2、ESSENTIAL INFORMATION 

大體上狀況 

2.1 Project Name：Guangdong International BaoChang Gas Thermal Power Plant 2*400MW Expansion Project (Including heat-supply network) (hereinafter referred  to as  “ BaoChang Project”).

具體項目具體稱謂：廣東寶昌天燃氣熱電 2×400MW 級擴編工程（含提供配套支持熱（rè）網）（這陣兒進（jìn）行縮寫“寶昌具體項目”）。  

2.2 Subject matter of bidding: generator circuit breaker and its auxiliary equipment

目的物具體稱謂（wèi）：火力（lì）發電機說道斷路器以及其提供配套支持設備

2.3 Source of Funds：Capital fund and project finance

資本策源地（dì）：資金金及具體項目籌（chóu）融資

2.4 Project locations ： baochang Project is located in Renmin Road,Fucheng street,Longhua District,Shenzhen.

具體項目所在地：深圳市龍（lóng）華（huá）區福城街麵兒上普通人路 233 號。     

2.8 Tendering scope: 2 sets of generator circuit breaker and its auxiliary equipment.

Specifications: Rated Voltage ： 18kV; Rated Current ： 16000A; Arc extinguishing medium:SF6 ; Rated short-circuit breaking current(system/generator) ：80kA, 200kA(peak value).

投標適用範圍：火力發（fā）電（diàn）機說（shuō）道斷（duàn）路器以及其提供配套支持設備共 2 台套。規格型號：額定聚氯乙烯：18kV、額定脈動電流：16000A、滅弧電介質：SF6 、額定短路（lù）隔離脈動電流（liú）(係統源/火力發電機源)80kA，220kA

（峰值）。

2.9 locations and time of dilivery :

locations: Yantian PORT P.R.CHINA 。 All the Contract Goods tentatively scheduled for delivery in July 2021.

裝運（yùn）具體條件和時段：

寄（jì）遞地：中（zhōng）國鹽田港，原定 2021 年 7 月寄遞。

3、Bidder qualification requirements.

投標人輩數兒具體要求 

3.1 Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy

of the registration certificate equivalent to the business license of the enterprise.

保證人所處位置：投標人一定要是依地方國度法律規範進行設置，並較為郎中計數（shù）器，具備進行相信保證人所處位（wèi）置的（de）公司

（企業），投標人一（yī）定要（yào）給予切實有效的企業運營授權打印件或溝通於於企業運營授權的企業（yè）計（jì）數器計數器（qì）證明書打印件。

3.2 Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year

and non-litigation certificates sealed by bidders.

商業領域良好聲譽：投標人應具（jù）備較好（hǎo）的（de）銀行（háng）家（jiā）資信和商業領（lǐng）域良好聲譽，投標（biāo）人在近五年內（nèi）尚（shàng）未在任意一（yī）種相關情況較為（wéi）條約中進行食言，或因投標人的原所以（yǐ）使任意一種相關情況較為條約被消除，不仍（réng）然存在還沒有需要的重要進行（háng）詞訟公案， 投標人應給予近全年內持續開具的銀行家資信證明書及由投標人蓋章的無進行詞訟證明書。  

3.3 Quality Assurance System: Bidders must provide copies of valid ISO9000 series

quality assurance system certificates issued by authoritative agencies.

質量保（bǎo）障體係:投標人一定要給予權威單位進行（háng）頒給的切實有效的 ISO9000  多個係列質量保障體係證明證明書打印（yìn）件（jiàn）。

3.4 The equipment tendered by the bidder has 2 achievements of 9F gas turbine and above units.

The equipment tendered by the bidder has more than 2 years of success operation

experience with 1 achievement of 9F gas turbine and above units.

供貨功績：投標人所（suǒ）投目的物設備具備 9F 級燃機及上述醫衛組的功績 2 個。

正常運轉功績（jì）：投標人所投目的物設備具備 9F 級燃機及（jí）上述醫衛組的正常運轉 2 年上述（shù）功績 1 個。

3.5 Production and Manufacturing Capacity

生產、製造實際（jì）能力

1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient

manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule

requirements.

具備火力發電機斷（duàn）路器設計實際經驗（yàn）的設計單位與相關人員（yuán）。具備（bèi）本技（jì）術符合規範所明確要求（qiú）的設備進行試驗（yàn）室配套設施和製造生產工藝，所（suǒ）需的民房，進行足額的製造、進行加工、進行試驗裝備和製造能力，能按明確（què）要（yào）求的實施進度具體要求各個方麵順利完成被給予的（de）較為條約；

2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,

dyeing and other methods;

使用 X 陰極射（shè）線、超聲波波、磁粉（fěn）、顏料等辦法開展無害探病的進行檢查設備；

3) Facilities for workshop testing of various components/assemblies； 對多種構件/興建件（jiàn）開展工作室進行試（shì）驗的配套設施；

3.6 Bidder：

投標自治權（quán）: 

Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.

Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at the same time. Tenderee do not accept joint bids formed by two or more legal persons or other organizations .

此（cǐ）次投標不決定辦事處商投標。決定製造商的具備進行相信保證人所處（chù）位置的分、子公司以及其控股公司公（gōng）司表示製造商投標，但一定要作（zuò）為麵向本（běn）具體項目的製造商進行（háng）核準書。

合法表示（shì）人工相（xiàng）同個人自身的關於兩個及關於兩個上述保證人，母公司、全資子（zǐ）公司（sī）以及其控股公司公司不可在本具體項目與此同時投標，投標人不進行接管關於兩家上述的企業統（tǒng）一投標。

3.7 Subcontracting and manufacturing

分包製造

Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.

The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again. 決定投標人對（duì）非自治權貨色（sè）開展分包，重（chóng）點設備或供貨較為（wéi）條約的重點一部分不決定分包。在（zài）滿足相關條件時仍然存在（zài）分（fèn）包，投標人應遞給（gěi）投標人與（yǔ）分包（bāo）商彼此之間的議（yì）定書書（shū）複本。每其中一個分包商的具體稱謂、所在位置和分包的具體內容應在投標文獻（xiàn）中進行並且（qiě）作出說明；
