CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. A.在滿足相關條件時投標人工境內計數器公司，投標人需給予法定切實有效的企業保證（zhèng）人運營授（shòu）權、稅捐計數器證及（jí）安排單位源代碼證或證照統一的運營授權；
在滿足相關條（tiáo）件（jiàn）時（shí）投標人工境外計數器公司（sī），需給予切實有效的公司計數器計數器證明書；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.在（zài）滿足相關條件時（shí）投標人工辦事處商，投標人應取得所投貨色製造商可以其為此次投標給（gěi）予該貨（huò）色的法定較為郎中進行核準書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

Requirements of Qualification of Bidder and Certificate
投標人給予的進行打印集成電路板式換熱器（qì）製造商須有《中中國人民共和國異（yì）常設備生產許可證》，許可適用範圍不不（bú）可（kě）企（qǐ）及“壓（yā）強器皿製造A2級”。持（chí）續並提供切實有效的異常設（shè）備模式（shì）進（jìn）行試驗證明書（shū）且證明書正式（shì）批準適用（yòng）範圍包括此次投（tóu）標適用範圍。投標時需給予證明書複製件進行詳察件（複製（zhì）件複查）並可（kě）在（zài）全國範圍內異常設備出風頭相關（guān）信息進行調查服務平（píng）台（ info-pub/pub）確認。
A. The manufacturer of PCHE provided by the bidder must have the "Special Equipment Production License of the People's Republic of China", and the scope of the license shall not be less than "pressure vessel manufacturing A2 level". And provide a valid special equipment type test certificate, and the scope of certificate approval covers the scope of this bidding. When bidding, a scanned copy of the original certificate (the original is for future reference) and can be verified on the national special equipment publicity information query platform ( info-pub/pub).
（3）功績具體要求Requirement for Bidder's reference:
2013年1月1日至（zhì）投標截至日（以較為條約（yuē）訂約日子加以為準），投標人所加以投產品製（zhì）造商（shāng）應具備（bèi）起碼有兩套供貨功績（熱載荷（hé）值更加不小於11200 kW，設計壓強不不（bú）可企（qǐ）及8650 kPaG和設計熱度恒溫不不（bú）可（kě）企及170℃，超低溫不超過-3℃的技術具體要求。）
Since January 1, 2013 to the deadline of bids submission stipulate(subject to the date of signing the contract), the Bidder shall have track records of at least 2 set of PCHE(each thermal duty shall not be less than 11200 kW, and the design pressure shall not be less than 8650 kPaG,design high temperature shall not be less than 170℃and low temperature shall not be more than -3℃).
投標人須（xū）按明確要求說明書正式提交功績表，持續並提（tí）交與此相關功績證明（míng）書文（wén）獻。功績證（zhèng）明書文獻包含但不禁止：1）對外銷售較為條約打印件（含與（yǔ）此相關技術備件（jiàn））和2）到（dào）會驗光證（zhèng）明書文（wén）獻。投標人所正式提交的功績證明書文獻一定要起碼反（fǎn）映這陣兒具體內容：較為條約進（jìn）行簽訂時段、較為條（tiáo）約進行簽訂頁（應該具備（bèi）雙邊蓋章（zhāng））、製造（zào）商具體稱謂、貨色（sè）具體稱謂、換熱器的種（zhǒng）類（lèi）、換熱交（jiāo）換、設計壓強和設計熱度的技術具體要求及到會（huì）驗光材料。未正式（shì）提交功績證明書文獻，或所給予（yǔ）的功績證明書文獻束（shù）手無策（cè）反映較（jiào）為條約進行簽訂時段、製造商具體稱謂、貨色具體稱謂、換熱器的種類、換熱交換、設計壓強和設計熱度的（de）技（jì）術具體要求及（jí）到會驗光材料的，均便是較為空（kōng）空功績。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) proof of delivery and acceptance. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, Contract signing page (should be stamped by both parties) ，manufacturer's name, goods name, type of heat exchanger, heat exchange capacity, technical requirements for design pressure and temperature, and materials for acceptance upon arrival.Failure to submit performance certification documents, or failure to reflect the technical requirements for contract signing time, manufacturer name, goods name, heat exchanger type, heat exchange capacity, design pressure and temperature, as well as delivery acceptance materials, shall be deemed as invalid performance.
