中化建全球範圍 （這陣兒進行稱號″投標辦事處單位”）受中海殼牌原油化學（xué）工業 （這陣兒進行（háng）稱號″投標人”）寄托，就中海殼牌惠（huì）州三期（qī）聚氯乙烯具體項目所需一部分貨色及與（yǔ）此相關服務開展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨（huò）色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：中海殼牌原（yuán）油（yóu）化（huà）學工業 （這（zhè）陣兒進行縮寫″中海殼牌”）擬在廣東惠州大亞灣石油化工行（háng）業領域工業園區新持續建中海（hǎi）殼牌惠州三期聚氯乙烯具（jù）體（tǐ）項目，以達成（chéng）其（qí）建（jiàn）設（shè）全球級、較高程（chéng）度緊密化（huà）的石油化工生產基地的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關條件時投標人工境內計數器公司，投標人需給予法定切實有效的企業保證人運營授權（quán）、稅捐計（jì）數器證及安排單位源代（dài）碼證或證照統一的運營授權（quán），投標時需給予複製件進行詳察件（複製件複查）；
在滿足相關（guān）條件時投標人工境外計數器公司，需給予切實有效（xiào）的公司計數器計數器證明書；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人加以應為此次投標所加以投產品的製造商或是進行核（hé）準辦事處商。在滿足相關條件時投標人是辦事處商，則須給予製造商切實有效進行核準書；如投標人工製造商相同集團公司責任政府（fǔ）對外銷售投標所加以投產（chǎn）品的全資子公司、控股公司子公司（sī）（投標人應給予製造商或其上麵公司證明書以（yǐ）上須知的證明（míng）書文獻），則視（shì）投標人工製造商。無法再將（jiāng）此貨色與此同時進行核準給其餘投標如意（yì）人生與投標，不然與（yǔ）此相關的全部投標將被不肯。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資格條件具體要求Qualification requirement:
A. 異常設備證明書：彈道式超（chāo）聲波波客流量計到會時應隨貨（huò）給予《異常設備開展監督進行檢查證明書（壓強彈道部件（jiàn）製造）》。對中國大陸製造的（de）客流量計（殼體），投標（biāo）文獻中應（yīng）給予《中中國（guó）人民共和國異常設備生產許可證》（壓強彈道部件），許可適用範圍應包含（hán）客流量計（殼體）。
A.Special Equipment Certificate：For in-line ultrasonic flowmeters, a Supervision and Inspection Certificate for Special Equipment (Manufacture of Pressure Piping Components) shall be provided together with the goods upon delivery.For flowmeters (Shell) manufactured domestically, the bidding documents shall include the Manufacture License of Special Equipment of the People’s Republic of China (Pressure Piping Components), and the licensed scope shall cover the flowmeter (Shell）.
B. 防水（shuǐ）證明書：投（tóu）標（biāo）人一（yī）定要給予產品製造商的防水價電子式要樣兒的國度進行核（hé）準防水證明單位進行頒給的（de）《產品防（fáng）水符合標準證》
B.Explosion-Proof Certificate: The Bidder must provide the Product Explosion-Proof Certificate of Conformity for the manufacturer’s explosion-proof electronic instruments, issued by a nationally authorized explosion-proof certification body.
C. 其餘證明書：投（tóu）標人應獲得持續並提供《中中國人（rén）民共和國計量學器（qì）械模式正式批準證明書》。
Other certificate:The Bidder shall obtain and provide the Type Approval Certificate for Measuring Instruments of the People’s Republic of China.
（3）功績具體要求Requirement for Bidder's reference:
2015年1月1日至投標截至日(以較為條約進（jìn）行簽（qiān）訂時段加以為準)，投標人起碼具備2個投入實際使（shǐ）用於
聚（jù）氯乙烯裂化設置 或（huò）
苯聚氯乙烯-環（huán）氧丙烷(SMPO)設置 或（huò）
聚醚（mí）多元主義醇(DMC-POD)設置 或
裂（liè）化汽油（yóu）引擎持續加氫設置（zhì）
單件較為條約供貨數額老鼻子於4台的超（chāo）聲波波客流量計較為條約功績。
以上功績較為條約中有（yǒu）其中一個符合（hé）包括起（qǐ）碼1台有（yǒu）名無實通徑不不可企及DN2000技術具體（tǐ）條件的固體扡（qiān）插式超聲波波客流量計。
This project does not accept bids from agents (resellers).
From January 1, 2015 to the bid submission deadline (determined based on the contract signing date), the bidder shall have at least two contract performance records for ultrasonic flowmeters applied in one or more of the following units:Ethylene cracking unit，or Styrene Monomer–Propylene Oxide (SMPO) unit，or Polyether polyol (DMC-POD) unit，or Pyrolysis gasoline (Pygas) hydrotreating unit.
For each such contract, the supplied quantity shall be no fewer than 4 ultrasonic flowmeters.
Among the above performance contracts, at least one shall include a liquid insertion-type ultrasonic flowmeter with a nominal diameter not less than DN2000 that meets the technical requirements.
相同（tóng）集團公司（sī）世界適用範圍內有所區別製造商（即相同集（jí）團公司有關旗（qí）下的（de）全資子公司或控股公司子公（gōng）司或製造工場）製造（zào）的超聲波波（bō）客流量計的功績，便是投標（biāo）人所投（tóu）超聲波波客流量計的製造商的功績；投標人應給予作出說明函，作出說明此次所投超（chāo）聲波波（bō）客（kè）流量計的製造（zào）商與（yǔ）符合以上功績具體要求的產品製造商進行所在相同集團公（gōng）司。
The performance of the Ultrasonic flowmeter submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of Ultrasonic flowmeter submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the Ultrasonic flowmeter submitted in this bid and the manufacturer of the Ultrasonic flowmeter meeting the above performance requirements belong to the same group.
投標人須按明確要求說明書正式提交功績表，持續並提交（jiāo）與（yǔ）此（cǐ）相關功績證明書文獻。功績證明書文獻（xiàn）包（bāo）含：1）對（duì）外銷售較為條約和2）使用者簽署或蓋章的到會驗光材料（到會驗光單或進行調試驗光（guāng）曉以大義（yì）或（huò）其餘能夠（gòu）證明書較為條約項下貨色目前已經到會驗光的切實有效證明書材料）。投標人所正式提交的功績證明書文獻一定要起碼（mǎ）反映這陣兒具體內容：較為條約進行簽訂時段、較為（wéi）條（tiáo）約進行（háng）簽訂頁（中國大陸進（jìn）行零錢較為條約應該具（jù）備雙邊蓋章（zhāng），全球範圍進行零錢（qián）較為條約應該具備雙邊簽署或蓋章）、製（zhì）造商具體稱謂、設置具體稱謂、貨色具體稱（chēng）謂、供（gòng）貨數額。
若功績較為條（tiáo）約為（wéi）十二個月議定書，除給予（yǔ）十二個月議定書外，還應給予（yǔ）認為的已到會定單，定單具體內容（róng）或號碼應與十二個月議定書與此相關聯。相同個十二（èr）個月議定書下給予1個或上述的定單及與定單與（yǔ）之對應的到會驗光材料均算為1個切實有效功績。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未正式提交（jiāo）功績（jì）證明書文獻，或借助所給予的功績證明書文獻束手（shǒu）無策決定符合以上功績具體要（yào）求的，均便是較為空空（kōng）功績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
在滿足相關條件時投標（biāo）人是辦事處商,2022年1月1日至投標結束時間（jiān）（以較為條約進行簽訂時段加以為準），投標人應具備起碼1個較為（wéi）條約與此（cǐ）次投標差（chà）不離產（chǎn）品的營銷業績（jì），持續並提供與此相關功績（jì）證明書文獻。功績（jì）證明書文獻包含但（dàn）不禁止對（duì）外銷（xiāo）售較為條約打印件，起碼反映（yìng）這陣兒具（jù）體內容：較為條約進行簽訂時段、較（jiào）為條約進行簽訂頁（yè）（中國大（dà）陸進行零錢較為條約應該具備雙邊（biān）蓋章，全球範圍進（jìn）行零錢較為條約應該（gāi）具備雙（shuāng）邊（biān）簽（qiān）署或（huò）蓋（gài）章）、貨色（sè）具（jù）體稱謂。未正式提交功績證明書文獻，或借助（zhù）所給予的功績證明書文獻束手無策決定符合以上功績具體（tǐ）要求的，均便是較（jiào）為空空功績。
If the bidder is an agent, the bidder shall have at least one sales contract performance of similar valve in this bidding from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from Nov 13th , 2025 to Nov 20th, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
