中化建全球範圍 （這陣兒進行稱號“投標辦事處單位”）受中海原油（中國）東（dōng）海西湖原油自然氣工作公司（這陣（zhèn）兒進（jìn）行稱號“投標人”）寄托，就（jiù）東海西湖原油自然氣工（gōng）作公司高更為完整性壓強維護係統開展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務（wù）正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

高更為完整性壓強維護（hù）係統1套（tào） 。高更為完整性壓強維護係統（HIPPS）可（kě）用於（yú）迅速隔離壓（yā）強源，避免係統過壓並維護下流設備。HIPPS 係統包（bāo）含論理解算器、HIPPS 球閥（fá）、壓強變（biàn）送器和 HIPPS 進行控製櫃等，依照（zhào）成橇方式供貨。請詳細請（qǐng）購（gòu）文獻。

Requirements for Qualification of Bidder
A. 在滿足相關條件時投標（biāo）人工境內計數器（qì）公司，投標人需給予法定切實有效的企業（yè）保證人（rén）運營授（shòu）權、稅捐（juān）計數器證及安排（pái）單位源代碼證或證照統一的運營授權；
在滿足相關條件時投（tóu）標人工境外計數器公司，需給予切實有效的公司計數器計（jì）數器證明書；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 此次購買的HIPPS應成橇方式供貨，投標人加（jiā）以應為論理解算器的（de）製造商或左不過進行核（hé）準統一商。投標人可自動成撬（qiào），也可寄托老三方成撬，但成撬商須具備切（qiē）實有（yǒu）效期內的TS證（zhèng）明書 ，在（zài）這當（dāng）中TS證（zhèng）明書加（jiā）以應（yīng）為 A1級壓強彈道部件製造（zào）證及上述資格條件。海外成撬商未取（qǔ）得TS證明書的，應獲得異常設備模式進行試驗證明書，證明國別應實現壓強彈道部件製造A1及上述國別。投標時需給予證明書複（fù）製件進（jìn）行詳察件（jiàn）（複製件複查）並可在全國（guó）範圍（wéi）內異（yì）常設備出風頭相關信息進行調查服務平台（ info-pub/pub）確認。
HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.
C.HIPPS係統中包含的閥門（mén）製造（zào）商在滿足（zú）相關條件時為中國大陸（lù）製造（zào）商，應獲得TS證明（míng）書，在這當中TS證明書（shū）加以應為A1級壓強彈道部件製造證及上述資格（gé）條件；在滿足相關條件時是海外製造商則應獲得異常設備模式進行試驗證（zhèng）明書，證明國別應（yīng）實現壓強彈道部（bù）件製造A1及（jí）上述國別。投標時需給予證明書複製（zhì）件進行詳察件（複製件複查）並可在全國範圍內（nèi）異常設備（bèi）出風（fēng）頭相關信息進行調查服務平台（ info-pub/pub）確（què）認。
Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.

功績具體要求1：2018 年1月1日至截標日（以較為條約訂約時段加以為準），所投論（lùn）理解算器的製造商起（qǐ）碼有1項論理解算（suàn）器在自然氣電介質線坯子上可用於HIPPS係統的供貨功績
From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines
投標人（rén）須按明確要求說明書（shū）正式提交功績表，持續並提（tí）交與此相關功績證明書文獻。
功績證明書文獻包含但不禁止：1）對外銷售較為條（tiáo）約打印件（含與此相關技術備件）和2）到會驗光材料。投標人所正式提交的功績證明書文獻（xiàn）一定（dìng）要起碼反映這陣兒具體內容：較為條約進行簽訂時段、較為條約進行簽訂頁（yè）（應（yīng）該具備雙邊蓋章）、貨色具體稱謂、技術具體要求（設備分屬石油氣生（shēng）集裝箱置種類、論理解算器品牌名稱 ）、到會驗光材料。
未正式提（tí）交功績證明書文獻，或所給予的（de）功績證明書文獻束手無策反映較為條約進行簽（qiān）訂時段、貨色具體稱謂、設備的與此相關形式參數（設備分屬石（shí）油氣生集裝箱置種類、論理解算器品（pǐn）牌名稱）、到會驗光材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrateSigning time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.
功績具體要求2： 2018年1月（yuè）1日至投標截至日（以較為條約訂約時段（duàn）加以為準（zhǔn）），投標人（rén）所投HIPPS球閥的製造商應具備起碼2台在自然支氣管線上的供貨功績，且（qiě）符（fú）合度量衡不不可企及28吋（duò）和壓（yā）強等級提升不不可（kě）企及（jí）Class600，密封方式為硬密封的技術具體要求。功績證明書文獻包含但不（bú）禁止：1）對外銷售較為（wéi）條約（yuē）打印件（含與此相關技術備件）和2）到會驗光材料。投標人所正式提交的功績證明書文獻一定要起碼反映這陣兒具體內容（róng）：較為條約（yuē）進行簽訂時（shí）段、較為條約進行簽訂頁（應該具備雙邊蓋章）、製造商具體稱謂、貨色具體稱謂、技術具體要求（度量衡、壓強等級（jí）提升、密封方式、投入實際使用在自然支氣管線上）。
From Jan. 1st, 2018 to the deadline of bids submission stipulated, The manufacturer of the HIPPS ball valve invested by the bidder shall have at least two records of supplying ball valves on the natural gas medium.pipelines (size and pressure class not less than28” ×CLASS600metal hard seal ).The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Contract signing time, contract signing page (stamped by both parties), manufacturer's name, goods name, technical requirements (size, pressure rating, sealing form, application on natural gas pipelines).
4. 有勺口兒的投標人可借助（zhù）這陣兒方法（fǎ）得到投標文獻：從2024年1月 9日進（jìn）行首先至（zhì）2024年1月15日止（zhǐ），請計數器中國海油購買業務範圍進行管理與貿易係統(）的投（tóu）標通知書頁麵開展選購。頭一回計數（shù）器一定要較為先進行計數器（免（miǎn）費（fèi）教育），計數器取得成功後，可以 投標人須在線填空 投標文獻有關每套（tào）零售價為200元普通人幣或25美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from Jan 9 2024 to Jan 15 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
