中化建全球範圍（wéi） （這陣兒進行稱號″投標辦事處單位”）受中海殼牌原油化學工（gōng）業 （這陣兒進行稱號″投標人”）寄托（tuō），就中海（hǎi）殼（ké）牌惠州三期聚氯乙烯具體項目所需一部分貨色及與此（cǐ）相關服務開展全球範圍著名投標。現三顧茅廬投（tóu）標（biāo）人對進行（háng）下麵貨色和（hé）服務（wù）正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投（tóu）標人的輩數兒和功績具體要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）輩數兒具（jù）體要（yào）求Requirements for Qualifications of the Bidder ★
A. ★在滿足（zú）相關條件時投標人工中邊界（jiè）內（nèi）計數器公司，投標人需具備法（fǎ）定切實有效的企業保證（zhèng）人運營授權、稅捐計數器證及安（ān）排單位源代（dài）碼證或證照統一的（de）運營授權，投標時需給予複製件進行詳察件（複（fù）製件複查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★在滿足相（xiàng）關（guān）條（tiáo）件時投標人工中邊界（jiè）外計（jì）數器公司，需（xū）給予切實有效的公司計數器計數器證明書（shū）；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人工 的，需具備法定（dìng）切實有效的運營授權（境內計數器）/公司計數器計數器證明書（境外（wài）計數器）和上麵保證（zhèng）人機構進行核準書（進行核（hé）準（zhǔn）該 投標和訂約較為條約），投標時需給予複製件進行詳察件（複製件複查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★投標（biāo）人（rén）認同該 和上麵保證人機構的資格條件、輩數兒和（hé）功績，不認同相同上麵保證人機構的其（qí）他 的資格條件、輩數（shù）兒和功績。 與上（shàng）麵保證人機構隻（zhī）可集團積極參（cān）與投標，與此同時積極參與投目的物，投標（biāo）均較為空空。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★在滿足相關條（tiáo）件時投標（biāo）人所投貨色非投標人自（zì）身製造，投標人應取得所投貨色製造商可以其在此次投標（biāo）中給予該貨色的較為郎（láng）中進行核準書。投（tóu）標時給予製造商進行核準書複製件的進行詳察件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
★投標人以自身製造的貨色積（jī）極參與投目的物，無法再將此貨色與此同時進（jìn）行核準（zhǔn）給（gěi）其餘投標如意（yì）人生與投標，不然與此相關的全部投標將被不肯。投標人將（jiāng）被進行核準（zhǔn）的（de）貨色再進行核準給其餘投標人與此同時積極參與投目的物，與此相關的全部投標將被不肯。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. 有沒有進行接管統一體投標：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未領購投標文獻有（yǒu）沒（méi）有能夠參與投標:使不得以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）★功績（jì）具體（tǐ）要求Requirement for Bidder's Past Performance:
2010年1月1日至投標截至日（rì）（以較為條約進行簽訂時段加以（yǐ）為準），投標人所加以投產品的製造商（shāng）應具備起碼2個較為條約的牛眼式安全（quán）玻璃（lí）板（bǎn）液位計的供（gòng）貨功（gōng）績，且（qiě）單件較為條約供貨數額老鼻子於2台電（diàn）介質為（wéi）水蒸氣（qì）的牛眼式安全玻璃板（bǎn）液位計，且其設計壓強等級提升更加不小於ANSI1500LB、進行操作壓強更加不小（xiǎo）於10.2Mpa、法蘭間隔更加（jiā）不（bú）小於1800mm、防水等級提升（shēng）不不可企（qǐ）及Ex d IIC T4。
From January 1, 2010, to the bid submission deadline (based on the contract signing date), the manufacturer of the products submitted by the bidder must have at least two contracts for the supply of bullseye glass plate level gauges. Each individual contract must involve the supply of no fewer than two bullseye glass plate level gauges for steam media, with a design pressure rating of no less than ANSI 1500LB, an operating pressure of no less than 10.2 MPa, a flange spacing of no less than 1800 mm, and an explosion-proof rating of no lower than Ex d IIC T4.
投標人須按明確要求說明書正式提交功績表（biǎo），持續並提交（jiāo）與此相關功績證明書文獻。功績證明（míng）書文獻包含：1）對（duì）外銷售較為條約；2）使用者簽署或（huò）蓋（gài）章的到會（huì）驗（yàn）光材料（到會（huì）驗光單或進行調試（shì）驗光曉以大義（yì）或（huò）其他能夠證（zhèng）明書較為條約項下貨色目前已經到會驗（yàn）光的切實有效證明書材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
相同（tóng）集（jí）團公司（sī）世界適用範圍內有所區別製造（zào）商（即相同集（jí）團公司有關旗下的全資（zī）子公司或控股公司（sī）子（zǐ）公司或製（zhì）造工場）製造的所加以投產品的功績（jì），便是所加以投產品（pǐn）的製（zhì）造商的功績；投標人應給予作出說明函，作出說明此次所加以投產品的（de）製造（zào）商與符合以（yǐ）上功績具體（tǐ）要求的產品製造商進行所在相同集團公司。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人須按明確（què）要求說明書正式提交功績表，持續並提交與此相關（guān）功績證明書文獻。功績證明書文（wén）獻包含：1）對外銷售（shòu）較為條約和（hé）2）使用者簽署或蓋章的到會驗光材料（到會（huì）驗光單或進行調試驗光曉以大義或其（qí）餘能夠證明書較為條約項下貨色目（mù）前已經到會驗光的切（qiē）實有效證明書材料）。投標人所（suǒ）正（zhèng）式提交的功績證明書文（wén）獻一（yī）定要起碼反映這陣兒具體內容：較（jiào）為條約進行簽訂時段、較為條約進行簽（qiān）訂頁（中國大陸進行零錢較（jiào）為條約應該具備雙邊蓋（gài）章，全球範圍（wéi）進行零（líng）錢較為（wéi）條約應該具備雙（shuāng）邊簽署或蓋（gài）章）、貨色具體（tǐ）稱謂（牛眼式安全玻璃板液位（wèi）計）、供貨數額、電介質（水蒸氣）、設計壓強等（děng）級提升（shēng）、進行操作壓強、法蘭間隔（gé）、防水等級提升、使用者簽署或（huò）蓋章的到會驗（yàn）光材料。
The bidder must submit a performance record in the prescribed format along with relevant supporting documents. The supporting documents include: 1) Sales contracts, and 2) Delivery and acceptance materials signed or stamped by the user (delivery acceptance forms, commissioning acceptance reports, or other valid documents proving that the goods under the contract have been delivered and accepted). The performance supporting documents submitted by the bidder must at least include the following: contract signing date, contract signing page (domestic trade contracts must bear the seals of both parties, while international trade contracts must bear the signatures or seals of both parties), product name (bull-eye glass plate level gauge), supply quantity, medium (steam), design pressure rating, operating pressure, flange spacing, explosion-proof rating, and delivery and acceptance materials signed or stamped by the user.
若功績較為條約為（wéi）十二個月議定書，除給（gěi）予十二個月議定書外，還應給予認為的已到會定單，定單具體內容或號碼應與十二個月議定書與此相關聯。相同個十二個月議定書下，給予（yǔ）1個或上述的定單及與定單與之對應（yīng）的到會驗光材料，均便是1個切實有效功績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未正式提交功績證明書文獻，或借助（zhù）所給予的功績證明（míng）書文獻束手無策決定符合以（yǐ）上功績具體要求的（de），均被便是較為（wéi）空空功績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
在滿足相關條（tiáo）件時投標人是辦事處商,應（yīng）具備2022年1月（yuè）1日（rì）至此次投標截至日的（de）辦（bàn）事（shì）處比較類似產品（液位計）的營銷業績，持續並提供與此相關功（gōng）績證（zhèng）明書文獻。功績證明書（shū）文獻包含但不禁（jìn）止對外銷售較（jiào）為（wéi）條約打印件，起碼反映這陣兒（ér）具體內容：較為條約（yuē）進行簽訂時段、較為條（tiáo）約進行簽訂頁（中國大陸進行零錢較為（wéi）條約應該具備雙邊蓋章，全球（qiú）範圍（wéi）進行零錢較為條約應該具備雙邊簽署或蓋章）、製造商（shāng）具體（tǐ）稱謂（wèi）、貨色具體稱謂（wèi）。未正式提（tí）交功績證明書文獻，或借助（zhù）所（suǒ）給予的功績證明（míng）書文獻束手無策決定（dìng）符合以上功績具體要求的，均便是較為空空功績（jì）。
If the bidder is an agent, the bidder shall have sales performance of similar product of the bidding goods (level gauges)from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
未正式提交功績證明書文獻，或借助所給予的功績證明書文（wén）獻束手無策（cè）決定符合以上功績具體要求的，均便是較為空空功（gōng）績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

Bidders are requested to log in to the "投標（biāo）通知書" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform ( home/#/navigation) to purchase the Solicitation Documents from Nov 26th,2025 to Dec 3rd,2025.

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自行計數（shù）器著名投標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.

The bidder is requested to fill in the "選購投標文獻（xiàn）計數器表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents.
