中（zhōng）電商業（北京） （這陣兒進行縮寫″投標辦事處”）受（shòu）中國郵件航空運輸 （這陣兒進行（háng）縮寫″投標人”）寄托，就″中國郵（yóu）件航空運輸 2026年至（zhì）2027年盧森（sēn）堡內（nèi）勤醫（yī）衛組飯店服務（wù）具體項目(投標號碼：CECOM-2025-BD02-1191) ”項下的服務開展著名投標。現三顧茅廬符合標準的投標人開來投標。
China Electronics Commerce (Beijing) Co., Ltd (hereinafter referred to as the ″Tendering agent”) was commissioned by China Postal Airlines Co.,Ltd. (hereinafter referred to as the ″Tenderer”) to conduct a public tender for the services under the item ″China Postal Airlines Co.,Ltd. 2026-2027 Luxembourg Air Crew Hotel Services ” (Bidding No. CECOM-2025-BD02-1191). Qualified bidders are invited to submit bids.

注：1.本具體項目使用車架（無較為正（zhèng）常總有關（guān）金額）進行采購運行方式。投標人一定（dìng）要對所有具體內（nèi）容開展價目，如有進（jìn）行罅漏或進行進步萬丈造價（單價）的價目，將進行（háng）引起投標較為空空。此次進行采購有關金額（é）和數額為進（jìn）行預（yù）言相關數值，進行采購人有關有權按真實情況有必要作出調整，並（bìng）按真實情況（kuàng）數額開（kāi）展預算。較為條約期內的進行（háng）采購（gòu）數額或許會富有加以增減，較為正常（cháng）單價僅（jǐn）此而已開展認為作出調整。
Note: This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

3.服務
Contract duration: The contract takes effect from the date of signing by both parties, with a service period of one year.

四（sì）、 投標人輩數兒具體條件Qualifications for bidders：
（一）投標人一定要是本地計（jì）數器的公司，具有本地當局決定法定切實有效的資（zī）格條件文獻；（可用於包1和包2）;
Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);
（二）被中國郵件集團公司 或中（zhōng）國郵件快遞物流運（yùn）輸股子 或中國郵件航空運輸 進行（háng）參加黑名冊且（qiě）在切實有效期內（nèi）的投標人，均無輩數兒參與本（běn）具體項目的進行（háng）采購相關活動；（可用於（yú）包1和包2）;
Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);
（三（sān））與郵件無進行股本聯係且仍然存在（zài）這陣兒（ér）狀況的，不可參與進（jìn）行采購（gòu）相關活動：郵（yóu）件負（fù）責人相關人員以及（jí）其（qí）親戚（qī）和其餘一定聯係人、郵件工（gōng）作人員加以持股（限非上市公司），以個（gè）人自身高官顯爵（安（ān）排委任的除了）認為（wéi）保證（zhèng）人、常務董事長、總（zǒng）經紀人、有關監事的企業（yè），還有郵件分屬非工會或工作人員團體出錢設立的企業；（可用於包（bāo）1和包2）;
Bidders who are included in the blacklist by China Post Group Co., Ltd. or China Post Express Logistics Co., Ltd. or China Airlines Co., Ltd. and still within the validity period shall not be qualified to participate in the procurement activities of this project.; (applicable to packages 1 and 2);
（四）投標人一定要依照本具體項目投標通知書的具體要求得到本具體項目投標文獻，不然（rán）無輩數兒參與本具體項目。（可用於包1和包2）;
Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);
（五）投標人深度盧森堡航空港Luxembourg-Findel International Airport候機樓運距時段在30毫秒（含）內心裏；（僅（jǐn）可用於包1）;
The distance between the bidder and Luxembourg-Findel International Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);
（六）投標人須（xū）進行配置飯（fàn）店，能給予早（zǎo）、午、晚飯堂食服務；（僅可用於包1）;
The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);
（七）投標人須（xū）給予盧森堡（bǎo）航空港（gǎng）Luxembourg-Findel International Airport候機樓（lóu）至飯店彼此之間的（de）來回（huí）運輸量服務。（僅可用於包2）
The bidder shall be responsible for the transportation service back and forth the terminal building of Luxembourg-Findel International Airport and hotel. (applicable to package 2 only)
注：投標人須按投標人輩數兒具體條件相繼給予認為證（zhèng）明書材料。
Note: Bidders are required to provide appropriate supporting documents according to the Qualifications for bidders, article by article.
五（wǔ）、 投標人申請 Bidders Registration：
（一）申請時段：2025年11月14日至2025年11月21日,每日北京時段9:00-11:30，13:30-16:30（國度（dù）合法節周期除了），向進（jìn）行采購人殯葬（zàng）申請材料，過期達（dá）到的申請材料恕不進行接管。
Application Period:From November 14th, 2025, to November 21st, 2025, registration materials must be sent to the purchaser between 9:00-11:30 and 13:30-16:30 (Beijing Time), excluding national statutory holidays. Registration materials submitted after the deadline will not be accepted..
