2、大體上狀況 

2.1 Project Name： wanning natural gas 2×460MW gas-steam combined cycle generator unit power generation project (hereinafter referred to as “ WANNING PROJECT”).

具體（tǐ）項（xiàng）目具體稱謂：萬寧自然氣 2×460MW 級天燃氣-水蒸氣統一進行集團火力發電醫衛組火力發電具體項目（這陣兒進（jìn）行縮寫“萬寧具體項目”）。  

2.2 Subject matter of bidding: generator circuit breaker and its auxiliary equipment

目的物具體稱謂：火力發電機說道斷路器以（yǐ）及其提供配套支（zhī）持設備

2.3 Source of Funds：Capital fund and project finance

資本策源地：資金金及具體（tǐ）項目籌融資

2.4 Project locations：wanning project is located in Wanning city Hainan Province P.R.C.

具體項目所在地：萬寧具體項目坐落在中國海南省萬寧市。     

2.5 TEnd-user: The end-user for wanning project is WANNING NATURAL GAS POWER GENERATION CO., LTD.

到最後（hòu）使用者：萬寧具體項目到最後使用者為萬寧自然氣火力發電著名具體責任公司。

2.7 endering scope: 2 sets of generator circuit breaker and its auxiliary equipment. Specifications: Un=20kV、 In=17000A 、Idn=100kA.

投標適用範圍： 火力發電機說道斷（duàn）路器以及其（qí）提供配套支持設備共 2 台套。規格型號：Un=20kV、

In=17000A 、Idn=100kA。

2.9 Terms and time of shipment :

Goods and services from other countries: CIP HAIKOU PORT P.R.CHINA 。 All the Contract Goods shall be delivered five (5) months after the effective date of the contract.

裝運具（jù）體條件和時段：

海（hǎi）外提供的貨色：CIP 中（zhōng）國海口（kǒu）市海港，所有較為條約貨（huò）色應在較為條約起作用後 5 個月寄遞（dì）。

 
3、Bidder qualification requirements.

投標人輩數（shù）兒具體要求 

3.1 Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy of the registration certificate equivalent to the business license of the enterprise.

保證人所處位置：投標人一定要是依地方國度法律規範進行設置，並較為郎中（zhōng）計數器，具備進行相（xiàng）信保證人（rén）所處位置的公司

（企業），投標人一定要給予切實有（yǒu）效的企業運營授權打印件或溝通於於企業運營授權的企業（yè）計數器計數（shù）器證明書打印件（jiàn）。

3.2 Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year and non- litigation certificates sealed by bidders.

商業領域良好聲譽：投標人應具（jù）備（bèi）較好的銀行家資信和商業領域良好聲譽，投標（biāo）人（rén）在近五年內尚（shàng）未在任（rèn）意一種相關（guān）情況較為條約中進行食言（yán），或因投標（biāo）人的原所以使任意一種相關情況（kuàng）較為條約（yuē）被（bèi）消除，不仍然存在還沒有需要的重要（yào）進行詞訟公（gōng）案，

投標人應給（gěi）予近全（quán）年內持續（xù）開具的銀（yín）行家資信證明書及由投標人蓋（gài）章的無進行詞（cí）訟證（zhèng）明書。  

3.3 Quality Assurance System: Bidders must provide copies of valid ISO9000 series quality assurance system certificates issued by authoritative agencies.

質量保障體係:投標人一（yī）定要給（gěi）予權威（wēi）單位進行（háng）頒（bān）給的切實（shí）有效的 ISO9000 多個係列質量保障（zhàng）體（tǐ）係證明證明書打印件。

3.4 The bidder should offer product design and manufacturing achievement of the same structure, type and the same technical specifications or above as required wanning project. The successful operation achievement for over 5 years is required. There is no bad record of equipment elimination or alteration due to big accident within 5 years since the same type of product has been put into operation.

投標人（rén）應與（yǔ）此同時（shí）具備與萬寧具（jù）體項目雷（léi）同整（zhěng）體結構、雷（léi）同模式、平等或上述技術（shù）規格的產品設計（jì）製造功績（jì），且（qiě）該功績應取（qǔ）得成（chéng）功正常運轉五年上述，不可仍然存（cún）在差不離型（xíng）產品未滿五年出現重要意外事故（gù）而進行引起的設備物競天擇及升級改造的無所作為進行記錄。

3.5 Production and Manufacturing Capacity

生產、製造實際能力

1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule requirements.

具備火力發電機斷（duàn）路器（qì）設計實（shí）際經驗的設計單位與相關人員。具備本技術符合規（guī）範所明確要求的設備進行試驗室配（pèi）套設施和製造生產工（gōng）藝（yì），所需的民房，進行足額的製造、進行加工、進行試驗裝備和製造能力，能按明確（què）要求的實施進度具體要求各個方麵順利完成被給予的較為條（tiáo）約；

2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,

dyeing and other methods;

使用（yòng） X 陰（yīn）極射線、超（chāo）聲波波、磁粉、顏料等辦法開展無害探病的進行（háng）檢查設備；

3) Facilities for workshop testing of various components/assemblies； 對多種構件/興建件開展工作室進行試驗的配套設（shè）施；

3.6 Bidder：

投標自治權:

Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.

Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at  the  same  time.  Tenderee do   not   accept   joint   bids   formed   by   two or  more legal persons or other organizations .

此次投標不決定辦（bàn）事處商投標。決定製造商的具備進（jìn）行相（xiàng）信保證人所處位置的分（fèn）、子公司以及其控股公司公司（sī）表示製造商投標，但一定要作為麵向本具體項目的製造商（shāng）進（jìn）行核準書。

合法表示人工（gōng）相同個人自身（shēn）的關於兩個及關於兩個上述（shù）保證人，母公（gōng）司（sī）、全資子公司以及其控股公司公司（sī）不可在本具體項（xiàng）目（mù）與此同時投標，投標人不進行接管關於兩家上（shàng）述（shù）的企業統一投（tóu）標（biāo）。

3.7 Subcontracting and manufacturing

分包製造

Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.

The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again.

決定投標人對非自治（zhì）權貨色開（kāi）展分包，重點（diǎn）設備或供貨較為條約的重點（diǎn）一部分不決定分包。在滿足相關條件時仍然存在分（fèn）包，投標人（rén）應遞給投標人與分包（bāo）商彼此之間的議定書書（shū）複本。每其中一（yī）個分包商的具體稱謂、所在位（wèi）置和（hé）分包的具體內容（róng）應在投標（biāo）文獻中進行並且作出說明；

分包商的輩（bèi）數兒一定要符（fú）合（hé）投標文獻（xiàn）的與此相（xiàng）關具體要求，不決定分包商再分包。
