中電商業（北京） （這陣兒進行（háng）縮（suō）寫“投（tóu）標辦事處”）受中國郵件航空運輸 （這陣兒進行縮寫“投標人”）寄托，就（jiù）“中（zhōng）國郵件航空運輸 列日（rì）內勤（qín）醫衛組（zǔ）飯店（diàn）服務（wù）(投標號碼（mǎ）：CECOM-2024-BD02-0044) ”項下的貨色及服務開展著名投標。現三顧茅廬符合標準的投標人開來投標。

Entrusted by China Postal Airlines Corporation Limited (hereinafter referred to as the "tenderee"), China Electronics Commerce (Beijing) Co., Ltd. (hereinafter referred to as the "tenderee agency") conducts public tender for the goods and services under the item of "China Postal Airlines Corporation Limited Liège Aircrew Hotel Service (Tender No. : CECOM-2024-BD02-0044)". Qualified bidders are invited to submit their bids.

一、 具體項（xiàng）目具體稱謂（wèi）：中國郵件航（háng）空運（yùn）輸 列日內勤醫衛組飯店（diàn）服務

    Project name：Liège Air Crew Hotel services of China Postal Airlines

二、 投標號碼Bidding number：CECOM-2024-BD02-0044 

三（sān）、 投標具體內容Purchase content：

注：1.本（běn）具（jù）體項目使用車架（無較為正常總有關（guān）金額（é））進行采購運行方式。投標人一定要對所有具體內容開展價目（mù），如有進行罅漏（lòu）或進行進步萬丈造價（jià）（單價）的（de）價目（mù），將進（jìn）行引起投標較為空空。此（cǐ）次進行采購（gòu）有關金額和數額為進行預言相關數值，進行采購（gòu）人有（yǒu）關有權按真實情（qíng）況有必要作出調整，並按真（zhēn）實情況數額開展預算。較為條約期（qī）內（nèi）的進行采（cǎi）購數額或許會富有加（jiā）以增減，較為（wéi）正常單價僅此而已開展認為作出調整（zhěng）。

This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

Trip: defined as one way;

3.服務

 Contract duration: One year from the effective date of Agreement.

四、 投標人輩數（shù）兒具（jù）體條件Qualifications for bidders：

（一）投標人一（yī）定要是（shì）本地（dì）計數器的公司，具有本地當局決定法定（dìng）切實有效的資格條件文獻；（可用於（yú）包1和包2）;

Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);

（二）被中國郵件集（jí）團公司 、中國郵件快（kuài）遞物流運輸股子 及中國郵件航空運輸 進行參加（jiā）黑名冊且在切（qiē）實有效期內的投標人，均（jun1）無（wú）輩數兒參（cān）與（yǔ）本具體項目的進行采購相關活動；（可用於包1和包2）;

Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);

（三）與郵件無進行股本聯係（xì）且仍然存在這（zhè）陣兒狀（zhuàng）況的，不可（kě）參（cān）與進行（háng）采購相（xiàng）關活動：郵件（jiàn）負責人相關人（rén）員以（yǐ）及其親戚和（hé）其餘一定聯係人、郵件工（gōng）作人員加以持股（限非上市公司），以個人自身高官顯爵（安排（pái）委任（rèn）的除了）認為保（bǎo）證人、常務董事長、總經紀人、有關監（jiān）事（shì）的企業，還有郵（yóu）件分屬非工會或工作人員團體出錢設立的企業；（可用於包1和包2）;

Those that have no investment relationship with the postal service and are in the following situations shall not participate in procurement activities: postal leaders, their relatives and other persons with specific relationships, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairpersons, general managers and supervisors in their personal capacity (except for those appointed by the organization), as well as enterprises set up by trade unions belonging to the postal service or by the collective funding of employees; (applicable to packages 1 and 2);

（四）投標人一定要依照本（běn）具體（tǐ）項（xiàng）目投標通知書的具體要求得到本具體（tǐ）項目投標文獻，不然（rán）無輩（bèi）數兒參與本具體項目。（可用於包（bāo）1和包2）;

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);

（五）投標（biāo）人深度本（běn）地Liège Airport全球範圍航空港候（hòu）機樓運距時段在30毫秒（含）內心裏；（僅可用於包1）;

The distance between the bidder and Liège Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);

（六（liù））投（tóu）標人須進行（háng）配置飯店，能給予早、午、晚飯堂食服務（wù）；（僅可用於包1）;

The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);

（七）投標人（rén）須給予地方地Liège Airport全球範（fàn）圍航空港候機樓至飯店彼此之間的來回（huí）運輸量服務。（僅（jǐn）可用於包2）

The bidder shall be responsible for the transportation service back and forth the terminal building of Liège Airport and hotel. (applicable to package 2 only)

注：投標人須（xū）按（àn）投標人（rén）輩數兒具體條件相繼給予認為證明書材（cái）料。

Note: Bidders are required to provide appropriate supporting documents according to the bidder's qualification conditions, article by article.

五、 投標人申請 Bidders Registration：

（一）申請時（shí）段：2024年1月9日至2024年（nián）1月15日,每日（rì）北京時段9:00-11:30，13:30-16:30（國度合法（fǎ）節周（zhōu）期除了（le）），向進行采購人殯葬申請材料，過期達到的申請材料（liào）恕不進行接（jiē）管。

Application Period: Registration must be submitted from January 9, 2024 to January 15, 2024. 9:00-11:30, 13:30-16:30 Beijing time every day (except national holidays).

（二）進行采（cǎi）購文獻得到
