigation will be resolved against the Bidder. 8 近關於三年來未出（chū）現因為投標人進行食（shí）言進行造成的未應邀什（shí）件（jiàn）兒；麵向投標人的全部未定進行（háng）詞訟都將取得加以解決。 |
