中化建全球範圍 （這陣兒進行稱號（hào）“投標辦事處單位”）受中海原油（中國）東海西（xī）湖原油自（zì）然氣工作公司（這陣兒進行稱號“投（tóu）標人”）寄托，就東海西湖原油（yóu）自然氣（qì）工作公司高更為完整性壓強維（wéi）護係統開展全球範圍著名投標。現三（sān）顧（gù）茅廬投標人對進行下（xià）麵貨色和服務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

高更為完整性壓強維護係統1套 。高更（gèng）為完（wán）整性壓強維護（hù）係統（tǒng）（HIPPS）可用於迅（xùn）速隔離壓強（qiáng）源（yuán），避免係統過（guò）壓（yā）並維護下流設備。HIPPS 係統包（bāo）含論（lùn）理解算器（qì）、HIPPS 球閥、壓強變送器和 HIPPS 進（jìn）行控（kòng）製櫃等，依照成（chéng）橇方式供貨。請詳（xiáng）細（xì）請購文獻（xiàn）。

Requirements for Qualification of Bidder
A. 在（zài）滿足相關條件時投標人工（gōng）境內計數器公（gōng）司，投（tóu）標人需給予法定切實有效（xiào）的企業保證人運營授權、稅捐計數器證及安排單位源代碼證或（huò）證照統（tǒng）一的運營授權；
在（zài）滿足相關條件時投標人工境外計數器公司（sī），需給予切實有效的公司（sī）計（jì）數器計（jì）數（shù）器證明書；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 此（cǐ）次購買的HIPPS應成橇方式供貨，投標人加以應為（wéi）論理解算器的製造商（shāng）或左不過進行核準（zhǔn）統一商（shāng）。投標人可自動成撬，也可（kě）寄托老三方（fāng）成撬，但成撬商須具備切實有效（xiào）期內的TS證明書 ，在這當中TS證明書加以應為 A1級壓強（qiáng）彈道部件製造證及上（shàng）述資格（gé）條件。海外成撬商未（wèi）取得TS證明書（shū）的，應獲得異常設備模式進行試驗證明書，證明國別應（yīng）實現壓強彈道（dào）部件製造（zào）A1及上述國別。投（tóu）標時需給予（yǔ）證明書（shū）複製件進行詳察件（複製件複查）並可在全國範（fàn）圍內（nèi）異常設備出風（fēng）頭相關信息進行（háng）調查服務（wù）平台（ info-pub/pub）確認。
HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.
C.HIPPS係統中包含的閥門（mén）製造商在滿足相關條件時為中國大陸製造（zào）商，應獲得TS證明書，在這當中TS證明書加以應（yīng）為（wéi）A1級壓強彈道部件製造證及上述資格（gé）條件；在滿（mǎn）足相關（guān）條件時（shí）是海外製造商則應獲得（dé）異常設備模式進行試驗證明書，證（zhèng）明國別應實現壓強彈道部件製造（zào）A1及上述國別。投標時需給予證明書複製件進行詳察件（複製件複（fù）查）並可在（zài）全國（guó）範（fàn）圍內異常設備（bèi）出風頭相關信息進行調查服務平台（ info-pub/pub）確認。
Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.

功績具（jù）體要求1：2018 年1月1日至截標日（以較為條約訂（dìng）約時段加以為準），所投論理解算器的製造商起碼有1項論理解（jiě）算器在自然氣電（diàn）介（jiè）質線坯子上可（kě）用於HIPPS係統的供貨功績
From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines
投標人須按明確要求說明書正式（shì）提（tí）交功績表（biǎo），持（chí）續並提交（jiāo）與此相關功績證（zhèng）明書文獻。
功（gōng）績（jì）證明書文獻包含但不禁止：1）對外銷售較為條約打印件（含與（yǔ）此相關技術備件（jiàn））和2）到會驗光材料。投標人所正式提交的功績證明書文獻一定要（yào）起碼反映（yìng）這陣兒具體內容：較為（wéi）條約進行簽訂時段、較（jiào）為條約進行簽訂頁（應該具備雙（shuāng）邊蓋章）、貨色具體稱謂、技術具（jù）體要求（設備分屬石油（yóu）氣生集裝箱置種類、論理解算器品牌名稱 ）、到（dào）會驗光材料。
未正式（shì）提交功績證明書文獻，或所給（gěi）予的功績證明書文獻束手無策反映較為條（tiáo）約進行簽（qiān）訂時段、貨色具體稱謂、設（shè）備的與此相關形式參數（設備（bèi）分屬石油氣（qì）生集裝箱置種類、論理解算器（qì）品牌名稱）、到會驗（yàn）光材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrateSigning time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.
功績具體要求2： 2018年1月（yuè）1日至投標（biāo）截（jié）至日（以較為條約訂約時段加以為準（zhǔn）），投標人所投HIPPS球閥的製造商應具（jù）備起碼2台在自然支氣管線上的供貨功績，且符合度量衡不不可企及28吋和壓強等（děng）級提升不不可企及Class600，密封方式為硬密封的技術具（jù）體要（yào）求。功績證明書文獻包（bāo）含但不（bú）禁止：1）對外銷（xiāo）售較為條約打印件（含與此相關技術備件）和（hé）2）到會驗光（guāng）材料。投標人（rén）所正式提交的功績證明書文獻一定要起碼反映這陣兒具體內容：較為（wéi）條約進行簽訂時（shí）段（duàn）、較為條約（yuē）進行簽訂頁（應該具備雙邊蓋章）、製造商（shāng）具體稱謂、貨色具體稱謂、技術具體（tǐ）要求（度量衡（héng）、壓強等級提升、密封方式、投入實際使用在（zài）自然支氣管線上）。
From Jan. 1st, 2018 to the deadline of bids submission stipulated, The manufacturer of the HIPPS ball valve invested by the bidder shall have at least two records of supplying ball valves on the natural gas medium.pipelines (size and pressure class not less than28” ×CLASS600metal hard seal ).The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Contract signing time, contract signing page (stamped by both parties), manufacturer's name, goods name, technical requirements (size, pressure rating, sealing form, application on natural gas pipelines).
4. 有勺口兒的投標人可借助這陣兒方法得到投標文獻：從2024年1月 9日進行首先至2024年1月15日止，請計數器中國海油購買業務範圍進行管理與貿易係統(）的投標通知書頁麵開（kāi）展選購。頭一回計數器（qì）一定要較為先進行計數器（免費教育），計數器取得成功後，可以 投標人須在線填空 投標文獻有（yǒu）關每套零售（shòu）價為（wéi）200元普通人幣或（huò）25美金，售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from Jan 9 2024 to Jan 15 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
