中化建全（quán）球範圍 （這陣（zhèn）兒（ér）進行稱號″投標辦（bàn）事處單位”）受中海原油（中國） （這陣兒進行稱號″投標人”）寄托，就荔開平11-4稠油田18-1區塊研發具體項目所需一部分貨色及與此相關服務開展全球範圍（wéi）著名投標。現三顧茅廬投標人對進行下麵（miàn）貨色（sè）和服務正式提交密（mì）封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC China Ltd. Shenzhen (hereinafter referred to as ″Tenderee”), intends to purchase the Goods and the relevant services required under KP11-4 OIL FIELD BLOCK 18-1DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Bidding Conditions：
具（jù）體項目（mù）大概：開平11-4稠油田坐落在南海滇西偏西區域，距香港西南約295km，開平11-4稠（chóu）油田包括11-4區塊（深深的340-360米）、18-1區塊（深深的460-530米）。 開平（píng）11-4稠油田18-1區塊研發具體項目使用″潛水艇生產係統回接圓筒型FPSO”運（yùn）行方式開展研發。進行劃成1d（1d/1dSa）、2d(2d、5)兩套潛水艇生產係統各自回接至（zhì）新（xīn）建的圓筒型FPSO。開平11-4稠油田18-1區塊規劃2029年加（jiā）以投產。本購買包進行采購的石（shí）油外輸計量學標定撬將可用於新建圓（yuán）筒型浮（fú）式生產儲卸油設置FPSO上。
Project Summary：The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. Crude Oil Metering and Proving System procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3. 對投標人的輩數兒和功績具體要求：

Requirements for Qualification of Bidder
★A.在（zài）滿足相關條件時投標人工中邊界內計數器公司，投標人需具備法定切實有效的企業保證（zhèng）人運營授（shòu）權、稅捐計數器證及（jí）安（ān）排（pái）單位源代（dài）碼（mǎ）證或證照統一的運營（yíng）授權，投標時需給予複製件進行詳（xiáng）察件（複製件複查（chá））；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
在滿足相（xiàng）關條件時投標人工中邊界外計數器公司，需給予切實有效的公司計數器計數器證明書；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標人工 的（de），需具備法定切（qiē）實有效的運營（yíng）授權（境內計數器）/公司計數器計數器證明書（境外計數器）和上麵保證人機構進（jìn）行核準書（進行（háng）核準（zhǔn）該 投標和訂約較為條約），投（tóu）標時需給予（yǔ）複製件進行詳察件（複製件複查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
投標人認（rèn）同該 和上麵保證人（rén）機構的資格（gé）條件、輩數兒和功績，不認同相同上麵保證人機構的其（qí）他 的資（zī）格條件、輩數兒和功績。 與（yǔ）上麵保證人機構隻可集團積極參（cān）與投標，與此同（tóng）時積極參與投目（mù）的物（wù），投標均較為空空。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
★B.製造商具體要（yào）求:
投（tóu）標人應是石油外輸計量學標定橇（qiāo）的更為專業製造商或辦事處商。在滿足相關條件時投標人是辦事處商，這樣的話投標人應取得製造商可以其在中國為此次投標給予該石油外輸計量學標（biāo）定（dìng）橇（qiāo）整橇（qiāo）的法定較為（wéi）郎（láng）中進行核準並作為（wéi）製造商左不過符合（hé）標準進行核準。投標人將（jiāng）投目的物貨色再進行核準給其餘投標人與此同（tóng）時（shí）積極參與投目的物，與此相關的（de）全部投標將被不肯。
Manufacturer requirement:
The SUPPLIER shall be a professional manufacturer or agent of the Crude Oil Metering and Proving System. If the SUPPLIER is an agent, the SUPPLIER shall obtain the manufacturer's legal and formal authorization to provide the crude oil metering and proving system whole skid for this bid in China and issue the manufacturer's only qualified authorization. If the bidder authorizes other bidders to participate in the bidding process for the goods being tendered, all related bids will be rejected.
★C.投標文獻中（zhōng）給予製造商進（jìn）行核準書的中標進行遴（lín）選人，應在中標進（jìn）行遴選（xuǎn）人出風頭後3個具體工作趕明兒將製造商進行核準書複製件（簽署或人名章（zhāng）或印把（bǎ）子均須為複製（zhì）件，不進行接管進行詳察進（jìn）行頓足（zú）文獻）達到投標人
