2、ESSENTIAL INFORMATION 

大體上狀況 

 

2.1Project Name：Datang Haikou Natural Gas Power Generation Project (hereinafter referred to as “ HaiKou Project”).

 

具體項目具體稱謂：海口市自然氣火力發電具體項（xiàng）目（這陣兒進行縮寫“海口市具體項目”）。  

 

2.2Subject matter of bidding: generator circuit breaker and its auxiliary equipment

 

目的物具（jù）體（tǐ）稱謂：火力發電（diàn）機說道斷路器以及其提供（gòng）配套支持設備（bèi）

 

2.3Source of Funds：Capital fund and project finance

 

資本策源地（dì）：資金金及具體項目籌融資

 

2.4Project locations：HaiKou Project is located in MeiAn District, Haikou city, HaiNan Province P.R.C.

具體項目所在地：海口市具體項目坐落（luò）在海南省海口市市美安高（gāo）科技研發區。     

 

2.8Tendering scope: 2 sets of generator circuit breaker and its auxiliary equipment.

Specifications: Rated Voltage=20kV; Rated Current≥17000A; Arc extinguishing medium:SF6 ; Rated short-circuit breaking current =100kA.

投標（biāo）適用範（fàn）圍：火力發電機說道斷路器以及其提（tí）供配套支持設備共 2 台套。規格型（xíng）號：額定聚氯乙烯： 20kV、 額定脈動電流：≥17000A、滅弧（hú）電介質：SF6 、額定短路隔離脈動電流(係統源/火力（lì）發電（diàn）機源) ：100kA。

2.9locations and time of delivery :

locations: HAIKOU PORT P.R.CHINA 。 All the Contract Goods tentatively scheduled for delivery 6 months after contract signing.

寄遞地：中國海口市港，較為條約訂約後 6 個月（原定）。

 

3、Bidder qualification requirements.

投（tóu）標人輩數兒具體（tǐ）要（yào）求 

1.Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy

of the registration certificate equivalent to the business license of the enterprise.

保證人所處位置：投標人一定要是依地方國（guó）度法律規範進行設置（zhì），並較為郎中計數（shù）器，具備（bèi）進行相信保證人所處位置（zhì）的公司（企業），投標人一定（dìng）要給予切實有效（xiào）的（de）企業運營（yíng）授（shòu）權打印（yìn）件或溝通於（yú）於企

 

業運營授權的企業計（jì）數器計數器證明書打印件。

2.Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year and non-litigation certificates sealed by bidders.

商業領域良（liáng）好聲譽（yù）：投標人應具備較好的銀行家資信和商業領域良好聲譽，投標（biāo）人在近（jìn）五年內（nèi）尚未（wèi）在任意一（yī）種相（xiàng）關（guān）情況較為條約中進（jìn）行食言，或因投標人的原（yuán）所以使任意一種相關情況較為條約（yuē）被消除，不仍然存在還沒有需要的重要進行詞訟公案，投標人應給予近全年內持續開（kāi）具的銀行家資信證明書及由投（tóu）標人蓋章的無進行詞訟證（zhèng）明書。  

3.Quality Assurance System: Bidders must provide copies of valid ISO9000 series

 

quality assurance system certificates issued by authoritative agencies.

質量保障（zhàng）體係:投標人一定要給（gěi）予權威單位進行頒給的切實有效的 ISO9000 多個係列質量保（bǎo）障體係證明證明書打印件。

4.The equipment tendered by the bidder has 2 achievements of 9F gas turbine and above units.

The equipment tendered by the bidder has more than 2 years of success operation

 

experience with 1 achievement of 9F gas turbine and above units.

供貨功績：投標人所投目的物設備具（jù）備 9F 級燃機（jī）及上述（shù）醫衛組的功績 2 個。

正常運轉功績（jì）：投標人所投目的物（wù）設備（bèi）具備 9F 級（jí）燃機及上述醫衛組的正常運轉 2 年上述（shù）功績 1 個。

 

5.Production and Manufacturing Capacity

生產、製造實際能力

1)Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule requirements.

具備火力發電機斷路器設計實際經驗的設（shè）計單位與相關（guān）人員。具備本（běn）技術符合規範所明（míng）確要求的設備進行試驗室配套設施和製（zhì）造生產工藝，所需的民房，進行足額的製造、進行加工、進行試驗裝備和製造能力（lì），能按明確要求的實施進度具體要（yào）求各個方麵順利完成被給予的較為條約； 

 

2)Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,

 

dyeing and other methods;

使用 X 陰極射線、超聲波波、磁粉、顏料等（děng）辦法開展無（wú）害探病的（de）進行檢查設備；

 

3)Facilities for workshop testing of various components/assemblies； 對多種構件/興建件開展工作（zuò）室進行試驗的配套設施；

 

6.Bidder：

投標（biāo）自治權:

Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.

Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at the same time. Tenderee do not accept joint bids formed by two or more legal persons or other organizations .

此次投標不決定辦事處商投標。決定製造商的具備進行相信保證人所處（chù）位置的分、子（zǐ）公司以及其控股公（gōng）司公司表示製造商投標（biāo），但一定要作為麵向本具體項目的製造商進行核準書。

合法表示人工（gōng）相同個（gè）人自身（shēn）的關於兩個及關於兩個上述保證人（rén），母公（gōng）司、全資（zī）子公司以及其控股公司（sī）公司不可在本具體項目與此同時投標，投標人不進行接管關於兩家上述的企業統一投標。

 

7.Subcontracting and manufacturing

分包製造

Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.

The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again. 決定投標人對非自治權（quán）貨色開展分包，重（chóng）點設備或供貨較為條約的重點一部分不決定分包。在滿（mǎn）足相關條件時仍然存在分包，投標人應遞給投標（biāo）人與分（fèn）包商彼此之間的議定書書（shū）複本。每其中一（yī）個分包商的具體稱謂、所在位置和分包的具（jù）體內容應在投標文獻中進行並且作出說明；

分包（bāo）商的輩數（shù）兒一定（dìng）要符合投標文獻（xiàn）的與此相關具（jù）體要求，不決定分包商再分包。
