CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

The performance of the TOC analyzer should meet the following requirements:

3. 對投標人的輩數兒和功（gōng）績具（jù）體要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）輩數兒具體要求Requirements for Qualifications of the Bidder
A. 在滿足相關條件時投標人工中邊界內計數器公司，投（tóu）標人需具備法定切實有效（xiào）的（de）企業保證人運營授權、稅捐計數器證及安排（pái）單位源代碼證或證照統一的運營授權，投標時需給予複製件進行詳察件（複製件複查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
在滿足相（xiàng）關條件（jiàn）時投標（biāo）人工中邊界外計數器公司，需給予切實有效（xiào）的公（gōng）司計數器計數器證明書；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標人工分公司的，需具備法定切實有效的運營授權（境內計數器）/公（gōng）司計數器計數器證明書（境外計數器）和上麵保證人機構進行核準書（進行核（hé）準（zhǔn）該分公司投標和（hé）訂約較（jiào）為條約），投標時需（xū）給予複製件進行詳察件（複製件複查（chá））。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
投標（biāo）人認同該分公司和上麵保證人機（jī）構的資格條件、輩數兒和功績，不認同相同上（shàng）麵保證人機構的其他分公司的資格條件、輩數兒和功績。分公司與上麵保證人機構隻可集團積極參與投標，與此同時積極參（cān）與投目的物（wù），投標均較為空空。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 此次（cì）投標不進行接管辦事處商（shāng）投標。投標（biāo）人（rén）加（jiā）以應（yīng）為TOC進行分析儀式造（zào）商或TOC進（jìn）行分析儀統一係統的製造商（shāng）（包含製造（zào）商（shāng）地（dì）方集團公司內（nèi）責任政府（fǔ）對外銷售的公司）。若投標人非TOC進行分析儀本質製（zhì）造商，須（xū）獲得所投TOC進行分析儀的製造商的切實有（yǒu）效（xiào）進行核準書。在滿足（zú）相關條件時投標人是（shì）製造商地方集團（tuán）公司內責任政府對外銷售的公司，應給予公告，作出說明投標人與製造商依附相同集團公司，責任政府投標貨色的對外銷售具體工（gōng）作。
C. （Bid by Agent is not accepted. The bidder shall be the manufacturer of the TOC analyzer or the manufacturer of the TOC analyzer integrated system(including the sales company within the same group as the manufacturer of bid goods) . If the bidder is not the manufacturer of the TOC analyzer itself, it must obtain a valid authorization letter from the manufacturer of the TOC analyzer it is bidding for.. If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.）

（2）資格條件（jiàn）具體要求 Requirements of Qualification
TOC進行分析儀應符合問路文獻（xiàn）中批（pī）評重要地理區域防水具體要求，防水等級提升不不可企及IIC T4，投標時給予進行分析（xī）儀的本質防水證明書。
The TOC analyzer should meet the explosion-proof requirements for explosive hazardous areas as stipulated in the inquiry document, with an explosion-proof grade of no less than IIC T4, and provide the explosion-proof certificate of the analyzer itself.
（3）功績具體要求Requirement for Bidder's Past Performance:
2015年1月1日至投（tóu）標截至日（以較為條約進行簽訂時段加以為準），投（tóu）標人所投（tóu）投標文獻應與此同時符（fú）合這陣兒功績具體要（yào）求（可進行接管這陣兒關於兩項具體要求與此同時反映在其中（zhōng）一個（gè）較為條約）：
1）所投TOC進行分（fèn）析儀的製造（zào）商應（yīng）具（jù）備起碼2個較為條約的TOC進行分析儀的供貨功績，且單件較為條約供貨數額老（lǎo）鼻子於5台；
2）TOC進行分析儀係統統一的製造商應具備起碼1個較為條約的（de）TOC進行分析儀係統統一的供貨功績（jì）。
From January 1, 2015 to the bid submission deadline (based on the contract signing date), the bid documents submitted by the bidders should simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract) :
1) The manufacturer of the TOC analyzer being bid for should have at least 2 supply performances of TOC analyzers, and the supply quantity per contract should be no less than 5 units;
2) The manufacturer of the TOC analyzer system integration should have at least 1 supply performance of TOC analyzer system integration.
投標（biāo）人須按明確要求說明書正式提交功績表，持續（xù）並提（tí）交（jiāo）與此相關功績證（zhèng）明書（shū）文獻。功績證明書文獻包含：1）對外銷售較為條約；2）使用者簽署或蓋章的到會驗光材料（溝滿濠平預算發單或到會驗光單或進行調試驗光曉以（yǐ）大義或其餘能夠證明書（shū）較為條約項下貨色目前已經到會驗（yàn）光的切實有效證明書材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Full Settlement Invoice , or, Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
相同集團公司（sī）世界適用範圍內有所區別製造商（即（jí）相同集團公司有關旗下的全資子公司或控股（gǔ）公司子公司或製造（zào）工場）製造的TOC進行分析儀的功（gōng）績，便是所投TOC進行分析儀的製造商的功績；投標人（rén）應給予作出說明函，作出說明（míng）此次所投TOC進（jìn）行分析儀（yí）的製造商與符合（hé）以上功績具體要求的產品製造商（shāng）進行所在相同集（jí）團公司。
The performance of the TOC analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the TOC analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the TOC analyzer submitted in this bid and the manufacturer of the TOC analyzer meeting the above performance requirements belong to the same group.
投標人所正式提交的功績證明書文獻一定要起碼反映（yìng）這陣兒具體內容：較為條約進行簽訂時段、較為條約進行簽訂頁（中國（guó）大陸進行零錢較為條約應（yīng）該具備雙邊蓋章，全球範圍進行零錢較為條約應該具（jù）備雙邊簽（qiān）署或蓋章）、製造商具體（tǐ）稱謂、貨色具體（tǐ）稱謂、要樣兒係統統一或供貨（huò）數額、使用者（zhě）簽署或（huò）蓋章的到會驗光材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of manufacturer; the name of the goods; the quantity of the instrument system integration supply;and the goods arrival acceptance signed or stamped by the client.
若功（gōng）績較為條約為十二個月議定書，除給予十（shí）二個月議定書外，還應給予（yǔ）認為的（de）已到會定單，定單具體內（nèi）容或號碼應與十二個月議定書與此相關聯。相同個十二個月議定（dìng）書下，給予1個或上述的定單及與定單與之對應的到（dào）會驗光材料，均便是1個（gè）切（qiē）實有效功（gōng）績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未正式提交功績證明書文（wén）獻，或借助所給予（yǔ）的功績證明書文獻束手無策（cè）決定符合以（yǐ）上功績具（jù）體要求的，均被便（biàn）是較為空空功績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Bidders are requested to log in to the "投標通（tōng）知書" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://buy.cnooc.com.cn) to purchase the Solicitation Documents from January 21st, 2026to January 28th, 2026 .
