CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Gas Turbine Driven Gas Compressor Skid by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：樂東22-1氣田整體作出調整（zhěng）建設項目（mù）借助樂東22-1CEP服務平台老井持續降壓（yā）新增，借助樂東22-1CEP服務平台，新建其中一個樂東22-1PRP服（fú）務平台開展郊區氣藏研（yán）發，新建其中一個樂東（dōng）22-1WHPB井（jǐng）口服務平台開展新察覺到美（měi）國南部氣藏開（kāi）展研發。本具體項目有必要在新建的樂東22-1PRP服務平台增添1套燃驅自然滾壓縮機。
Project Summary：Ledong 22-1 Gas Field Comprehensive Adjustment Project aims to reduce pressure and increase production of old wells through the Ledong 22-1CEP platform. With the support of the Ledong 22-1CEP platform, a new Ledong 22-1PRP platform will be built for the development of old gas reservoirs, and a new Ledong 22-1WHPB wellhead platform will be built for the development of newly discovered southern gas reservoirs. This project requires the addition of one gas turbine driven wet gas natural gas compressor on the newly built Ledong 22-1PRP platform.

在滿足相關條件時（shí）投（tóu）標人工境外計（jì）數器公司，需給予切實（shí）有效的公司計數器計數器證明書；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid business registration certificate.
B.1）投標人加以應為天（tiān）燃氣輪運行（háng）機製造商或（麵向此次具體項目）其左不過進行核（hé）準的燃驅自然滾壓縮機的製造商（成橇商）。2）天燃氣輪運行機製（zhì）造商和（麵向此（cǐ）次具體項目）其左不過進行核準的燃（rán）驅自然滾（gǔn）壓縮機的製造商（成橇商）不（bú）可與此同時（shí）僅僅投標。此次投標不進行接管辦事處商投標。

功績具體要求Requirement for Bidder's reference:
2014年1月1日至投標截至日（以較為條約進行簽訂時段加以為準），投標人應具備起碼1個較為條約（yuē）的與投標所采用的雷同型號天燃氣輪機的供貨（huò）功績（供（gòng）貨功績的製造（zào）商一定要是投標人）。2014年1月1日至投標截（jié）至日（以較為條（tiáo）約（yuē）進行簽訂時段加以為準），投（tóu）標人此次投（tóu）標所采用的縮減機的製造商應該具備起碼1個較為條約（yuē）的縮減機供貨功績，采用（yòng）相應辦法解決電介質為自然氣（qì），且符合縮減（jiǎn）機采用相（xiàng）應辦法解決量應不不可（kě）企及172x104Sm3/d的技術具體要求。
投標人須按明（míng）確要求說明書正式提交天燃氣輪機功績表，持續並提交與此相關功（gōng）績證明書文獻。功績證明書文獻包含但不（bú）禁止：1）對外銷售較為條約打印（yìn）件和2）使用（yòng）者簽署或蓋章的到會驗光材（cái）料（到會驗光單（dān）或進行調試驗光曉以大義或其餘能夠證明書較（jiào）為條約項下貨色目前已（yǐ）經到會驗光的切實有效證明書材料）。投標人所正式提交的功績證明書文獻（xiàn）一定要起碼反映這陣（zhèn）兒具體內容：較為條（tiáo）約進（jìn）行簽訂時段、較為條約進（jìn）行簽訂頁（中國大陸進行零錢較為條約應（yīng）該具（jù）備雙邊蓋章，全球範圍進行零錢較為條約應該具備雙邊簽署或蓋章）、製造商具體稱謂、貨色具體稱謂、天燃氣輪有關機型號及使用者簽署或蓋章的到會驗（yàn）光材料（liào）。未正式提交功績證明書文獻，或所給予的功績證明書文獻束手無策反映符合以上功績具體要求的，均便是較為空空功績。
From January 1, 2014 to the deadline for bidding (based on the time of contract signing), bidders should have at least one supply performance of the same model of gas turbine used in the bidding (the manufacturer of the supply performance must be the bidder). From January 1, 2014 to the bidding deadline (based on the contract signing time), the manufacturer of the compressor used by the bidder in this bid should have at least one contract of compressor supply performance, with a processing medium of natural gas, and meet the technical requirements that the compressor processing capacity should not be less than 172x104Sm3/d.
Bidders must submit a gas turbine performance table in the prescribed format and provide relevant performance certification documents. The performance certification documents include but are not limited to: 1) a copy of the sales contract and 2) arrival acceptance materials signed or stamped by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove that the goods under the contract have been received and accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturer name, goods name, gas turbine model, and arrival acceptance materials signed or sealed by the user. Failure to submit performance certification documents, or if the provided performance certification documents cannot reflect meeting the above performance requirements, shall be deemed as invalid performance.
4. 有勺口兒的投標人可借助（zhù）這陣兒方法得到投標文獻：從2025年1月（yuè）27日進（jìn）行首先至2025年（nián）2月（yuè）12日（rì）止，請計數器中國海油提供鏈數值化服務平台 on the page of Invitation for bid for purchasing Bidding Document from January 27, 2025 to February 12 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
