中（zhōng）化建全球範圍 （這（zhè）陣兒進行縮寫：投標辦事處單位）受中海原油深海研發 （這陣兒進行縮（suō）寫：投標人）寄托，就預進行標榜潮濕縮減機開展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC DEEPWATER DEVELOPMENT LIMITED (hereinafter called "Tenderee") intends to purchase the Goods and the relevant services required under the project of Wet Gas Pre-Compression Compressor by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 投標具體（tǐ）條件Bidding Conditions：
具體項目大概（gài）：荔（lì）灣（wān）3-1氣田作出調整研發具體項目借助進一步減少荔灣3-1氣田（tián）群潛水艇井（jǐng）口壓強達（dá）成新增，無作出調整井及新有關建平台（tái）配套設施。本具體項目有必要在荔灣3-1CEP服務平台增添3套（tào）潮濕預進行標榜縮減機。
Project Summary：The Liwan 3-1 gas field adjustment development project aims to increase production by reducing the underwater wellhead pressure of the Liwan 3-1 gas fields. Three sets of Wet Gas Pre-Compression Compressor Skid will be puchased and installed on the Liwan 3-1 CEP.

寄遞規劃Delivery Schedule:
l 居中中國人民共和國關（guān）境內給予的貨色（sè）：較為條約（yuē）起作用後20個月內寄遞至珠海或（huò）惠州或其他進行指派所在地。
l 居中中國人民共和國關（guān）境外給予的貨（huò）色：較（jiào）為條約（yuē）起（qǐ）作用（yòng）後20個（gè）月內DAP中國廣東珠（zhū）海或（huò）惠州或其（qí）他進行指派所在地。
★ 在滿足相關條件時寄遞期進行進步現有基礎時段八周（zhōu），則便是非作出響應性投標而給予（yǔ）打倒。
★ The bid document will be rejected if the delivery date is 8 weeks later than the basic time.

3. 對投標人的輩數兒和功績具體要求：
4. Requirements for Qualification and reference of Bidder:
（1）輩（bèi）數兒具體（tǐ）要求Requirements for Qualification of Bidder
1) ★在（zài）滿足相關條件（jiàn）時投（tóu）標人工境內計數器公司，需給予法定（dìng）切實有效的企業保證（zhèng）人運營授權、稅捐計數器（qì）證及安排單位源代碼證或證照（zhào）統（tǒng）一的運營授權，投標時需給予（yǔ）複製件進行詳察件（複製件複查）；在滿足相關條件時投標（biāo）人（rén）工境外計（jì）數器公司，需給予切實有效的公司計（jì）數器計數器證明書。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents shall within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.
2) 製造商應具有切實（shí）有效的GB/T19001（ISO9001）質量體係證明證（zhèng）明書，投（tóu）標（biāo）人投時須（xū）給予製造商切實（shí）有效（xiào）的質量體係證明證明書複製件的進行詳察件。
Bidder shall include the scanned copy of valid Certificate of Quality Management System Certification (GB/T19001（ISO9001）of Manufacturer in the bidding docuement.
3) ★此次進行采購潮濕縮減機從整體上看（含附庸國設備）應可用（yòng）於海上服務平台投入實際使用，投標人認為諾開展老三（sān）方進行檢查，並從CCS、DNV.GL、ABS 或 BV關（guān）於（yú）四家證明單位（wèi）某個（gè）取（qǔ）得醫衛組從整體上看的到（dào）最後進行檢查證明書，老三方進行檢查取保花消由投標人負責。
The Bidder shall promise to obtain the Third party certification for Wet Gas Pre-Compression Compressor Skid which issued by one of classification society (ABS,DNV.GL,CCS, BV etc.). The cost for third party certification shall be at bidder’s account. The bidder shall specify the selected certification authority in the tender document.
4) 有沒有進行接（jiē）管統一體投標：是
Joint Venture: Acceptable
以統一身材式投標並應按投標文獻具體要求的說明書正式提交（jiāo）統一體（tǐ）處處的輩數兒證明書文獻、一起投標議定書並進行證明管理人及處處擬負責的具體工作和（hé）具體責（zé）任，並認為如果中標統一體處處將向投標人負責相關具體責（zé）任。
If the gas turbine and compressor are not from same manufacturer, they must bid in the form of a joint bidding. The Bidder shall furnish qualification documents of all parties,together with the Consortium Agreement in the format required by the bidding documents, indicating the leading party, work scope and responsibilities that each party intends to undertake, as well as the promise that once winning the bid, all parties will undertake joint liability and responsibilities to the tenderer. Otherwise, failure of doing so will lead to the rejection of its bid.
5 ）★投標人加以（yǐ）應為：1）天燃氣輪運行（háng）機製造商（shāng）或（麵向此（cǐ）次具體項（xiàng）目）其左不過進行核準的縮減醫衛組的（de）製（zhì）造（zào）商（成橇商）；
2）自然滾（gǔn）壓縮機的製造商或（麵向此次具體項目）其左不過進行核準的縮減醫衛組製造商（成橇商）；
3)相同品牌名稱相同型（xíng）號的製造商和（麵向此次具體項目）其左不過進行（háng）核準的縮減機或（huò）天燃氣輪運行機製造商（成橇商）不可與此（cǐ）同時僅僅投標；
★The bidder shall: 1）Gas turbine manufacturer or (for this project) its only authorized compressor unit manufacturer (sled manufacturer)
2）The manufacturer of natural gas compressors or (for this project) their only authorized compressor unit manufacturer (sled manufacturer)
3）Manufacturers of the same brand and model, as well as the only authorized compressor or gas turbine manufacturer (sled manufacturer) for this project, are not allowed to bid separately at the same time
7) ★未領購投標文獻有（yǒu）沒有能夠參與（yǔ）投標:使不得以

（2）★功績具體要求Requirement for Bidder's reference:
投標人應該具備起碼2個較為條約的（每張較為條（tiáo）約起碼1台）透平需要的自然氣持續離心縮減醫衛組（zǔ）的供貨功績（jì）（2014年（nián）1月1後來訂約的較為條約，透平權力≥10MW、縮減機采（cǎi）用相應辦法解決量應≥535X104Sm3/d、說道壓強≥2450kPaG），持續（xù）並提供（gòng）認為的功績證明書文（wén）獻。
The Bidder shall have at least two contracts for supply of gas turbine driven centrifugal compressor skid（at least one gas turbine driven centrifugal compressor for each contract）from January 1, 2014 to the bid deadline (subject to the contract signing date). In the supply record, the turbine power should be ≥ 10MW, the compressor capacity should be ≥ 535X104 Sm3/d, and the outlet pressure should be ≥ 2450 kPaG, and the relevant supply record certification documents should be provided.
投標人須按明確要求說明書正式提交功績表，持（chí）續並提交與此相關功績證明書文獻。功績證明書文獻包含但不（bú）禁止：1）對外銷售較為條約複製件進行詳察（chá）件（含與此相關技術（shù）備件）和2）到會驗光材料。投標人所正式提交的功績證明書文獻一定要起碼反映這陣兒具體內容：較為條約首（shǒu）頁、簽署蓋（gài）章頁、較為條約進行簽訂時段（duàn）、製造（zào）製（zhì）造廠具體稱謂、貨（huò）色具體稱謂（wèi）、透（tòu）平權（quán）力、縮減有關機型式、采用相應辦法解決量、說（shuō）道壓（yā）強、縮減電介質、供貨數額，到會驗光（guāng）證明書文（wén）獻。未正式提交功績（jì）證明書文獻，或（huò）所給予的功績證明（míng）書文（wén）獻束手無策反映符（fú）合以上（shàng）功績具體要求的，均便是較為空空功績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) copies of sales contract (including cover page, signing page and technical appendix etc) and
2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, classification society certificate etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
5. 有勺口兒的投標人可借（jiè）助這陣兒方法得到投標文獻：從2024年5月21日進（jìn）行首先至2024年5月28日止，請計數器中國海（hǎi）油（yóu）購買業務（wù）範圍進行管理與貿易係統(）的投標通知書頁麵開展選購。頭一回計數器一定要較為先進（jìn）行計數器（免費教（jiāo）育），計數器取得成功後，可以 投標（biāo）人須在線填空 投標文（wén）獻有關每套零售價為200元普通人幣或30美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from May 21, 2024 to May 28,2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
