2.2 Subject matter of bidding: generator circuit breaker and its auxiliary equipment
目的物具體（tǐ）稱謂：火力發電機說道（dào）斷路器（qì）以及其提供配套支持設備
2.3 Source of Funds：Capital fund and project finance
資本策（cè）源地：資金金（jīn）及具（jù）體項目籌融（róng）資
2.4 Project locations ： FoShan Project is located in GaoMing District, FoShan city, GuangDong Province P.R.C.
具體項（xiàng）目（mù）所在地：佛山具體項目（mù）坐落在廣東省佛山市（shì）高明區。
2.8 Tendering scope: 2 sets of generator circuit breaker and its auxiliary equipment.
Specifications: Rated Voltage≥21kV; Rated Current≥13000A@40℃; Arc extinguishing medium:SF6 ; Rated short-circuit breaking current =100kA.
投標適用範圍：火力（lì）發電機說道斷路器以及其提供配套支持設備（bèi）共 2 台套。規格型號（hào）：額定聚（jù）氯乙烯：
≥21kV、 額定脈動電流：≥13000A@40℃、滅弧電介質：SF6 、額定短路隔離脈動電流(係統源/火力發電機源) ：100kA。
2.9 locations and time of dilivery :
locations: GUANGZHOU PORT P.R.CHINA。All the Contract Goods tentatively scheduled for delivery in April 2021.

3、Bidder qualification requirements.
投標人輩（bèi）數兒具體要求
3.1 Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy
of the registration certificate equivalent to the business license of the enterprise.
保證人所處位置（zhì）：投標人一（yī）定要是依地（dì）方國度（dù）法律規範進行設置，並較（jiào）為郎中計數器，具備進行相信保證人所處位置的公司（企業），投標人一定要給予切實有（yǒu）效的企業運（yùn）營授權（quán）打印（yìn）件或溝通於於企業運營授權的企業計數器計（jì）數器證明書打印件。
3.2 Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year
and non-litigation certificates sealed by bidders.
商業領域良好聲譽：投標人應具備（bèi）較好的銀行家資信和商業領域良好聲（shēng）譽，投標人在近五年內（nèi）尚未在任意一種（zhǒng）相關情況較為條約中進行食言，或因投標人的原所以使任意一種相關情況較為條約被（bèi）消除，不仍然存在還沒有需要
的重（chóng）要進行（háng）詞（cí）訟公案，投標人應給予近全年內持續開具的銀行家（jiā）資信證（zhèng）明書及由投標人蓋章的無進行詞訟證明（míng）書。
3.3 Quality Assurance System: Bidders must provide copies of valid ISO9000 series
quality assurance system certificates issued by authoritative agencies.
質量保障體係:投標人一定要（yào）給予權（quán）威單（dān）位進行頒給的切實有效的 ISO9000 多個係列質量（liàng）保障體係證明證明書打印件。
3.4 The equipment tendered by the bidder has 2 achievements of 9F gas turbine and above units.
The equipment tendered by the bidder has more than 2 years of success operation
experience with 1 achievement of 9F gas turbine and above units.
供貨功績：投標人（rén）所投目的物設備具備 9F 級燃機及上述醫衛組的功（gōng）績 2 個。
正常運轉功績：投標人所（suǒ）投目（mù）的物設備具備 9F 級燃機及（jí）上述醫（yī）衛組的正常運轉 2 年上述功績 1 個。
3.5 Production and Manufacturing Capacity
生（shēng）產（chǎn）、製造實際能（néng）力
1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule
requirements.
具備火力發電機（jī）斷路器設計實際經驗的設計單位與相關人員。具備本技（jì）術符合規範所明確要求（qiú）的設備進行試驗室配套設施和製造生產工（gōng）藝，所需的民房，進行足額的製造、進行加工、進行試驗裝備和製造能力，能按明確要求的實施進度具體要求各個方麵順利完成被給（gěi）予的較（jiào）為條約（yuē）；
2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,
dyeing and other methods;
使用X 陰（yīn）極射線、超聲波波、磁粉、顏料等辦法開展無害探病的進（jìn）行檢查設備；
3) Facilities for workshop testing of various components/assemblies； 對多（duō）種構件/興建（jiàn）件開展工作室進行試驗的配套設（shè）施；
3.6 Bidder：
投標自治權:
Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are
allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.
Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at the same time. Tenderee do not accept joint bids formed by two or more legal persons or other organizations .
此次投標不決定辦（bàn）事（shì）處商投標。決定（dìng）製造商的具（jù）備進行相信保（bǎo）證人所處位置（zhì）的分、子公司以（yǐ）及其控股公司公司表示製造（zào）商投標，但一定要作為麵向本具（jù）體項目的製造商進行核準書。
合法表示人（rén）工相同個人自身的關於兩個及關於兩個上述保（bǎo）證人，母（mǔ）公司、全資子公司以及其控股公司公司不可在本具體項目與此同時投標，投標人不（bú）進（jìn）行接管關於兩家上述的企業統（tǒng）一投標。
3.7 Subcontracting and manufacturing
分包製造
Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.
The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again. 決定（dìng）投標人對非自治權貨色開展分包，重點（diǎn）設備（bèi）或供貨較為條約的（de）重點一部分（fèn）不決定分包。在滿足相關（guān）條件時仍然存在分包，投標人應遞給投標人與分包商彼此之間的議定書書複本。每其（qí）中一個分包商的具體稱謂（wèi）、所在位置和分包的具體內容（róng）應在投標文獻中進行並（bìng）且作出說明；
分包商的輩數兒一（yī）定要符（fú）合投標文獻的與此（cǐ）相關具體要求，不決定分包商再分包。
