中化建全球範圍 （這陣兒進行稱號″投標辦事處單位”）受中（zhōng）海殼牌原油化（huà）學工業 （這（zhè）陣兒進行稱號″投（tóu）標人”）寄托，就（jiù）中海殼牌惠州三期聚氯乙烯具體項目所需一部分貨色及與此相關服務開展全球範圍著名投標。現三顧（gù）茅廬（lú）投標人對（duì）進行下（xià）麵貨色和服務正式提交密封（fēng）投（tóu）標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：中海殼牌原油（yóu）化學（xué）工（gōng）業 （這陣兒進行縮寫″中海殼牌”）擬在廣東（dōng）惠州大亞灣石油化工行業（yè）領域工業園區（qū）新持續建中海殼牌惠州三期（qī）聚氯乙烯具體項目，以達成其建設全球級、較高程度緊（jǐn）密化的石油化工生產基地（dì）的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關條件時投標人工境內計數器公司，投標人需給予法定切實有效的企業保證人運營授權、稅捐計數器證及安排單位源代碼證（zhèng）或（huò）證照統一的運營授權，投標時需給（gěi）予複製件進行詳察件（複製件複查）；
在滿（mǎn）足相關條件時投標人（rén）工境外計數（shù）器公司，需給予切實有效的公司計數器計數器證明書；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.此次投標不（bú）進行接管辦事處商投標。投（tóu）標（biāo）人加以應（yīng）為此（cǐ）次投標所加以（yǐ）投產品的（de）製造商。如投標人工製造商相同集（jí）團公司責任（rèn）政府對外銷（xiāo）售投（tóu）標（biāo）所加以投產品的全資子公（gōng）司、控股公司子（zǐ）公司（投標人（rén）應給予製造商或其上麵公司證明書以上須知的證明書文獻（xiàn）），則視投（tóu）標人工製造（zào）商。無法再將此貨色與此同時進行核準給其（qí）餘（yú）投標如意人生與投標，不然與此相關的全部投標將被不肯
Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資格條件具體要求（qiú）Qualification requirement:
A.投標產品製造商應獲得包含在相應範圍之（zhī）內此次投標產品且切實有效的《中中國人（rén）民共和國異常設備生產許可證》（壓強彈道部件製造）及《異常設備模式進行試驗證明書》（壓強彈道部件）。投標時需給予證明書複製件進（jìn）行詳察件（複製件（jiàn）複查）並可在全國範圍內異常設備出風（fēng）頭相關信息進行調查服務平台（ info-pub/pub）確認。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform ( info-pub/pub).
B.投標人應給予閥門所統一的閥門固定器的《產（chǎn）品防水（shuǐ）符合標準證》，由國度進行核準防水證（zhèng）明單位（wèi）進行（háng）頒給。投標時給予進行詳察件。
The bidder shall provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the integrated explosion-proof valve positioners.The scanned copy of the original shall be provided during bidding.
（3）功績具體要求Requirement for Bidder's reference:
2015年1月1日至（zhì）投標截至日（rì）（以較為條約（yuē）進行（háng）簽訂時段加以為準），投標（biāo）人所加以投產品的製造商（shāng）在中邊界內應具備（bèi）2套聚氯乙烯設置的氣動工具（jù）調整閥較為條約功績（jì），且符合這陣兒具體（tǐ）要求：
a.每張較為（wéi）條約氣動工具調整閥數額（é）不等或等式30台且（qiě）設計熱度≤-45℃，且包括1台設計熱度≤-160℃的氣動工具調整閥。
b.給予的2個較為條約功績中，起碼有（yǒu）1個較為條（tiáo）約應包括1台（tái）標準不等（děng）或等（děng）式14”且設計熱度低於等式-45℃的（de）氣動工具調整閥。
相同集團公司世界適（shì）用範圍內（nèi）有所區別製造（zào）商（shāng）（即相同集團（tuán）公司有（yǒu）關旗下的全（quán）資子公司或控股公司子公司或製造工場）製造的所加以投（tóu）產品的功績，便是投標（biāo）人所加以投產品的製造商的（de）功績；投標人（rén）應給予作出說明（míng）函，作出說明此次所加（jiā）以（yǐ）投產品（pǐn）的製造商與符合以（yǐ）上功績（jì）具體要求的產品製造商進行所（suǒ）在相同集團公司。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have two supply contracts of Pneumatic Control Valves for Ethylene Plant , and meet the requirements simultaneously:
a.Each contract must include no fewer than 30 pneumatic control valves with a design temperature of ≤-45°C, and at least one pneumatic control valve with a design temperature of ≤ -160°C.
b.Among the two contract performances provided, at least one contract should include one pneumatic control valve with a diameter greater than or equal to 14" and a design temperature ≤ -45℃.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人須按明確要求說（shuō）明書正式提交功績表，持續並提交與此相關功（gōng）績證明書文獻。功績證（zhèng）明書文（wén）獻（xiàn）包含但不禁止（zhǐ）：對（duì）外銷售較為條約打印件。投（tóu）標人所正式（shì）提（tí）交的功績證明書文獻一定要起碼反映這陣兒具體內容：較為條約進行簽訂時段、較為條約進行簽訂頁（中國大陸進行零錢較為條約應該具備雙邊蓋章（zhāng），全（quán）球（qiú）範圍進行零錢較（jiào）為條約（yuē）應該具備雙邊簽署或蓋章（zhāng））、製造商具體稱謂、設置具體稱謂、貨色具體（tǐ）稱謂、貨色數額、標準度量衡、設計熱度。
若功績較為（wéi）條約為十二個月議定（dìng）書，除給予十二個月議（yì）定（dìng）書外，還應給（gěi）予認為的已到會定單，定（dìng）單具體內容或號（hào）碼應與十二個（gè）月議定書與此相關聯。相同個十二個月議定書（shū）下（xià）給予（yǔ）1個或上述的定單及與定單（dān）與之對應的到會驗光材料（liào）均算為1個切（qiē）實有效功績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods、valve size、design temperature.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未正式提交功績證明書文獻，或借助所給（gěi）予的功績（jì）證明書文（wén）獻束手無策（cè）決定符合以上功績具體要求的，均便是較為空空功績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from July 15, 2025 to July 23, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
