中電（diàn）商業（北京） （這陣兒進行縮寫“投標辦事處”）受中國郵件航空運輸 （這陣兒進行（háng）縮寫“投標（biāo）人”）寄（jì）托，就“中國郵件航空運輸 盧森堡內勤醫衛組飯店服務（其次次（cì））(投標號碼：CECOM-2023-BD02-1227) ”項下的貨色及服務開展（zhǎn）著名投標（biāo）。現三顧茅廬符合標準的投標人開（kāi）來投標。

Entrusted by China Postal Airlines Corporation Limited (hereinafter referred to as the "tenderee"), China Electronics Commerce (Beijing) Co., Ltd. (hereinafter referred to as the "tenderee agency") conducts public tender for the goods and services under the item of "China Postal Airlines Corporation Limited Luxembourg Aircrew Hotel Service(2nd) (Tender No. : CECOM-2023-BD02-1227)". Qualified bidders are invited to submit their bids.

一、 具體項目具體稱謂：中國郵件航空運輸 盧森堡內勤醫衛組飯店服務（其（qí）次次）

    Project name：Luxembourg Air Crew Hotel services(2nd) of China Postal Airlines

二、 投標號碼Bidding number：CECOM-2023-BD02-1227

三、 投標具體內容Purchase content：

注：1.本具（jù）體項（xiàng）目使用車架（無（wú）較為正常總有關金額）進行采（cǎi）購運（yùn）行方式。投標人一定要對（duì）所有具體（tǐ）內（nèi）容開展價目，如有進行罅漏或進行進步萬丈造價（單價）的價目，將進行引起投標較為空空。此次進行采購有關金額和數額為（wéi）進行（háng）預言相（xiàng）關數值，進行采購人（rén）有關有（yǒu）權按真實情況有必要作出調整，並按真實情況數額開展預算（suàn）。較為條約期內的進行（háng）采購數額或許會富有加以增減，較為正常單價僅此而已開展（zhǎn）認（rèn）為作出調整。

This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

2. 趟：清晰（xī）度（dù）為單程；

Trip: defined as one way;

3.服務

 Contract duration: One year from the effective date of Agreement.

四、 投標人輩數兒具體條件Qualifications for bidders：

（一）投標（biāo）人一定要是本地計數器的公司，具有本地當局決定法定切實有效的資格條件文獻；（可用於包1和包2）;

Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);

（二）被中國郵件集團公司 、中國郵（yóu）件快遞物流運輸（shū）股子 及中國郵件航空運輸 進行參加黑名冊且在切實（shí）有效期內的投（tóu）標人，均無輩數（shù）兒參與本具體項目的進行采購相關活（huó）動；（可用於包1和包2）;

Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);

（三）與郵件無進行股本聯係且仍然（rán）存在這陣兒狀況的，不可參與進行采購相關活動：郵（yóu）件負責人相（xiàng）關人（rén）員以及其（qí）親戚和其餘一定（dìng）聯係人、郵件工作人員加以持股（限非（fēi）上市公司），以個人自身高官（guān）顯爵（安排委任的（de）除（chú）了）認為保證人、常務董事長、總經紀人、有關監事的企業，還（hái）有郵件分屬非工會（huì）或工作人（rén）員團體出錢設立的企業；（可用（yòng）於包1和包2）;

Those that have no investment relationship with the postal service and are in the following situations shall not participate in procurement activities: postal leaders, their relatives and other persons with specific relationships, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairpersons, general managers and supervisors in their personal capacity (except for those appointed by the organization), as well as enterprises set up by trade unions belonging to the postal service or by the collective funding of employees; (applicable to packages 1 and 2);

（四）投標人一定要依照本具體項目投標通知書的具體要求（qiú）得到本具體（tǐ）項目投標文獻，不然無輩數兒（ér）參與本具體項目（mù）。（可（kě）用於包1和包2）;

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);

（五）投標人深度本（běn）地Luxembourg Airport全球範圍航（háng）空港候（hòu）機樓運距時段在30毫秒（miǎo）（含）內心裏；（僅可用於包1）;

The distance between the bidder and Luxembourg Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);

（六）投標（biāo）人須（xū）進行配置飯店，能給（gěi）予早、午、晚飯堂食（shí）服務；（僅可用於包1）;

The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);

（七）投標人須給予地方地Luxembourg Airport全球範（fàn）圍（wéi）航空港候（hòu）機樓至（zhì）飯店彼此之間的（de）來回運輸（shū）量服（fú）務。（僅可用於包2）

The bidder shall be responsible for the transportation service back and forth the terminal building of Luxembourg Airport and hotel. (applicable to package 2 only)

注：投標人須按投標人輩數兒（ér）具體條件相繼給予認為證明書材料。

Note: Bidders are required to provide appropriate supporting documents according to the bidder's qualification conditions, article by article.

五、 投標人申請 Bidders Registration：

（一）申請時段：2024年（nián）1月5日至2024年1月10日（rì）,每日北京時段9:00-11:30，13:30-16:30（國度合法節周期除了），向（xiàng）進行采購人殯葬申請材（cái）料，過期達到的申請材料恕不進行接管。

Application Period: Registration must be submitted from January 5, 2024 to January 10, 2024. 9:00-11:30, 13:30-16:30 Beijing time every day (except national holidays).

（二）進行（háng）采購文獻得到
未在中國核動力投標進行采購網（www.zhuliyuan.com.cn）上（shàng）計數器社員的機構應先鍵擊計數（shù）器。計數器取得成功後（hòu）的在（zài） 投標社員 區依據投標通知書的認（rèn）為作出說明得到投標文獻（xiàn）！
