中化建全（quán）球範圍（wéi）投標著名具體責任公司（這陣兒（ér）進（jìn）行稱號″投標辦事處單位”），中國海洋原油集團公（gōng）司著名公司的全資子公司，受（shòu）中海殼牌原油化學工業著（zhe）名公司（這陣兒進行稱號″投標人”）寄托，就中海殼牌惠州三期聚氯乙（yǐ）烯具體項目所需一部分貨色（sè）及與此相關服務開展全球（qiú）範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務正式提交價（jià）電子密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

具體項目大概：中海殼牌原油化學工業著名公司（這陣兒進行（háng）縮寫（xiě）″中（zhōng）海殼牌”）擬在（zài）廣東惠州大亞灣石油化工行業領域（yù）工業園區新持（chí）續建中（zhōng）海殼牌惠州三期聚氯乙烯（xī）具（jù）體項目，以達成其建設全球級、較高程度緊密化（huà）的石油化工生產基地的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

The moisture analyzer adopts thin-film alumina capacitive type, and its performance should meet the following requirements: accuracy: ±3℃, repeatability: ±1℃.The detector of the liquid-phase moisture analyzer should be equipped with temperature measurement, and the detector of the gas-phase moisture analyzer should be equipped with pressure measurement.

3. 對投標人的輩數兒和功（gōng）績具體要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）輩（bèi）數兒具體（tǐ）要求Requirements for Qualifications of the Bidder ★
A. ★在滿足相關條（tiáo）件時投（tóu）標人工中邊界內（nèi）計數器公司，投標人需具備法定切實有效的企業保證人運營（yíng）授權（quán）、稅捐計數器證及安排（pái）單位源代碼證或證照統一（yī）的運（yùn）營授權，投標時需給予複製件進（jìn）行（háng）詳察件（複製件複查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★在滿足相關條件時投標人工中邊（biān）界外計數（shù）器公司，需（xū）給予切（qiē）實有效的公司計數器計數器證明書；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人工分公（gōng）司的，需具備法定（dìng）切實有效的運營授權（境內計數器）/公司（sī）計數器計數器證明書（shū）（境外計數器）和上（shàng）麵保證人機構進行核準書（進行核準該分公司投標和訂（dìng）約（yuē）較為（wéi）條約），投標時（shí）需（xū）給（gěi）予（yǔ）複（fù）製件（jiàn）進行詳察件（複製件複查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★投（tóu）標人認（rèn）同該分公司和上麵保證人機構（gòu）的資格條（tiáo）件、輩數（shù）兒和功績，不認同相同上麵保證人機構的其他分公司的資格條件、輩數兒和功績。分公司（sī）與上麵保證人機構隻可集（jí）團積極參與投標（biāo），與此同時（shí）積極參與投目的物，投標均較為空空。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★不進行接管（guǎn）辦事處Bid by an agent is not acceptable
此次投標不進行接管辦事處商投標。統一（yī）商（shāng）便是製造商。投（tóu）標人（rén）應是投標貨色的製造（zào）外商（包含製造外商地方集團公司內責（zé）任政府對外銷售的公司）。在（zài）滿足相關條件（jiàn）時投標人是製造外（wài）商地方集團公司內責任政府對外銷售的公司，應給予公告，作出說明投標人與製造外商依附相同集（jí）團（tuán）公司（sī），責任政府投標貨色的對外（wài）銷售具體工作（zuò）。
Bid by Agent is not accepted. the integrator considers the manufacturer. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.
D. 有沒有進行接管統一體投標：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未領購投標（biāo）文獻有沒有能夠參與投標:使不（bú）得（dé）以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）資格（gé）條件具（jù）體（tǐ）要求及證明（míng）書文獻
投標人（rén）所投少量水（露點）進行分析儀正當中傳感器應獲得防水進行（háng）檢查單位（wèi）的認（rèn）為防水等級提升的《防水符合標準證》，防水等級提（tí）升不不可企及（jí）IIC T4，《防水符合標準證》應由NEPSI、CQST、PCEC、IECEx、ATEX某個或國（guó）度認同的（de）其餘防水證明單位作為（wéi）。且可借助證明書進（jìn）行（háng）頒給單位網站確認。投標時需給予複製件進行詳察件（複製件複查）。
The sensors in the Moisture (dew point) analyzer submitted by the bidder shall obtain the "Explosion Protection Certificate" with the corresponding explosion protection class from an explosion protection inspection agency, with the explosion protection class not lower than IIC T4. The "Explosion Protection Certificate" shall be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX, or another nationally recognized explosion protection certification agency.and the certificate can be verified on the website of the issuing institution. When submitting the bid, a scanned copy of the original certificate must be provided (with the original kept available for inspection).
（3）功績（jì）具體要求Requirement for Bidder's Past Performance: 2015年1月1日至（zhì）投標截至日(以較（jiào）為條約進行簽訂時段加以為準（zhǔn）)，投標文獻應與此同時符合這陣兒功（gōng）績具體要求（可進行接管這陣兒關於兩項具體要求與此同時反（fǎn）映在其中一個較為條約）：
① 投標人所投的少量潮（cháo）氣析儀的製造商起碼具備1個較為條約功績，且單件（jiàn）較為條約數額老鼻子（zǐ）於10台。
② 投（tóu）標（biāo）人具備起（qǐ）碼1個少量潮氣析儀係統統一的較為條約功績。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：
① The manufacturer of the moisture analyzer submitted by the bidder must have at least one contract, and the quantity of a single contract shall not be less than 10 sets.;
② The bidder must have at least one contract performance for system integration of moisture analyzer cabins .
投標人須按明確要求說明（míng）書正式提交功績表，持續並提交與此（cǐ）相關功績證明書文獻。功績證明書文獻包含但不禁止：對外銷售較為條約打印件。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include but not limited to : copies of Sales contracts.
相同集團公司世界適用範圍內有所區別製造商（shāng）（即相同集團公司有關旗（qí）下的全資子公司或控股公司子公司或製造工場）製造的所加以投產品的功績，便是所加以投產品的製造商的功績；投標人應給予作出說（shuō）明函，作出說明此次所（suǒ）加以投產品的製造商與符合以上功績具體要求的產品製造商進行所在相同集團公司。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人所（suǒ）正式提（tí）交的功績證明書文獻一定要起碼反（fǎn）映這陣兒具體內容：較為條約（yuē）進（jìn）行簽訂時段、較為條約進行簽訂頁（中國大陸進行零錢較為條約應（yīng）該具備雙邊蓋章，全球範圍進行零錢較為條約應該具備雙邊簽署或蓋章）、貨（huò）色具體稱謂、製（zhì）造商具體稱謂、少量潮氣析儀（yí）數（shù）額（é）等。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; Manufacturer name, the number of moisture analyzers.
若功績較為條約為十二個月議定書，除（chú）給予十二個月議定書外，還應給予認為的已到會定單，定（dìng）單具體內容或號碼應與十二個月（yuè）議定（dìng）書與此相關聯。相同個十二個月議定（dìng）書（shū）下，給予1個或上述的定單及與定單與之對（duì）應的到會驗光材料，均便是1個（gè）切實有效功績（jì）。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未正式提交功績證（zhèng）明書（shū）文獻，或借助所給予的功績證明書文獻束手無策決定符合以上功績具體要求的，均被便（biàn）是（shì）較為（wéi）空空功績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有勺口兒的投標人可（kě）借助這陣兒方法得到投標文獻
Interested bidders may obtain the solicitation documents through the following method:
從2025年（nián）11月28日進行首先至2025年12月5日止，請計數器″中國提供鏈數值化服（fú）務平台”(https://bid.cnooc.com.cn/）的″投標通知書”頁麵開展（zhǎn）選購。
Bidders are requested to log in to the "投標通知書" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation Documents from 11(MM)28(DD) 2025 to 12(MM)5(DD) 2025.
頭一回計數（shù）器一定要較為先進行計數器（免費教育），計數器方法挑選″自行計數器著名（míng）投標”。挑選其餘計數器方法將進行（háng）引起計（jì）數（shù）器進行損失（shī）。計數（shù）器取得（dé）成功（gōng）後，可以選購投標文獻。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自行計數（shù）器著名投標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投標人須在線填（tián）空″選購投標文獻計數器（qì）表”，並在線進行繳納標書款。進行繳納（nà）取得成功後，投標人可自（zì）動載入（rù）投標文獻。投標（biāo）文獻有關每（měi）套零售價好自為之民幣200元或25美金，售（shòu）後不退。文獻出售花消可用於進行打印和作為投標文獻/輩數兒原審文（wén）獻。有作為實際需要的請在（zài）進（jìn）行繳納時備（bèi）考收件人與此相關相關信息。
The bidder is requested to fill in the "選購投標文獻計數器表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投標文獻的遞給 Submission of Bid
投標（biāo）文獻遞給結束時間和方法（fǎ）：
全部投（tóu）標文獻都應附上按明確要求正式提交的投標確保金，並於2025年12月19日前半晌9:00（北京時段）前方上正式提交至″中（zhōng）國全球範圍投標網”（http://www.chinabidding.com)。在這陣兒間後接受的（de）投標文（wén）獻恕不進行接（jiē）管。
Deadline and Method for Submission of Bid Documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the China International Bidding Website (http://www.chinabidding.com) before 9:00 a.m. (Beijing Time) on December 19, 2025. Bid documents received after this time will not be accepted.

Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
