中化建全球範圍 （這陣兒（ér）進行稱（chēng）號“投標辦事處單位”）受中海原油（中國）東海西湖原（yuán）油自然氣工作公司（這陣兒進行稱號“投標人”）寄托，就中（zhōng）海原油（中國（guó））東海西湖原（yuán）油自然氣工作公司上（shàng）漲（zhǎng）進行標榜醫衛組開展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務正式提交密封投標（biāo）：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Turbo Expander-compressor unit by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對投標（biāo）人的輩數兒和（hé）功（gōng）績具體要求：

（1）輩（bèi）數兒具（jù）體要求
Requirements for Qualification of Bidder
A. 在滿足相關條件（jiàn）時投標人工境內計數器公司，投標人需給予法定切實有效的企業保證人運營授權、稅捐（juān）計數器證及安排單位（wèi）源代碼證或證照統一的（de）運營授權；
在滿足相關條件時投（tóu）標人工境外計數器公司，需給予切實有效的公司計數器計數器證明書。
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 中國大陸（lù）產品（pǐn）不決定（dìng）辦事處商投標，境（jìng）外（wài）產品進行接管辦事處商投標。境外產品采用辦事處商投標時，投標人應（yīng）取得此次（cì）投標所加以投產品境外製造商的可以，持續並（bìng）提供該產品的法定左不過辦事處進行核準書。
Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products.If the bidder is an agent, The bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 此次購買的上漲進行標榜醫衛組應以成橇方式供貨。投標人可自動成撬，也可寄托老三方成撬。成撬商須具備切實有效期內的TS證明書 ，在這當中TS證明書加以應為GC1級（jí）壓強彈（dàn）道設計許可證及上述資格條（tiáo）件。
The Turbo Expander-compressor unit to be purchased shall be supplied in skid form. Bidders can skid by themselves or entrust a third party to skid. The pry builder shall have the TS certificate within the validity period, among which the TS certificate shall be GC1 class pressure pipeline design license or above.

（2）功績具體要求
Requirement for Bidder's reference
投標（biāo）人所投持續離心式上漲進行標（biāo）榜醫衛組（zǔ）本質的製造商應（yīng）自2013年1月1日（rì）至開標日（以較為條約訂約日子（zǐ）加（jiā）以為準）起碼（mǎ）具備關於一項可用於輕烴招生自然氣采用相應（yīng）辦法解決設置的持續離（lí）心式上漲進行標榜醫衛組供貨功績，該功績老天然氣采用相應辦法（fǎ）解決量應在600×104m3/d及上述（以上（shàng）輕烴招生自然（rán）氣采用相應辦法解決設置指從自然氣中招生（shēng）乙烷或輕烴凝液的生產工藝配（pèi）套設施)。
The manufacturer of the centrifugal expansion booster unit body submitted by the bidder shall have at least one supply performance of the centrifugal expansion booster unit for light hydrocarbon recovery natural gas processing unit from January 1, 2013 to the bid opening date (subject to the contract signing date). The natural gas processing capacity in this performance should be 600×104m3/d and above (the light hydrocarbon recovery natural gas processing unit refers to the process facility for recovering ethane or light hydrocarbon condensate from natural gas).
投標（biāo）人須按明確要求說明書正式（shì）提交功績表，持續並提交與此相關功（gōng）績證明書文獻。功績證明書（shū）文獻包含但不禁止：1）對外銷（xiāo）售較為條（tiáo）約打印（yìn）件（含與此相關（guān）技術備件）和2）到（dào）會驗光材料。投標人所正式提交的功績證明書文獻一定要起碼反映這陣兒具體內容：較為條約進（jìn）行簽訂時段、較為條約進行（háng）簽訂頁（應該具備雙邊（biān）蓋章）、製造商具體稱謂、貨色具體稱謂、采（cǎi）用相（xiàng）應辦（bàn）法解決量、電介質及具體功能，還有到會驗光材料。未正式提交功績證明書文獻，或所給予的功績（jì）證（zhèng）明書文獻束手無策反映符合以（yǐ）上功績具體要求的，均便是（shì）較為空空功績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (sealed by both parties), manufacturer name, goods name, processing capacity, medium and function, and arrival acceptance materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
（3）財務管理景象、良（liáng）好聲譽等（děng）具體（tǐ）要求

投標（biāo）人須給予經進行核算師姆務所或進行鉤（gōu）稽（jī）單位進行鉤稽的2020-2022十二個月財務（wù）管理進行核算表格，包含資本負債累累（lèi）表、現款客流（liú）量表、淨利潤（rùn）表（biǎo）。投標人的（de）建立時間（jiān）缺乏明確要求太陽（yáng）年的，應給予設立自此以後的財務管理（lǐ）景象表。投標人工（gōng） 的，應（yīng）給予上麵保證人機構的經進行核算師姆務所或進行鉤稽單位（wèi）進行鉤（gōu）稽的以上十二個月財務管理進行核算表格。近（jìn）關於三年的財務管理參照需與此同時符合加以下述具體要求：年均淨資本不不可（kě）企及投（tóu）標有關金額，年均純利潤為正。
The bidder shall provide financial statements for 2020-2022 audited by an accounting firm or audit institution, including balance sheet, cash flow statement and income statement. If the bidder's establishment time is less than the specified year, it shall provide a statement of its financial position since its establishment. If the bidder is a branch company, it shall provide the above annual financial statements audited by the accounting firm or audit institution of the superior legal entity. The financial indicators of the past three years shall meet the following requirements: the average annual net assets shall not be lower than the bid amount, and the average annual net profits shall be positive.
4. 有勺口兒的投標人可借助這陣兒方法得到投標文獻：從2024年1月9日進行（háng）首先至2024年1月16日止，請計（jì）數器中國海油購買業務範圍進行管理與貿易係（xì）統(）的投標（biāo）通知書頁麵開展選購。頭一回計數器一定要較為先（xiān）進行計數器（免（miǎn）費教育），計數器取得成功後，可以 投標人須在線填空 投標文獻（xiàn）有關每套零售（shòu）價為200元普通人幣或25美金，售後不退（tuì）。針對采（cǎi）用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from Jan 8 ,2024 to Jan 15 ,2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
