中化建全球範圍 （這陣兒進行稱號″投（tóu）標辦事處單位”）受中海（hǎi）殼牌原油化學工業 （這陣兒進行稱號″投標人”）寄托（tuō），就中海（hǎi）殼牌惠州三期聚氯乙烯具體項目所需一部分貨色及與此（cǐ）相（xiàng）關服務（wù）開展全（quán）球範圍（wéi）著名投標。現三顧茅廬投（tóu）標人對進行下（xià）麵貨色（sè）和服務正式提交密封（fēng）投（tóu）標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在（zài）滿足相關條件時投標人（rén）工境（jìng）內計數器公（gōng）司，投標人需給予法定切實有效的企業保證人運營授權、稅（shuì）捐計數器證及安排單位源代碼證或證照統一的運營授權，投標時需給予複製件（jiàn）進行詳察件（複製件複查）；
在滿足相關條件時（shí）投標人工境外計數器公司，需給予切實有效的公司計數器計數器證明書；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人加以應為所加以（yǐ）投產品（色譜法進行分析儀係統/進行分析蝸居（jū））的製造商。如投標人工製造商相同集團（tuán）公司責任政府對（duì）外銷售投標（biāo）所加以投產品的全資子公司、控股公司子公司（投標人應給予製造商（shāng）或其上麵公司證明書以上須知的（de）證明書文獻），則視投（tóu）標人（rén）工（gōng）製造商。
The bidder shall be the manufacturer of the products (chromatographic analyzer system/analysis cabin). If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer.

2015年1月1日至投標截至日（以較為條約進行（háng）簽訂時段加以為準），投標文獻應與此同時符合這陣兒功績具體（tǐ）要求（可（kě）進行接管這陣兒關於（yú）兩項具體要求與此同時反映在其中一個較為條約）：
（1）投標人所（suǒ）投的色譜法（fǎ）進行分析儀（yí）的製（zhì）造商具（jù）備起碼2個在中（zhōng）邊界內投入實際使用於烴類電介質進行測（cè）量的較為（wéi）條約功績（VOC非甲烷總烴進（jìn）行測量投入實際使用除了），單件較為條約數額老鼻子於15台；
（2）投（tóu）標人具備起（qǐ）碼1個在中邊界內進行分（fèn）析蝸居（jū）係統統一的較為條約功績，單件較為條（tiáo）約中（zhōng）色譜法（fǎ）進行分析儀數額老鼻子於5台。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：
(1) The manufacturer of the chromatographic analyzer submitted by the bidder has at least two contract performances in China for the measurement of hydrocarbon media (excluding VOC non-methane total hydrocarbon measurement applications), with no less than 15 units in each contract.
(2) The bidder must have at least one contract performance of system integration of analytical cabins in China, with not less than five sets of chromatographic analyzers in a single contract.
投標人須按明確要求說明書正式提（tí）交功績表，持（chí）續並（bìng）提交與此相關功績證明書文獻。功績證明書文獻（xiàn）包含但（dàn）不禁止（zhǐ）：對外銷售較為條約打印件。投標人（rén）所正式提交的功績證（zhèng）明書文獻一定要起碼反映這陣兒具體內容：較為條約進行簽訂時段、較為條約進行簽訂頁（中國大（dà）陸進行零錢較為條約應該具備雙邊蓋章，全球範圍（wéi）進（jìn）行零錢較為條約（yuē）應該具備雙邊簽署或蓋章）、具體項（xiàng）目地方地、製造商具體稱謂、貨色具體稱謂（wèi）、色譜法（fǎ）儀數額、烴類電介質等。
若功績（jì）較為條約為十（shí）二個月議定書，除給予十二個月議定書外，還應給予認為的定單，定單具體（tǐ）內容或號碼應與（yǔ）十二個月議定書與此（cǐ）相（xiàng）關聯。相同（tóng）個十二個月議定（dìng）書（shū）下給予1個或上述的定單（dān）均算為1個切實有效功績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), project job, name of manufacturer, name of goods, the number of chromatographs and hydrocarbon media.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.
未正式提交功績（jì）證明書文獻，或借助所給予的功績證明書文獻束手無策決定符合以（yǐ）上功績具體要（yào）求的，均便是較為空空（kōng）功績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有勺口兒的投標人可借助這陣兒方法得到投標文獻：從2025年10月17日進行（háng）首先至2025年（nián）10月24日止，請計數器（qì）中國海（hǎi）油購買（mǎi）業務範圍進行管理與貿易係統(）的投標通知書頁麵開展選購（gòu）。頭（tóu）一回計數器一定要較為先進行計數器（免費教育），計數器取得成功後，可以 投標人須在線（xiàn）填空 投標（biāo）文（wén）獻有（yǒu）關每套零售價為（wéi）200元普通人幣或（huò）30美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from October 17, 2025 to October 24, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
