3. Qualification requirements of the bidder

3.1 切實有效的（de）運營授權複本（中國大陸）；

3.1 Valid business license (domestic)；

3.2 一定要借助ISO9001、ISO14001（均為現階段新式版（bǎn））或平等質量體係證明。

3.2 Must pass ISO9001, ISO14001 (the latest version) or equivalent quality system certification.

3.3 投標人給予的設備應在差不離產品中屬能耗和原材料內耗低的（de）產品，應（yīng）參加國度和鄭州市區域的更為（wéi）安全、環境保（bǎo）護和（hé）消防工（gōng）作等具體要求。

3.3 The equipment provided by the bidder shall be a product with low energy consumption and raw material consumption among similar products, and shall meet the national and local safety, environmental protection and fire protection requirements of Zhengzhou.

3.4 *針對進行所（suǒ）在整套設備正常運轉所一定要的構件（jiàn），哪怕本投標文（wén）獻未列入或列入數額較為缺乏，投標人仍需在落實較為條約時歡迎（yíng）進行貼補。

3.4* For the parts necessary for the operation of the whole set of equipment, the bidder shall make up the parts free of charge in the execution of the contract, even if the number is not listed in this bidding document or the quantity is insufficient.

3.5 投標人給予的進行試驗（yàn）設（shè）備應是新式型號（hào），並具備好意思具體功能和整體結構（gòu）設計，進行操作著（zhe）名，進行測量和進行控（kòng）製精確程度高，進（jìn）行試驗最（zuì）終結果反複性好，值得信賴性高，具體工作壽數長，實現（xiàn）全球範圍加人一等較高水平。

3.5 The test equipment provided by the bidder shall be the latest model, with excellent function and structural design, easy operation, high measurement and control precision, good repeatability of test results, high reliability and long working life, reaching the world-class advanced level.

3.6 *設備的重點機械、電動一部分一定要是（shì）投標方有關原產地原裝（zhuāng）生產製（zhì）造（zào）的（de）設備，均應是符合標準招牌產品，並次要列表索引。列表索引應按照順序作出說明具體稱謂、數額、型號、有關原產地及製造企業（yè）等具體內（nèi）容。

3.6 The main mechanical and electrical parts of the equipment must be the original equipment manufactured in the place of origin of the bidder, which shall be qualified famous brand products with a list attached. The list should state the name, quantity, model, place of origin and manufacturer in turn.

3.7 *投（tóu）標方投（tóu）標時應給予功績列表（biǎo）索引，與此（cǐ）同時具體要求投標方具（jù）備製造此次投標設（shè）備關於（yú）十年上述（shù）的實際經驗，投標設備應該具（jù）備較好的全球範圍營銷業（yè）績（jì）和（hé）采用良好聲譽。

3.7* The bidder shall provide the list of performance when submitting the bid, and at the same time, the bidder shall hA/Ve more than 10 years' experience in manufacturing the bidding equipment, and the bidding equipment shall hA/Ve good international sales performance and use reputation.

3.8 在世界適用範圍內，起碼為五家車（chē）子製造商或與此相關（guān）單（dān）位和企（qǐ）業給予過與此相關（guān）的進行開始機進行試驗係（xì）統。

3.8 Has provided relevant engine test systems to at least five vehicle manufacturers or related organizations and enterprises worldwide.

3.9 與此同（tóng）時在中（zhōng）國陸地給予過（guò）差（chà）不離的產品，並具備認為的售後進行維護實際能力。

3.9 At the same time in the Chinese mainland to provide similar products, and hA/Ve the corresponding after-sales maintenance ability.

3.10  供貨（huò）商應給予中國國度質量技術開展監督局作為的（de）進行門首計量學器械許可（kě）證明書。

3.10 The supplier shall provide the import measuring instrument license issued by The State Bureau of Quality and Technical Supervision of China.

3.11  *給（gěi）予合法表示（shì）人進行核準書、保證人高官顯爵證打印（yìn）件、被進行核（hé）準身（shēn）體份證；

3.11 * Provide legal representative’s authorization, copy of legal representative’s ID card and ID card of authorized person；

3.12  源（yuán）自於相同家（jiā）製（zhì）造商或統一商（shāng）生產的投（tóu）標設備，隻決定集團（tuán）投標人開展投標；

3.12 For bidding equipment from the same manufacturer or integrator, only one bidder is allowed to bid;

3.13  本具體（tǐ）項目不進（jìn）行接管統一體投標；

3.13 The project does not accept the consortium bid；

3.14  秘密（mì）投標人未按投標文獻具體要求領購投標文獻的不可參與投標。

3.14 Bidders without purchasing the bidding documents as required by the bidding documents are not allowed to participate in the bidding.

投標人需要（yào）投標文獻時需給予以上打印（yìn）印把子的材料打印（yìn）件大會。

The bidder shall provide a set of copies of the above-mentioned materials with official seal when receiving the bidding documents.
