2、大體上狀況 

2.1 Project Name： wanning natural gas 2×460MW gas-steam combined cycle generator unit power generation project (hereinafter referred to as “ WANNING PROJECT”).

具（jù）體項目具體稱謂：萬寧自然氣 2×460MW 級天燃氣-水蒸氣統一進行集團火（huǒ）力發（fā）電醫衛（wèi）組火力發（fā）電具體項目（這陣（zhèn）兒進行縮（suō）寫（xiě）“萬寧具體項目”）。  

2.2 Subject matter of bidding: generator circuit breaker and its auxiliary equipment

目的物具體稱謂：火力（lì）發電機說道斷路器以及其提（tí）供配套支持（chí）設備（bèi）

2.3 Source of Funds：Capital fund and project finance

資本策源（yuán）地：資金金及具體項目籌融資

2.4 Project locations：wanning project is located in Wanning city Hainan Province P.R.C.

具體項目所在地：萬寧具（jù）體項目坐落在中國海南省萬寧市。     

2.5 TEnd-user: The end-user for wanning project is WANNING NATURAL GAS POWER GENERATION CO., LTD.

到（dào）最後使用者：萬寧具體項（xiàng）目到最後（hòu）使用者為（wéi）萬寧自然（rán）氣火力發（fā）電著名具體責任公司。

2.7 endering scope: 2 sets of generator circuit breaker and its auxiliary equipment. Specifications: Un=20kV、 In=17000A 、Idn=100kA.

投標適用範圍（wéi）： 火（huǒ）力（lì）發電（diàn）機說道斷路器（qì）以（yǐ）及其提（tí）供配套支持設備共 2 台套。規格型號：Un=20kV、

In=17000A 、Idn=100kA。

2.9 Terms and time of shipment :

Goods and services from other countries: CIP HAIKOU PORT P.R.CHINA 。 All the Contract Goods shall be delivered five (5) months after the effective date of the contract.

裝（zhuāng）運具體條件和時段：

海外提供（gòng）的貨色：CIP 中國海口市海港，所有較為條約貨色應在（zài）較為條約起作用後 5 個月寄遞。

 
3、Bidder qualification requirements.

投標人輩數兒具體要求 

3.1 Status of a Legal Person: The bidder must be a company (enterprise) established in accordance with the laws of the country in which he belongs and formally registered. The bidder must provide a valid copy of the business license of the enterprise or a copy of the registration certificate equivalent to the business license of the enterprise.

保證人所處位置：投標人一定要是依地方國度法律規範進行設置，並較為郎中計數器（qì），具備進行相信保證人所處（chù）位（wèi）置的公司

（企業），投標人（rén）一定要給予切實有效的企業運（yùn）營授權打印件或溝通於於企業運營授權的（de）企業（yè）計數器計（jì）數器證明書打印件。

3.2 Commercial reputation: Bidders should have good bank credit and commercial reputation. In the past five years, the bidder has not breached any contract or terminated any contract for the reasons of the bidder, and there are no major pending litigation cases. Bidders shall provide bank credit certificates issued within half a year and non- litigation certificates sealed by bidders.

商業（yè）領域良好聲譽：投標人應具備較好的銀行家資信和商業領（lǐng）域良（liáng）好（hǎo）聲譽，投標人在近五年內尚未在任意一種相關情況（kuàng）較為條（tiáo）約中進行（háng）食言，或因投標人的原所以使任意一種（zhǒng）相（xiàng）關情況較為條約被消除，不仍然存在（zài）還沒有需要的重要進行詞訟公案，

投標人應給予近全年內持續開具的銀行家資信證明書及由投標人蓋章的無進行詞訟證明書。  

3.3 Quality Assurance System: Bidders must provide copies of valid ISO9000 series quality assurance system certificates issued by authoritative agencies.

質量保障體係:投標人一定要給予權威單（dān）位進行頒給的切實有效的 ISO9000 多個係列質量（liàng）保障體（tǐ）係證明證明（míng）書打印件。

3.4 The bidder should offer product design and manufacturing achievement of the same structure, type and the same technical specifications or above as required wanning project. The successful operation achievement for over 5 years is required. There is no bad record of equipment elimination or alteration due to big accident within 5 years since the same type of product has been put into operation.

投標人應與（yǔ）此同時具備與萬寧具體（tǐ）項目雷同整體（tǐ）結構、雷同模式、平等或上述技術規格的（de）產品設計製造功績，且該功績應取得成功正常運（yùn）轉五年上述，不可仍然存在差不離型產品未滿五年出（chū）現重要意外事故而進行引（yǐn）起的設（shè）備物競天（tiān）擇及（jí）升級改造的無所（suǒ）作為（wéi）進行記錄。

3.5 Production and Manufacturing Capacity

生產、製造實際能力

1) Design institutions and personnel with experience in generator circuit breaker design. It has the equipment laboratory facilities and manufacturing technology specified in this technical specification, the required workshop, sufficient manufacturing, processing, testing equipment and production capacity, and can complete the awarded contract in full according to the specified schedule requirements.

具備火（huǒ）力發（fā）電機斷路器設計實際經驗的設計單位與相關人員。具（jù）備本技術符合規範所明確要求的設（shè）備進行試驗室配套設施和製造（zào）生產工藝，所需的民房，進行足額的製造、進行加工、進行試驗裝備和製造能力，能按明確要求的實施進度（dù）具體要求各個方麵順（shùn）利完成被給予的較（jiào）為條約；

2) Non-destructive testing equipment using X-ray, ultrasonic, magnetic powder,

dyeing and other methods;

使用 X 陰極射（shè）線、超聲波波、磁粉、顏料等辦法開（kāi）展無害探病的進行檢查設備；

3) Facilities for workshop testing of various components/assemblies； 對多種構件/興（xìng）建件開展工作室進行試驗的配套設施；

3.6 Bidder：

投標自治權:

Agents are not allowed to bid in this tender. Subsidiaries, subsidiaries and holding companies with independent legal personality of the manufacturer are allowed to bid on behalf of the manufacturer, but a manufacturer's authorization for this project must be issued.

Two or more legal entities with the same legal representative and the parent company, wholly-owned subsidiary company and its holding company shall not bid for the project at  the  same  time.  Tenderee do   not   accept   joint   bids   formed   by   two or  more legal persons or other organizations .

此次投標不決定辦事處商投標。決定製造商的具備進行相信保證（zhèng）人所處位置的（de）分、子公司（sī）以及（jí）其（qí）控股公司公司表示製造商投標，但一定要作為麵向（xiàng）本具體項目的製造商進行（háng）核準（zhǔn）書。

合法表示人工相同個人自身的關於兩個及關於兩個（gè）上述保證人，母公司、全資子（zǐ）公司（sī）以（yǐ）及其（qí）控股公司公司（sī）不可在本具體項目與此同（tóng）時投標（biāo），投標人不進行接管關於兩家上述的企業統一（yī）投（tóu）標。

3.7 Subcontracting and manufacturing

分包製造

Bidders are allowed to subcontract non-principal goods. Subcontracting is not allowed for major equipment or major parts of the supply contract. If subcontracting exists, the bidder shall submit a copy of the agreement between the bidder and the subcontractor. The name, address and contents of each Subcontractor shall be specified in the tender documents.

The qualifications of subcontractors must meet the relevant requirements of tender documents, and subcontractors are not allowed to subcontract again.

決定投標（biāo）人（rén）對非自治權貨色開展分包，重（chóng）點設備或（huò）供貨較為條約的重點一部（bù）分不決定分（fèn）包。在滿（mǎn）足（zú）相關條件時仍然存在分包（bāo），投標人應遞給投標人與分包商彼此之間的議定書書複本。每其中一個分包商的（de）具體稱謂、所在位置和分包的具體內容應在投標文獻中進行並且作出（chū）說明；

分包商的輩數兒（ér）一定要符合投標文獻的與此相關具體要求，不決定分包商再分（fèn）包。
