2、大體上（shàng）狀況 

2.1 Project Name： wanning natural gas 2×460MW gas-steam combined cycle generator unit power generation project (hereinafter referred to as “ WANNING PROJECT”).

具體項目具體稱（chēng）謂：萬（wàn）寧自然氣 2×460MW 級天燃氣-水蒸氣統一進（jìn）行集團火力發電醫衛組火力發電（diàn）具體項目（這陣兒進行縮寫“萬寧具體項目”）。  

2.2 Subject matter of bidding: generator circuit breaker and its auxiliary equipment

目的物具體稱謂：火力（lì）發電機說道斷（duàn）路器以及其提供配套支持設備（bèi）

2.3 Source of Funds：Capital fund and project finance

資本策源（yuán）地：資金金及具體項目（mù）籌融資

2.4 Project locations：wanning project is located in Wanning city Hainan Province P.R.C.

具體項目所（suǒ）在地：萬（wàn）寧具體項目坐落在中國海（hǎi）南省萬寧市。     

2.5 TEnd-user: The end-user for wanning project is WANNING NATURAL GAS POWER GENERATION CO., LTD.

到最（zuì）後使（shǐ）用者：萬寧（níng）具體項目到最後使用者（zhě）為萬寧自然氣火力發電著名具體責任公司。

2.7 endering scope: 2 sets of generator circuit breaker and its auxiliary equipment. Specifications: Un=20kV、 In=17000A 、Idn=100kA.

投標適用（yòng）範圍： 火力發電機說道斷路器以及其提（tí）供配套支持設備共 2 台套。規格型號：Un=20kV、

In=17000A 、Idn=100kA。

2.9 Terms and time of shipment :

Goods and services from other countries: CIP HAIKOU PORT P.R.CHINA 。 All the Contract Goods shall be delivered five (5) months after the effective date of the contract.

裝（zhuāng）運具（jù）體條件和時段：

海外提（tí）供的（de）貨色：CIP 中國海口市海港，所有較為條約貨（huò）色應（yīng）在較為（wéi）條約起作用後 5 個月寄遞。

 
3、Bidder qualification requirements.

投標人輩數兒具體（tǐ）要求 

3.1 Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy of the registration certificate equivalent to the business license of the enterprise.

保證人所處位置：投標人一定要是依地方國度法律規（guī）範進（jìn）行設置（zhì），並較為郎中計數器（qì），具（jù）備進行相信保證人所處位置的公司

（企業（yè）），投標人一（yī）定要給予切實有效的企業運營授（shòu）權（quán）打印件或溝通（tōng）於於（yú）企業運營授權的企業計數器計數器證明書打印件。

3.2 Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year and non- litigation certificates sealed by bidders.

商業領域良好聲譽：投標人應具備較好的銀行家資信和商業領域良好聲譽，投標人在近五年內（nèi）尚未在任（rèn）意一種相關情況較為條約中進行食言，或因投標（biāo）人的原（yuán）所以使任意一種相關情況較為條約（yuē）被消除，不仍然（rán）存在還沒有需要的重要進行詞訟公案，

投標人應給（gěi）予近全年內持續開具的銀行家資信證明書（shū）及由投標人蓋章的無進行詞訟證明書。  

3.3 Quality Assurance System: Bidders must provide copies of valid ISO9000 series quality assurance system certificates issued by authoritative agencies.

質量保障體係:投標人一定要給予權威單位（wèi）進行頒給的切實有（yǒu）效的 ISO9000 多個（gè）係列質量保障體係證明證明書打印件。

3.4 The bidder should offer product design and manufacturing achievement of the same structure, type and the same technical specifications or above as required wanning project. The successful operation achievement for over 5 years is required. There is no bad record of equipment elimination or alteration due to big accident within 5 years since the same type of product has been put into operation.

投標人應與此同時（shí）具備與萬寧具體項目雷同整體結構、雷同模式、平等或上述技術規格的產品設計製造（zào）功績，且該功績（jì）應（yīng）取得成功正常運（yùn）轉五年上述，不可仍然存在差不離（lí）型產品未滿五年出現重要意外事故而進行引起的設備（bèi）物競天擇及升級改造的無所作為進行（háng）記錄。

3.5 Production and Manufacturing Capacity

生產、製造實際能力

1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule requirements.

具備火力發電機斷路器設計實際經驗的設計單位與相關人（rén）員。具備本技術符合規範所明確要求的設（shè）備（bèi）進（jìn）行試（shì）驗室配套設施和製造（zào）生產工藝，所（suǒ）需的民房，進行足額的（de）製造、進行加工、進行試驗裝備和製造能力，能按明確要求的實施（shī）進度具體要求各個方麵順利完（wán）成被給予的較為條約；

2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,

dyeing and other methods;

使用 X 陰極射線、超聲波波、磁粉、顏料等辦法開（kāi）展無害探病的進行檢查設備（bèi）；

3) Facilities for workshop testing of various components/assemblies； 對多種構件/興（xìng）建件開展工作室進行試驗的配套設（shè）施；

3.6 Bidder：

投（tóu）標自治權:

Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.

Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at  the  same  time.  Tenderee do   not   accept   joint   bids   formed   by   two or  more legal persons or other organizations .

此（cǐ）次投標不決定辦事處商投（tóu）標。決定製造商的具備進行相信保證人所處位置的分、子公（gōng）司以及其（qí）控股（gǔ）公司公司表示製造商投標，但一（yī）定要作為麵向本（běn）具體項目的製造商（shāng）進（jìn）行核準書。

合法表（biǎo）示人工相同個人自身的關於兩個及關於兩（liǎng）個上（shàng）述保證人，母公司、全資子公司以及其控股公司公司不可在本具體項目與（yǔ）此同時投標，投標人不進（jìn）行接管關於兩家上述的企業統一投標。

3.7 Subcontracting and manufacturing

分包製造

Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.

The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again.

決定投標人對非自（zì）治權貨色（sè）開展分包，重（chóng）點（diǎn）設備或供貨較為（wéi）條約的重點一部分不決定分包（bāo）。在滿足相關條件時仍然存在分包，投標人應遞給投標人與分包商彼此之間的議定書書（shū）複本。每其中一個分包商的具（jù）體稱謂、所在位置和分包的具體內容（róng）應在投標（biāo）文獻中進行並且作出說明；

分包（bāo）商的輩（bèi）數兒一（yī）定要符合投標文獻的與此相關具體要求，不決定分（fèn）包商再分包。
