中化建全球範圍 （這陣兒進行稱號“投標辦事處單位”）受中海原油（中國） （這陣兒進行稱號“投標人”）寄托，就烏石（shí）17-2/23-5稠油田群統（tǒng）一（yī）研發（fā）建設項目所需一部分貨色及與（yǔ）此相關服務開（kāi）展全球範圍著名投標。現三顧茅廬投標人對進行下麵貨色和服務正式提交密（mì）封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 投標具體條件

具體項目大概：烏石17-2/23-5稠油田群坐落在南海中北部灣（wān）巴德沃特盆地烏石（shí）陷入（rù）的滇西，距中北部灣巴德沃特盆地當前在（zài）生產的（de）潿洲（zhōu）稠油田群約80km，東距廣東省雷州海島烏石鎮烏石港約13~25km。烏石17-2/23-5稠油田群研發建設（shè）項目使用（yòng）統（tǒng）一研發具體方案，擬在海上新建2座八樁（zhuāng）腿井口服務平台（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿四顧無人（rén）值（zhí）守井口服務（wù）平（píng）台（WS23-5 WHPA），在烏石鎮新建1座陸（lù）上（shàng）終端機（jī），除此之外新建3條海底混輸線坯子、3條海底持續注（zhù）水線（xiàn）坯子和3條海（hǎi）底合成裸線；3個服務平台的服務平台生結果進行（háng）環流過WS17-2 WHPA的海底混（hún）輸線坯子輸（shū）
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

壓強變送器、熱度變（biàn）送器、差壓變送器、差壓液（yè）位變送器：較為條約訂約後14周（貨到具體項目工作現場時（shí）段）

其餘（yú）貨色：較為條約訂約後12周（貨到具體項目（mù）工作現場時段）

Requirements for Qualification of Bidder
A．在滿足相關條件時投標人工境內計數器公司（sī），投標人需給予法定（dìng）切實有效的企業保證人運營授權、稅捐計數器證及安排單位源代碼證或證照統一（yī）的運營授權；
在（zài）滿足相關條件時投標人工境外計數器公司，需給予（yǔ）切實有效的公司計數器計數器證明書；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．在滿足相關條件時投標人工辦事（shì）處商，投標人應取得所投貨色（每關於一項零散要樣兒）製造（zào）商可以其為此次（cì）投（tóu）標給予該貨色的（de）法定較為郎中進（jìn）行核（hé）準書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods（each bulk instrument） to provide the goods for this bidding.

Requirements of Qualification of Bidder and Certificate
A. 3C證明書：對國度3C目次內的產品，製造商一定要獲得防水電動類產品必須執行性產品（pǐn）證明（míng）（CCC證明）證明（míng）書，給予證明（míng）書打印件，且證明（míng）書在切實有效期內。
Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer promise to obtain the mandatory product certification (CCC certification), provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防水（shuǐ）證明書：投標人所給予的防水電動價電子產品一定要獲得國（guó）度進行指派防水進行（háng）檢查單位進行頒給的防水符合標準證明（míng）書，給予證明書打印件，且證明書在切實有（yǒu）效期內。
Explosion proof certificate (if required): The bidder promise to obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution for the explosion proof electrical and electronic products.
（3）功績具體要求Requirement for Bidder's reference:
2014年1月1日至投標截至日（以較為條約進行（háng）簽訂時段加以為（wéi）準），投標（biāo）人所持續投以下產品均應（yīng）具備起碼2個具體項目的營銷業績：壓強變送器（qì）、熱度（dù）變送器、過球進行領導變（biàn）送器、轉子客流量計、電磁（cí）學客流量計（jì）、進行進動渦流客流（liú）量計。投（tóu）標人須按明確要求說明書正式提（tí）交對外銷售較（jiào）為條約或是定單打印件等與此相關功（gōng）績證明書文獻，功績證明書文獻須反映這陣兒具（jù）體內容：貨色具（jù）體稱謂、貨色（sè）數額、較為條約具體稱（chēng）謂、較為條約進行簽訂時段、製（zhì）造商（shāng）具體稱（chēng）謂、貸方具體稱謂。未正式提交功績（jì）證明書文獻，或所給予的功績證明（míng）書文獻束手無策反映貨色具體稱謂、貨（huò）色數額、較為條約具體稱謂（wèi）、較（jiào）為條約進行簽訂時段、製造商（shāng）具體（tǐ）稱（chēng）謂、貸方具（jù）體稱謂的，均便是較為空空功績。
From January 1, 2014 to the bidding deadline (subject to the signing date of the contract), the bidder shall hA/Ve sales performance in at least 2 projects for the following products: pressure transmitter, temperature transmitter, pig passage transmitter,rotameter, electromagnetic flowmeter, swirl flowmeter.The bidders are required to submit copies of sales contracts or orders and other relevant performance certification documents in the prescribed format. The performance certification documents must reflect the following contents: name of goods, quantity of goods, contract name, contract signing time, manufacturer's name, and buyer's name. Failure to submit performance proof documents, or inability to reflect the name of the goods, quantity of goods, contract name, contract signing time, manufacturer's name, or buyer's name, shall be deemed as invalid performance.

After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
