CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Gas Turbine Driven Gas Compressor Skid by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：樂東（dōng）22-1氣田整體作出調整建設項目（mù）借助樂東22-1CEP服務平台老井持續降壓新增，借助樂東22-1CEP服務平台，新建其中一個樂東22-1PRP服務平台（tái）開展（zhǎn）郊區氣藏研發，新建其中一個樂東（dōng）22-1WHPB井口服務平台開展新察（chá）覺到美國南部氣藏開展研發。本具體項目有必（bì）要在新建的樂東22-1PRP服務平台（tái）增添1套燃驅自然滾壓縮機。
Project Summary：Ledong 22-1 Gas Field Comprehensive Adjustment Project aims to reduce pressure and increase production of old wells through the Ledong 22-1CEP platform. With the support of the Ledong 22-1CEP platform, a new Ledong 22-1PRP platform will be built for the development of old gas reservoirs, and a new Ledong 22-1WHPB wellhead platform will be built for the development of newly discovered southern gas reservoirs. This project requires the addition of one gas turbine driven wet gas natural gas compressor on the newly built Ledong 22-1PRP platform.

在滿足相關（guān）條（tiáo）件時投標人工境外（wài）計數器（qì）公司，需給予（yǔ）切實（shí）有效的公司計數器（qì）計數器證明書；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid business registration certificate.
B.1）投標人（rén）加以應為（wéi）天燃氣輪運行機製造（zào）商或（麵向此次具體項目（mù））其左（zuǒ）不過進行（háng）核準的燃驅自然滾壓縮機的製（zhì）造商（成橇商）。2）天燃氣輪運（yùn）行機製造（zào）商和（麵向此次具（jù）體（tǐ）項目）其左不過（guò）進行核準的燃驅自然滾壓縮機的製（zhì）造商（shāng）（成橇商）不可與此（cǐ）同時僅僅投標。此次投標不進行接（jiē）管辦（bàn）事處商投標。

2) The gas turbine manufacturer and (For this project) the only authorized manufacturer of the gas driven natural gas compressor (skid manufacturer) shall not bid separately at the same time; Bid by agent is not accepted.

功績具體要求（qiú）Requirement for Bidder's reference:
2014年1月1日（rì）至（zhì）投標截至（zhì）日（以較為條約進行簽訂時段加以為準），投標人應具備起碼1個較（jiào）為條（tiáo）約的（de）與投標所采用的雷同（tóng）型號天燃氣輪機的供貨功績（供貨功績的製造商一（yī）定要是投（tóu）標人）。2014年1月1日至投標截至日（以較為條約（yuē）進行簽訂時段（duàn）加以為準），投標人此次投標所采用的縮減機（jī）的製造商應該具備起碼1個較為條約的縮減機供貨功績，采用相應辦法解決電介質為（wéi）自然氣，且符合縮減機采用（yòng）相應辦法（fǎ）解決量應不不可企及172x104Sm3/d的技術（shù）具體要求。
投標人須按明確要求說明（míng）書正式提（tí）交天燃（rán）氣輪機功（gōng）績表，持續並提（tí）交與此相關功績證明書文獻。功績證明書文獻包（bāo）含但不禁止（zhǐ）：1）對外銷售較為條約打印件和2）使用者簽署或蓋章的到會驗光材料（到（dào）會驗光單（dān）或進行調試驗光曉以大義或其餘能夠（gòu）證明書（shū）較（jiào）為條約項下貨色目前已經到會驗光的切實有效證明書材料）。投標人所（suǒ）正式提交的功績證明書文獻一定要起碼反映這陣兒（ér）具體（tǐ）內容：較為條約進行簽訂時段、較為條約進行簽訂頁（中國大陸進行零錢較為條（tiáo）約（yuē）應該（gāi）具備雙邊（biān）蓋章（zhāng），全球範圍進行零錢較為條約（yuē）應該具備雙邊簽署或蓋章（zhāng））、製造商（shāng）具體稱謂、貨色（sè）具體（tǐ）稱謂、天燃氣輪有（yǒu）關機型號（hào）及使用者簽署或蓋章的到會驗光材料。未正式提交（jiāo）功績證明書文獻，或所給予的功績證明書文獻束手無策反（fǎn）映符合以上功績（jì）具體要（yào）求的，均便是較為空空功績。
From January 1, 2014 to the deadline for bidding (based on the time of contract signing), bidders should have at least one supply performance of the same model of gas turbine used in the bidding (the manufacturer of the supply performance must be the bidder). From January 1, 2014 to the bidding deadline (based on the contract signing time), the manufacturer of the compressor used by the bidder in this bid should have at least one contract of compressor supply performance, with a processing medium of natural gas, and meet the technical requirements that the compressor processing capacity should not be less than 172x104Sm3/d.
Bidders must submit a gas turbine performance table in the prescribed format and provide relevant performance certification documents. The performance certification documents include but are not limited to: 1) a copy of the sales contract and 2) arrival acceptance materials signed or stamped by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove that the goods under the contract have been received and accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturer name, goods name, gas turbine model, and arrival acceptance materials signed or sealed by the user. Failure to submit performance certification documents, or if the provided performance certification documents cannot reflect meeting the above performance requirements, shall be deemed as invalid performance.
