中化建全球範圍 （這陣兒（ér）進行（háng）稱號″投標辦事處單位”）受中海殼牌原（yuán）油化學工業（yè） （這陣（zhèn）兒進行稱號″投標人”）寄（jì）托，就中海殼牌惠州三期聚氯乙烯具體項（xiàng）目所需一部分貨（huò）色及與此相關服務開展全球範圍著名投標。現（xiàn）三顧茅廬投標人對進行下麵貨色（sè）和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：中海殼牌原油化學工業 （這（zhè）陣兒進行縮寫″中海（hǎi）殼牌”）擬在廣東惠州（zhōu）大（dà）亞灣石油化工行業領域（yù）工業（yè）園區新持續建中海（hǎi）殼牌惠州三期聚氯乙烯具體項目（mù），以（yǐ）達成其建設全球級、較高（gāo）程度緊密化的石油化工生產基（jī）地（dì）的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Main Specifications：The size of Anti-surge Control Valves range from 8”to 30”. The body material of the control valves including A216 WCB, A352 LCC, A351 CF8, and A351 CF8M, the trim material is 316SS+Stellite. The rate range from CL150 to CL600.

3. 對投標人的輩數兒和功績具體要求：

A．在滿足相（xiàng）關條件時投標人工境內計數器公司，投標人（rén）需給予法定切實有效的企業保證人（rén）運營授權、稅捐計數器證及安排單位源代碼證或證照統一的運營授權，投標時需給予複製件進（jìn）行詳察件（複製件複查）；
在滿足相關條（tiáo）件時投（tóu）標人工境外計數器公司，需（xū）給予切實有效的公司計數器計數器證明（míng）書；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.此次投標不進行接管辦事（shì）處商投標（biāo）。投標人加以應為（wéi）此次投標所加以投產品（pǐn）的製造商。如投標人工（gōng）製造商相同集團公司責任政（zhèng）府對外銷售（shòu）投標所加以投（tóu）產（chǎn）品的全（quán）資子公司、控股公司子公司（投標人應給予製造商或（huò）其上麵（miàn）公司證明書以上須（xū）知的證明書文獻），則視投標人（rén）工製造商。無法（fǎ）再將此（cǐ）貨色與此同時進行核準給其餘投標如意人生與投（tóu）標，不然與此相關的（de）全部投標將被不（bú）肯。
Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）資格條件具（jù）體要（yào）求Qualification requirement:
投標產品製造商應獲得包（bāo）含在相應範圍之內（nèi）此次投標產（chǎn）品且切實有效的《中中國人民共和國異常設備生產（chǎn）許可證》（壓強（qiáng）彈道部件製（zhì）造）及《異（yì）常（cháng）設備模式進行試驗（yàn）證（zhèng）明書》（壓強彈道部件）。投標時需給予證明書複（fù）製件進行詳察件（複製件複（fù）查）並可在全國範圍內異常設（shè）備出風頭（tóu）相關（guān）信息進行調查服務平台（ info-pub/pub）確認。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform ( info-pub/pub).
（3）功績（jì）具體要求Requirement for Bidder's reference:
2015年1月1日（rì）至投標（biāo）截至日（以較為條約進行簽訂時（shí）段加以為準），投標人所加以投產品的製造（zào）商在（zài）中邊界內應具備聚氯乙烯設置的防（fáng）葉片式壓縮機調整閥（fá）2個較為條約（yuē）功績且單件較（jiào）為條約數額不（bú）等或等式10台。每（měi）張較為（wéi）條約中應包括（kuò）1台入口度（dù）量衡≥24”還有電介（jiè）質為烴類（即碳（tàn）氫合成物，如裂化氣等）的異徑（即（jí）說道（dào）度量衡不等（děng）入口度量衡）角（jiǎo）型防（fáng）葉片式壓縮機調整閥。
相同集團（tuán）公司世界適用範圍內有所區別製（zhì）造商（即相同集團公司有（yǒu）關旗下的全資子公司或控股公司子公司或（huò）製造工場）製（zhì）造（zào）的所加以投產品的功績，便是投（tóu）標人所（suǒ）加以投產品的製造商的（de）功績；投標人應給予作出說明函，作出說明此（cǐ）次所加以投產（chǎn）品的製造商與符合（hé）以上（shàng）功績（jì）具體要求的產品製造商進行所在相同集團（tuán）公司。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have two supply contracts of anti surge globe control valves for Ethylene Plant and the valve number of each contract need to be greater than or equal to 10. Each contract shall include one diameter-variable(means outlet size larger than the inlet size) angle-type anti surge globe control valve which valve inlet size need to be greater than or equal 24 " and a medium of hydrocarbons (i.e., carbon-hydrogen compounds such as cracking gas, etc.).
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人須按（àn）明確要求說明（míng）書正式提交功績表，持續並提交與此相關功績證明書（shū）文獻（xiàn）。功績證明書（shū）文獻包含但不禁止：對外銷售較為條約打印（yìn）件。投（tóu）標人所正式提交的功績證（zhèng）明書文（wén）獻一定要起碼反映這陣兒具體內容：較為條約進行簽訂時段、較為條約進行簽（qiān）訂頁（中國大陸進行零錢較為條約應該具（jù）備雙邊蓋章，全球範圍進行零（líng）錢較為條約應該具備雙邊簽（qiān）署或蓋章）、製造商具體稱謂、設置具體稱謂、貨（huò）色具體稱謂、貨色數額、標（biāo）準度（dù）量衡、電介質、閥體種類。
若功績較為條約為十二個月議定書，除給予十二個月議定書外，還應給予認為的已到會定單，定單具體（tǐ）內容或（huò）號碼應與十二個月議定書與此相關聯。相同個十二個月議定書下給予1個或上述的定（dìng）單（dān）及與定單與（yǔ）之對應的到會驗光材料均算為1個（gè）切實有（yǒu）效功績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods、valve size、medium、body style.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未正式（shì）提交功績證明書文獻，或借助所給予的功績證明書文獻束手無策決定符合以上功績具體要（yào）求的，均便是較為空（kōng）空功績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有勺口兒的投標人可借助這陣兒方（fāng）法得到投（tóu）標文獻：從2025年07月15日進行首先至2025年07月（yuè）23日止，請計數器中國海油購買業務範圍進行管理與（yǔ）貿易（yì）係統(）的投標通知書（shū）頁麵開展選購。頭一回計數器一定要較為先進行計數器（免費教育），計數器取（qǔ）得成功後（hòu），可以 投標人須在線填空 投標文獻有關每套零售價為200元（yuán）普通人幣或30美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from July 15, 2025 to July 23, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
