中化建全球範圍 （這陣兒進行（háng）稱號″投標辦（bàn）事（shì）處單位”）受中海殼牌（pái）原油化學工業 （這陣兒進行稱號″投標人”）寄托，就中海殼牌惠州聚碳酸酯具體項目所需一部分貨色及與（yǔ）此（cǐ）相關（guān）服務開展全球範圍著名投標。現三顧茅廬投標人對進（jìn）行下麵貨色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project . Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 投標具體條件 Preconditions for Solicitation
具（jù）體項目大概：中海殼牌原油化學工業 （這陣兒進行縮寫″中海殼牌”）擬在廣東惠州大亞（yà）灣石油化工行業領域工（gōng）業園區（qū）新持續建中海殼（ké）牌惠州聚碳酸酯具體（tǐ）項目，以達成其建（jiàn）設全球（qiú）級、較高程度緊密化的石油化工生產基地的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

重點（diǎn）具體功能：自動化化進行測試係統使用（yòng）嶄新研發IA自動化化進行控（kòng）製應用軟（ruǎn）件，達成全（quán）部自動化（huà）化的內定酚醛塑料材料等的度量衡、極限抗拉強（qiáng）度、模量和進行增長率等材料材料（liào）使用性能。
Main Functions: The automated testing system utilizes newly developed IA automated control software to automatically measure material properties of plastics and other materials, such as dimensions, strength, modulus, and elongation.

3. 對投標人的輩數（shù）兒和功績具體要（yào）求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）輩數兒具（jù）體要求Requirements for Qualifications of the Bidder ★
A. ★在滿（mǎn）足相關條件（jiàn）時投標人工中邊界內計數（shù）器公司，投標人需具備法定切實（shí）有效的企業保證人運營授權、稅捐計數器證及安排單位源代（dài）碼證或證照統一的運營授權，投標時需給予複製件進（jìn）行詳察件（複製件複查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★在滿足相關條件時投標人工（gōng）中邊界外計數器公司，需給予切實有效的公司計數器計數器證（zhèng）明書；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人工 的，需（xū）具（jù）備法定切實有效的運營授（shòu）權（境內計數器）/公（gōng）司計數器計數（shù）器證明書（境外計數器）和上麵保證（zhèng）人機構進行核準書（進行核準該 投標和訂約較為條約），投標時需給予複製件進行詳察件（複製件複（fù）查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★投標人認同（tóng）該（gāi） 和上麵保（bǎo）證人機（jī）構的資格條件、輩數兒和功績，不認同（tóng）相同上麵保證人機構的其他 的資格條（tiáo）件、輩數兒和功績。 與上麵保證人機構隻可（kě）集團積極參與投標（biāo），與此同時積極（jí）參與投目的（de）物，投標均較為空空。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★投標人加以應為所投貨色的（de）製造商或辦事處商。
The Bidder shall be the manufacturer or the Agent of the Goods being offered.
★在（zài）滿足相關（guān）條件時投標人（rén）所投貨色（sè）非投標人自身製造，投標人應取得所投貨色製造商可以其在此次投標中給（gěi）予該貨色的較（jiào）為郎中進行核準書。投標時給予製造商進行核（hé）準書複製（zhì）件的進行詳察件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投標人以自身製造的貨色積極參與投目的（de）物，無法（fǎ）再將此貨色與此同（tóng）時進行核準給其餘投標如意人生與投標，不然與此相關的全部投標將被（bèi）不肯。投標（biāo）人將被（bèi）進行核準的貨色再進行核準給（gěi）其餘投標人與此同時（shí）積（jī）極參與（yǔ）投目的物，與此相關的全部投標將被（bèi）不肯（kěn）。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. 有沒有進行接管統（tǒng）一體投標：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未（wèi）領購投標文獻有（yǒu）沒有能夠（gòu）參（cān）與投標:使不得以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
F.其他:如投（tóu）標人工製造商相同集（jí）團公（gōng）司責（zé）任政府對（duì）外銷售投標所加（jiā）以投產品的全資子（zǐ）公司、控股公（gōng）司子公（gōng）司（投標人應給予製造商或其上麵公司證明書以（yǐ）上須知的證明書文獻），則視投標人工製造商。投標產品由製（zhì）造商有所區別（bié）工場生產且采用雷同品牌名（míng）稱（chēng）時，給予進行接管。
others: If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
相同集團公司（sī）世界適用（yòng）範圍內有所區別製造商（即相同集團公司有關旗下的全資（zī）子公司（sī）或控股公司子（zǐ）公司或製造工場（chǎng））製造的所加以投產品的功績，便是投（tóu）標人（rén）所加以投產品（pǐn）的製造商（shāng）的功績；投標人應（yīng）給（gěi）予作出說明函，作出說明（míng）此次所加以投產品的製造商與符合以上功績具體要求的產品製造商進行（háng）所（suǒ）在相同集團公司。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

（3）功（gōng）績具體要求（qiú）Requirement for Bidder's Past Performance:
2020年1月1日（rì）至投標截至（zhì）日（以（yǐ）較為條約進行簽訂時段加以為準），投（tóu）標人所加以投產品的製造商具備2個較為條約均老鼻子於1台機器人進行測試係統的供貨功績。
From January 1st, 2020 to the bid deadline (subject to contract signing date), the manufacturer of the products offered by the bidder must have delivered at least 2 contracts each containing no less than 1 robot testing system.
投標人須按明確要求說明書正式提交功績表，持續並提交與此相關功績證明書文獻。功績證明書（shū）文獻包含：1）對外銷售較為條約；2）使用者簽署或（huò）蓋章的（de）到會驗（yàn）光材料（進行領略稅特地發單或到會驗光單或進行調（diào）試驗光曉（xiǎo）以（yǐ）大義或其他（tā）能夠證明書較（jiào）為（wéi）條約項下貨色目前已經到會驗光的切實有效證明書材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. VAT invoice, Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投標人所正式提交的功績證明書（shū）文獻（xiàn）一定要起碼反映這陣兒具體內容：較為條（tiáo）約進行簽訂時段、較為（wéi）條約進行簽訂頁（yè）（中（zhōng）國大陸進行零錢較為條約應該具備雙邊蓋（gài）章，全球範（fàn）圍進行零錢較為條約應該具備雙邊簽署或（huò）蓋章）、貨色具體稱謂、使用者簽署或蓋章的到會驗光（guāng）材料（liào）。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.
若功績較為條約為十二個月議定書，除給予十二個月議定書外，還應（yīng）給（gěi）予認（rèn）為的（de）已到會定單，定（dìng）單具體內容（róng）或號碼應與十二個月（yuè）議定書與此相關聯。相同個十二個月議定書下，給予1個或上（shàng）述的定單及與定單與之對應的到會驗光材料，均（jun1）便是1個切實有效功績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未正式提交功績證（zhèng）明書文獻（xiàn），或借助所給予的功績證明書文（wén）獻束手無策決定符合以上功績具體要求的，均被便是較為空空（kōng）功績。
Failure to submit the past performance certification documents, or inability to make sure that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

從2025年11月13日進行首先至2025年11月20日止，請計數器″中國海油購買業務範圍進行管理與貿易係統(）的″投標通知（zhī）書”頁麵開展選購。
Bidders are requested to log in to the "投（tóu）標通知書" (Notice of Procurement ) page of the CNOOC Procurement Operation System () to purchase the Solicitation Documents from Nov. 13rd 2025 to Nov.20th, 2025.

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自行計數器著名（míng）投標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投標（biāo）人須在線填（tián）空″ 進行（háng）繳納取得成功後，投標人可自動載入投標文獻。投（tóu）標文獻有關每套零售價好自（zì）為之民幣200元或（huò）25美金，售後不退。文獻出售花消可用於進行打印和作為投標文獻/輩數兒原審文（wén）獻。有作為實際（jì）需要（yào）的請在（zài）進行繳納時備考收件人與此相關相關信息。
The bidder is requested to fill in the "選購投標文獻計數器表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
