3、投標（biāo）人輩數兒（ér）具體要求投標人應具有的輩數兒（ér）或功績:（1）投標人是作出（chū）響應投標、已在投標單位處領購投標文獻並參與投標市（shì）場競爭的（de）保證人或其餘安排。任意一種相關情況未在投標單位處（chù）領購投標文獻的保證人均不可參與投標。The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid.
