CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD6-4 OIL FIELD QHD31-4-1d、CFD6-4-5D WELL AREA DEVELOPMENT/ 1、2 WELL AREA INTEGRATED ADJUSTMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

曹妃甸6-4稠油田（tián）QHD31-4-1d、CFD6-4-5D井區研（yán）發／1、2井區整體（tǐ）作出調整具體項（xiàng）目新建1座中心采用相應（yīng）辦法解決服務平台CFD6-4CEPB，借助75m棧橋（qiáo）與已（yǐ）建CFD6-4CEPA包括。CFD6-4CEPA一部分（fèn）物流運輸借（jiè）助棧橋（qiáo）輸 核（hé）動力借助秦皇（huáng）島稠油田群岸農電工程和服務（wù）平台透（tòu）平發（fā）電站輸送。
Project Summary：
A new central processing platform CFD6-4CEPB will be built for the QHD31-4-1d and CFD6-4-5D well block development/1 and 2 well block comprehensive adjustment project of CFD6-4 oilfield, which will be connected to the existing CFD6-4CEPA through a 75m trestle. Part of the logistics of CFD6-4CEPA is transported to the CFD6-4CEPB platform through a trestle bridge, where it merges with the CFD6-4CEPB logistics for oil, gas, and water separation. After being processed into qualified crude oil, it merges with the qualified crude oil processed by CFD6-4CEPA, and is transported to the Century FPSO for storage and export through the existing offshore pipeline NB35-2CEP; The treated production water is partially pressurized and reinjected into the formation on this platform, and partially transported to CFD6-4CEPA for reinjection through a trestle bridge; The treated associated gas power station and heat station are burned, and the excess part is recycled. The power is supplied by the Qinhuangdao Oilfield Group Shore Power Project and the Platform Turbine Power Station.

A．在滿足相關（guān）條件時投（tóu）標人工境（jìng）內計數（shù）器公司（sī），投標人需給予法定切實有效的企業（yè）保證人運營授權、稅捐計數器證及安排單位源代碼證或證照統一的運營授權；
在滿足相關條（tiáo）件時投標人工境外計數器公司，需給予切實（shí）有效的（de）公司計（jì）數（shù）器計數器證明書；窗體上麵窗體底端
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（不進行接管辦事（shì）處）
投（tóu）標人加以應為自然滾壓縮機（革（gé）命式）的製造商或其進行核準的成橇商。
1）投標人以自身製造的縮減機本質積極參與（yǔ）投目的物，無法再將此縮減機本質與此同時進行核準給其餘（yú）投標如意人生與投標，與此相關的全部投標將被不肯。
2）投標人進行進行成撬商投目的物，應取得縮減機本質製造商的可以還有證（zhèng）明書其在此次（cì）投標中左不過較為郎中進行核準書。
3）投標人將被進行核準的縮減機本質再進行（háng）核準給其餘投標人與此同時積極參與投標，與此相關的全（quán）部投（tóu）標將被不肯。
B.The bidder shall be the manufacturer of the natural gas compressor body or its authorized sled manufacturer
1)If a bidder participates in the bidding with their own manufactured compressor body, they cannot authorize other bidders to participate in the bidding at the same time, and all related bids will be rejected.
2)The bidder, as a prying bidder, shall obtain the consent of the compressor body manufacturer and proof of their sole formal authorization in this bidding.
3)The bidder will re authorize the authorized compressor body to other bidders to participate in the bidding process, and all related bids will be rejected.

（2）功績具體要求Requirement for Bidder's reference:
1)自然滾壓縮有關機（jī）型式為無油雙螺釘縮減機或液環縮減機。
The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.
2)自然（rán）滾壓縮機橇需依照《海上較為正常服務平台更為安全平整（zhěng）》的具體要求開（kāi）展設計（jì）、製（zhì）造、證明和進行檢查。製造商（shāng）應寄托國度應急處置進行管理部海洋原油工作更為（wéi）安全（quán）辦公室室（COOOSO）認同（tóng）的船級社（ABS, DNV,CCS，BV）對自然滾壓縮機橇開展進行檢查並取得進行檢查證明書。
The natural gas compressor skid needs to be designed, manufactured, certified, and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The manufacturer shall entrust a classification society (ABS, DNV, CCS, BV) recognized by the Offshore Oil Operation Safety Office (COOOSO) of the National Emergency Management Department to inspect the natural gas compressor skid and obtain an inspection certificate.
3)投標（biāo）人加（jiā）以（yǐ）應為自（zì）然滾壓（yā）縮機（革命式）的製造商或其進行核準的成橇商。若投標人工自然滾壓縮機的製造商，需給予起碼（mǎ）2台套發電機需（xū）要的無油雙螺釘縮減機或發電機需要的液（yè）環縮（suō）減（jiǎn）機（限（xiàn）2013年1月1日隨後訂約的較（jiào）為條約，采用相應辦法解決量（liàng）≥2100Sm3/h，說（shuō）道壓（yā）強≥650KPaG，縮減電介質（zhì）為自然氣）的供貨功績，持續並提供認為（wéi）的功績證明書文獻。若投標人工自然滾壓（yā）縮機的成橇商，除外給予方（fāng）麵自然滾壓縮運（yùn）行機製造商的功績外（wài），還需給予起（qǐ）碼（mǎ）2台套發電機需（xū）要的無油雙螺釘縮減機橇（qiāo）或發電機需要的液環縮減機橇（限2013年1月1日隨後訂約的較為條約，采用相應辦法解決量≥2100Sm3/h，說道壓強≥650KPaG，縮（suō）減（jiǎn）電介質為自然氣）的成橇功績（jì），持續並提供與此相關功績證明書文獻。投標人須按明確要求說明書正式提交功績表。功績證明書文獻包含但不禁止：對外銷售較為條約複製件進行詳察件和到會驗光證明書文獻。功績證明（míng）書文獻起碼（mǎ）反映這陣（zhèn）兒具體內（nèi）容：較為條約首頁、簽署蓋章頁、較為條約進行簽訂時段（duàn）、製造製造廠具（jù）體（tǐ）稱謂、貨色具體稱謂、具體項目具（jù）體稱謂、縮減有關機型（xíng）式、采用相應辦法解決量、說道壓強（qiáng）、縮減電介質、供貨數額，到（dào）會驗光證明書文獻。未給予上述文獻或（huò）給予（yǔ）文獻束手無策符合以上（shàng）具體要求的便是較為空空功（gōng）績。為確認投標人功績其實性，投標人（rén）或評標國務委員會有關（guān）有權具體要求投標人給予複（fù）製件具有或具體要求進一個步驟給予與此相關證明書材料。投標人束手（shǒu）無策給予複製件或與此相關證明書材料證明（míng）書功績（jì）其實（shí）性的，可進行引起投標（biāo）被打倒。
The bidder shall be the manufacturer of natural gas compressors (rotary type) or their authorized skid manufacturers. If the bidder is a manufacturer of natural gas compressors, it is required to provide at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with supply performance, and provide corresponding performance proof documents.If the bidder is a natural gas compressor integrator, in addition to providing the performance of the natural gas compressor manufacturer mentioned above, It is also necessary to provide the performance of at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with assemble performance, and provide corresponding performance proof documents. Bidders are required to submit performance forms in the prescribed format. Performance proof documents include but are not limited to: scanned copies of the original sales contract and proof of arrival and acceptance. The performance certification documents shall at least reflect the following contents: contract homepage, signature and seal page, contract signing time, manufacturer name, goods name, project name, compressor model, processing capacity, export pressure, compression medium, supply quantity, and arrival acceptance certification documents. Failure to provide the above documents or inability to meet the above requirements shall be deemed as invalid performance. In order to verify the authenticity of the bidder's performance, the tenderer or the bid evaluation committee has the right to request the bidder to provide original verification or further relevant supporting materials. If the bidder is unable to provide the original or relevant supporting materials to prove the authenticity of performance, it may result in the rejection of the bid.
4. 有勺口兒的投標人（rén）可借助這（zhè）陣兒方法（fǎ）得到投標文（wén）獻：從2023年9月13日進行首先至2023年9月22日止，請計數器中（zhōng）國海（hǎi）油購買業（yè）務範圍進行（háng）管理與貿易係統(https://buy.cnooc.com.cn）的投（tóu）標通知書頁麵開展選購。頭一回計數器（qì）一定（dìng）要較為先（xiān）進行計數器（免費教育），計數器取得成（chéng）功後，可（kě）以 投標人須（xū）在線填空 投標文獻有關每套零售價（jià）為（wéi）200元普通人幣或30美金，售後不（bú）退。針對采用美金 投標文獻出售花消可用（yòng）於進行打（dǎ）印和作為投標文獻，有作為實際需要的請在進行繳納時備考收件人與此相（xiàng）關（guān）相關信息。
