Bidding for 2026-2027 Luxembourg Air Crew Hotel Services by China Postal Airlines Co.,Ltd.
中電（diàn）商業（北京（jīng）） （這陣兒進行縮寫″投標辦事處（chù）”）受中（zhōng）國郵件航空運輸 （這陣兒進行縮寫（xiě）″投標人”）寄托，就″中國郵件航空運輸 2026年至2027年盧森堡內勤醫（yī）衛組飯店服務具體項目(投標號碼：CECOM-2025-BD02-1191) ”項下的服務開展著名投標。現三顧茅廬符合標準的投標人開來投標。
China Electronics Commerce (Beijing) Co., Ltd (hereinafter referred to as the ″Tendering agent”) was commissioned by China Postal Airlines Co.,Ltd. (hereinafter referred to as the ″Tenderer”) to conduct a public tender for the services under the item ″China Postal Airlines Co.,Ltd. 2026-2027 Luxembourg Air Crew Hotel Services ” (Bidding No. CECOM-2025-BD02-1191). Qualified bidders are invited to submit bids.
一、 具體項目具體稱謂：中國郵（yóu）件航空運（yùn）輸 2026年（nián）至2027年盧森堡內勤醫衛組飯店服務具體（tǐ）項目
Project name：China Postal Airlines Co.,Ltd. 2026-2027 Luxembourg Air Crew Hotel Services .

注：1.本（běn）具體項目使用車架（無較為正常總有關金（jīn）額）進行采購運行方式。投標人一定要對所有具體內容開展價目，如（rú）有進（jìn）行（háng）罅漏或進行進步萬丈造（zào）價（單（dān）價）的價目，將進行引起投標較為空空。此次進行采購有關金額和數額為進行預言（yán）相關數值，進行采購人有關（guān）有權按真（zhēn）實情況有必要作出調整，並按真實情況數額開展預算。較為條約（yuē）期內的進行采購數額或許會富有加以增減，較為正常單價僅此而已開展認為作出調整（zhěng）。
Note: This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

Contract duration: The contract takes effect from the date of signing by both parties, with a service period of one year.

四、 投標人（rén）輩數兒具體條件Qualifications for bidders：
（一）投標人一定要是本（běn）地計數（shù）器的公司，具有本地當局決定法定切實有效的資格條件文獻（xiàn）；（可用於包1和包2）;
Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);
（二（èr））被中國郵件集團公司（sī） 或中國郵件快遞物（wù）流運輸股子 或中國郵件航空運輸 進行（háng）參（cān）加黑（hēi）名冊且在切實有（yǒu）效期內的投（tóu）標人，均無輩（bèi）數兒參與本具（jù）體（tǐ）項（xiàng）目的進（jìn）行采購相關（guān）活動；（可用於包1和包（bāo）2）;
Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);
（三）與郵件無進行股本聯係且仍然存在這陣兒狀（zhuàng）況的，不可參與進行采購相關活動：郵件負責（zé）人相關人員以及（jí）其（qí）親戚和其餘一定聯係人、郵件工作人（rén）員加以持股（限非上市（shì）公司），以個人自身高官顯爵（安排（pái）委任的（de）除了）認為保證人、常（cháng）務（wù）董事長、總（zǒng）經紀人、有關監（jiān）事的企業，還有（yǒu）郵件分屬非（fēi）工會或工作人員團體出錢設立（lì）的企業；（可用於包1和包2）;
Bidders who are included in the blacklist by China Post Group Co., Ltd. or China Post Express Logistics Co., Ltd. or China Airlines Co., Ltd. and still within the validity period shall not be qualified to participate in the procurement activities of this project.; (applicable to packages 1 and 2);
（四）投標人一定要依照本（běn）具體項（xiàng）目投標通知書的具體要求得到本具（jù）體項目投標文獻，不然無輩數兒參與本具體項目。（可用於包1和包2）;
Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);
（五）投標人（rén）深度盧森堡航空港Luxembourg-Findel International Airport候機樓運距時段在30毫秒（含）內心裏（lǐ）；（僅可用於包1）;
The distance between the bidder and Luxembourg-Findel International Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);
（六）投標人須進行配置飯店，能給予早、午、晚飯堂食（shí）服務；（僅可用於包1）;
The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);
（七（qī））投標人須給予盧森堡航空（kōng）港Luxembourg-Findel International Airport候（hòu）機樓至飯店彼此之間的來回運輸量（liàng）服務。（僅可（kě）用於包2）
The bidder shall be responsible for the transportation service back and forth the terminal building of Luxembourg-Findel International Airport and hotel. (applicable to package 2 only)
注：投標人須按投標人輩數兒具體條件相（xiàng）繼給予認為證明書材料。
Note: Bidders are required to provide appropriate supporting documents according to the Qualifications for bidders, article by article.
五、 投標人（rén）申（shēn）請 Bidders Registration：
（一）申請時段：2025年11月14日至2025年（nián）11月（yuè）21日,每日北京（jīng）時段9:00-11:30，13:30-16:30（國度合法節（jiē）周期除了），向進行采購人殯葬申請材料，過期達到的申請材料恕不進行接管。
Application Period:From November 14th, 2025, to November 21st, 2025, registration materials must be sent to the purchaser between 9:00-11:30 and 13:30-16:30 (Beijing Time), excluding national statutory holidays. Registration materials submitted after the deadline will not be accepted..
