投標人應具有的輩數兒或功績:（1）輩數兒具體（tǐ）要求 Eligibility Requirements ★ A.★在滿足相關條件時投標人工中邊界內計數器公司，投（tóu）標人需具備（bèi）法定切實有效的企業保證人運營授權、稅捐計數器證及安排單位源代碼證或證（zhèng）照統（tǒng）一的運營授權，投標時需給予複製件進行詳察件（複製件複查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★在滿足相關條件時投標人工中邊界外計數器公司（sī），需（xū）給予切實（shí）有效的公司計數器計數器證明書；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標人工 的，需具備法（fǎ）定切實有效的（de）運營授權（境內計數（shù）器）/公司計數（shù）器計數（shù）器證明書（境外計（jì）數器）和上麵保證人機構（gòu）進行（háng）核準書（進行核準該 投標和訂約較為條約），投標時需給予複製（zhì）件進行（háng）詳察件（複（fù）製件（jiàn）複查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). b）橇內(TS-X-3301/3302/3303)全部防水電動（dòng）設（shè）備及（jí）要樣兒（ér）構件進（jìn）行（háng）保護等級提升符合IP56；防（fáng）水等級提升（shēng）符合ExdII BT4。
c）在投標時需給予防水證明書和按中國必須（xū）執行性CCC證明必須執行性產品證明目次給予中國必須（xū）執行性CCC證明。
A)All explosion-proof electrical equipment and instrument components in the skid (TS-X-3301) shall meet Class I, Zone 1 and Group IIA hazardous area requirements; All explosion-proof electrical equipment and instrument components in the skid (TS-X-3302/3303) shall meet Class I, Zone 2, Group IIA hazardous area requirements.B)All explosion-proof electrical equipment and instrument components in the skid (TS-X-3301/3302/3303) shall have the protection grade of IP56 and the explosion-proof grade of ExdII BT4.C)Provide explosion-proof certificate and provide China Compulsory CCC Certification according to China Compulsory CCC Certification Catalogue at the time of bidding.（3）功績具體要（yào）求Requirement for Bidder's Past Performance★: a）2016年1月1日至投標截（jié）至日（以較為條（tiáo）約進行簽訂時段加以為準），投標人應具（jù）備起碼1個較為條約的航空運輸燃料橇或持續直升機比賽設置或活動式（shì）航煤比賽橇的供貨功績（較為條約（yuē）訂約自治（zhì）權加（jiā）以應為投（tóu）標人（rén））。
b）如投（tóu）標人束手無策符合上述功績（jì）具（jù）體要求，投標人符合這陣（zhèn）兒關於兩（liǎng）個具（jù）體（tǐ）條（tiáo）件某個的，持續可視同符合第a)條功績具體條件（不受以上第a)條功績具體要（yào）求的能夠）：①所加以投產品在（zài）投標前取得中國海（hǎi）洋原油集團公司 以及（jí）其積極分子公司或（huò）進行部分機構（gòu）正式批準和中國海洋原油集團公司 中國網絡實名製的頭一回工程投（tóu）入實際使用進行管理決定，給予簽署蓋章的《項目（mù）建設重要（yào）技（jì）術與產品頭一回投入實（shí）際使用進行管理決定（dìng）借助發表書》證明書文獻（打印件）。
②已參加中國海洋原油集團公司 三新三化列表索引且給予認為產品的提（tí）供商，便是（shì）符合本投標具體項目功績具體要（yào）求。
A）Subject to the contract signing date, the bidder shall have at least one (1) supply performance record of aviation fuel skid, or helicopter refuelling system, or mobiles aviation fuel refuelling skid from January 1, 2016 to the bid close date, and the contract shall be signed by the bidder itself.B） If the Bidder cannot meet the above performance requirements, the Bidder may be deemed to have met the performance conditions in Clause a) if it meets either of the following two conditions (and shall not be subject to the performance requirements in Clause a) above):① The products offered have, prior to bid submission, obtained the first engineering application management certification approved by China National Offshore Oil Corporation (CNOOC) and its subsidiaries or subordinate units, and filed with China National Offshore Oil Corporation (CNOOC), with supporting documents provided in the form of a signed and sealed "Notice of Approval for First Application Management of Major Engineering Technologies and Products" (photocopy).② For suppliers whose products have been included in the CNOOC "Three New and Three Standardization" (Sanxin Sanhua) List and who provide the corresponding products, their performance shall be deemed to meet the requirements of this tender project.投標人須按明確要求說明書（shū）正式提交功績表，持（chí）續並提交與（yǔ）此相關功績證明書文（wén）獻。
功績證明書文獻包含：1）較為條約；2）使用者簽署或蓋章的到會（huì）驗光材料（到（dào）會驗光單或（huò）進行調試驗光曉以大義或其他能夠證明（míng）書較為條約（yuē）項下貨色目前已經到會驗光的切實有（yǒu）效證明書材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投標人所正（zhèng）式提交的功績證明書文獻一（yī）定要（yào）起碼反映這陣（zhèn）兒（ér）具（jù）體內（nèi）容：較為條約進行簽訂時段、較為條（tiáo）約進行簽訂（dìng）頁（yè）（中國大陸進行零（líng）錢較為條約應該具備雙邊蓋章，全球範圍進行零錢較為（wéi）條約應該具備雙邊簽署或蓋（gài）章）、貨色具體稱謂、使用者（zhě）簽署或蓋章的到會驗光材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.若功績較為條約為無較（jiào）為正常總（zǒng）價值議定書，除給予議（yì）定書（shū）外，還應給予（yǔ）認為的定單（dān）及與定（dìng）單與之對應的到會驗光材料，定單具體內容或號碼應與議定書與此相關聯。
相同個議定書下，給予1個或上述的（de）定單及與定單與之對應（yīng）的到會驗光（guāng）材（cái）料，均算為1個功績。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.未正式提交功績證明書文（wén）獻（xiàn），或借助所給予的功績（jì）證明書文獻束手（shǒu）無策決定符合以上功績具體要（yào）求的，均被便是較為空空功績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
