中化建全球範圍 （這陣兒進行稱號“投（tóu）標（biāo）辦（bàn）事處單位”）受中海殼牌原油化學工業 （這陣兒進行稱號“投標人”）寄托（tuō），就中（zhōng）海殼牌惠州三期聚氯乙烯具體項（xiàng）目160關於萬噸/年聚氯乙烯設置560台裂化爐受到器開（kāi）展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服（fú）務正式提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase five hundred and sixty (560) Sets of cracking furnace burners of 1600 Kta LOP Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

具體項目大概：中海殼牌原油化（huà）學工業 （這陣兒進行縮寫“中海殼牌（pái）”）擬在廣東惠州（zhōu）大亞灣石油化工（gōng）行業領域工（gōng）業園區新持續建中海殼牌惠州三期聚氯乙烯具體（tǐ）項（xiàng）目，以達成其建（jiàn）設全球級、較高程度緊密化的（de）石油化工生產基地的願景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．在滿足相關條（tiáo）件時投標人工（gōng）境內計數（shù）器公司，投標（biāo）人需給予法定切實有效的企業保證人運營授權、稅捐（juān）計數器證及安排單位源代碼證或證照（zhào）統一的運營授權；
在滿足相關條件時投標人工境外計（jì）數（shù）器公（gōng）司，需（xū）給予切實有效的（de）公司計數器計數器證明書；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投（tóu）標人所加以投產品的製（zhì）造商須具有（yǒu）切實（shí）有效（xiào）的GB/T19001（ISO9001）質量體（tǐ）係證明證明書（shū）。在滿足相關條件時（shí）有國度與此（cǐ）相關單位公布的新式體係規範標準，以新式體係（xì）規範標準加以為（wéi）準，投標（biāo）時須給予證明書打印件（jiàn）。
B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.
C．此次投標不進行接管辦事處商投標。投（tóu）標人應是投標貨色的製造外商（包含製造（zào）外商地方集團公司內責任政府對外銷售的公司）。在滿（mǎn）足相（xiàng）關條件時投標人是製造（zào）外商地方集（jí）團公司內責任政府對外銷（xiāo）售的公司，應給予公告，作出說明投標人（rén）與製造外（wài）商依（yī）附相同集團公（gōng）司，責（zé）任政府投標貨色的對外銷（xiāo）售具（jù）體工作。
C. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (Include the company responsible for sales within the manufacturer's group). If the bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the bidder and the manufacturer belong to the same group and are responsible for the sale of the bid goods.

（2）功績具體要求（qiú）Requirement for Bidder's reference:
2014年1月1日至投標截至日（以較為條約訂約（yuē）時段加以為準），此次（cì）投標貨色的製造商應具備起碼（mǎ）2個較為條約的中邊界內新建聚氯乙烯具體項目裂（liè）化設（shè）置的裂化爐受到器的供（gòng）貨功績，且符（fú）合功績裏（lǐ）的單台裂化爐有名無實實際能力≥15關於萬噸/年的技術具體要求。
From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), The manufacturer of bid goods shall have at least 2 contracts for the supply of cracking furnace burners for new ethylene cracking plants in China, and meet the performance of a single cracking furnace nominal capacity of more than 150,000 tons/year of technical requirements.
投標人須按明確要（yào）求說明書正式提交功績（jì）表，持續並提交與此相關功績證明書文獻。功績證明書（shū）文獻包（bāo）含：1）對外銷售較為條約和2）使用者簽署或（huò）蓋章（zhāng）的到會驗光材料（到會（huì）驗光單或進行調（diào）試驗光曉以大義或其餘能夠（gòu）證明書較為條約項下貨色目前已經到會驗光的切（qiē）實（shí）有（yǒu）效證明書材料）。投（tóu）標人所正式提交的功績證明書文獻一定要起碼反映這（zhè）陣兒具體內容（róng）：較為條約進（jìn）行簽訂時段、較為條約進行簽訂頁（中國大陸進行零錢較為條約應該具備雙邊蓋章，全球範圍進行零（líng）錢較為條約應該具（jù）備雙邊簽署或蓋章）、製造（zào）商具體稱謂、貨色具體稱謂、中邊界內（nèi）新建聚氯乙烯具體項目具體稱（chēng）謂（wèi）、單件裂化爐的有（yǒu）名無實實際能力、使用者簽署或蓋章的到會驗光材料。
若功績較為條約為十二個月議定書（shū），除給予十二（èr）個月議（yì）定書外，還應給予認（rèn）為的（de）已到會定單，定單具體內容或（huò）號碼應與十二個月議定（dìng）書與（yǔ）此相關聯。相同個十二個月議定（dìng）書下給予1個或上述的定單及與定單與之對應的到會驗光材料（liào）均算為1個切實有效功績。
未正（zhèng）式（shì）提交功績（jì）證（zhèng）明（míng）書文獻，或借（jiè）助所給予的（de）功績證（zhèng）明書文獻束手無策決定（dìng）符合以上功績具體要求的，均便是較為空空功績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include: 1）sales contract and 2) the arrival acceptance materials signed or stamped by the user(Receipt of goods or debugging acceptance report or other valid certification materials that can prove that the goods under the contract have arrived for acceptance). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: 1）Date of signing contract, Contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), name of manufacturer, name of Goods, Name of new ethylene project in China, nominal capacity of a single cracking furnace and the arrival acceptance materials signed or stamped by the user. If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of one or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as a valid performance.
Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.
4. 有勺口兒的投標人可借助這陣兒方法得到（dào）投標文獻：從2024年12月13日進行首先至2024年12月20日止，請計數器中國海油購買業務範圍進行管理（lǐ）與貿易係統（tǒng）(）的投標（biāo）通知書頁麵開展選（xuǎn）購。頭一回計數器一定要較為先進行計（jì）數器（免費教育），計數器取得成功後，可（kě）以（yǐ） 投標人須在（zài）線填空 投（tóu）標文獻有關每套零售價為200元普通人幣或30美金（jīn），售後不退。針對采用美金
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from December 13, 2024 to December 20, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
